Village of Pawnee Board of Trustees met Sept. 11.

Here are the minutes provided by the board:

Call to Order 

• President Clarke called the meeting to order at 7:00 p.m.

Roll Call 

• Deputy Clerk Cynthia Kramer called roll.

• Trustees in attendance: Troy Grant, Patrick Murphy, David Skinner

• Absent: Trustees Brian Whitlow, Dale Walters, Phillip Thompson, and Clerk Devona Martin

• Walters arrived immediately following adjournment.

• Also, in attendance; Treasurer Brent Wise, Police Chief Barclay Harris, Gas and Water Supervisor Andy Lee, Village residents Lisa Bailey and Kent Olson

Recognition/Comment/s of Visitor/s 

• Village President Jeff Clarke opened with Zoning and Committee Chair Pat Murphy noting two matters concerning zoning before addressing Lisa Bailey and Kent Olson. The two issues concerned a gazebo and a shed. This time Village attorney Don Craven was present and both Bailey and Olson recounted their concerns pertaining to the adjacent property. Photos showing the property in disarray were submitted during the previous meeting, however, the attorney requested more recent photos be submitted. Clarke stated that the Village would try to find a quick solution, and the matter was tabled once again to allow the attorney time to examine all aspects of the situation before rendering council.

Clerk's Report 

• The minutes of August 14, 2023, were tabled until the next board meeting.

Personnel & Finance Committee Report: Committee Chair, Trustee Skinner

• Trustee Skinner presented bills payable of $522,717.92 for review and approval. Skinner noted of that amount, $150,000 was a simple fund transfer, $145,000 was a payment due to Petersburg Plumbing and Excavation, Water Main Project, and $90,000 was the fifth of six natural gas loan repayments.

Motion made by Trustee Skinner to approve bills payable in the amount of $522,717.92.

Second by Trustee Murphy

Roll Call Vote Taken: Grant-yes, Murphy-yes, Skinner-yes, and Clarke-yes.

Motion Carried (4-0)

Gas and Water Committee Report: Committee Chair, Trustee Whitlow 

• Village President Jeff Clarke noted that once Phase I of the Water Main project is complete, workers will take a short break before starting Phase II.

Streets, Alley, and Sidewalk Committee Report: Committee Chair, Trustee Grant 

• All village streets have reopened, and the Pawnee Homecoming Parade will go forward following the usual parade route..

• Village streets were oiled and rocked.

• The San Terra speed bumps arrived and will be installed next week.

Police Committee Report: Committee Chair, Trustee Skinner

• Chief Harris submitted the month police report.

Motion made by Trustee Murphy to accept the police report.

Second by Trustee Skinner

Roll Call Vote Taken: Grant-yes, Murphy-yes, Skinner-yes, and Clarke-yes.

Motion Carried (4-0)

• Chief Harris noted that with the installation of new energy efficient heating and cooling units, the Police Department, first month bill saw a significant reduction in cost.

• Village President Jeff Clarke noted that the police had a busy week last week due to four drug overdoses, resulting in one death. Clarke asked what the Village wants to do or what can the Village do about this. An answer was not given at this time, but it does appear that there will be ongoing discussion concerning this issue.-

Zoning Committee Report: Committee Chair, Trustee Murphy 

• Was addressed earlier in the meeting.

The meeting adjourned at 7:25 p.m. on Monday, September 11, 2023. The next scheduled meeting of the Pawnee Village Board of Trustee is Monday, September 25, 2023, 7 p.m. at the Pawnee Village Hall.
