Approval of Minutes from June 24th 

New Business 

Regional Planning Commission. Shannan Karrick 

1. Resolution to approve the application and forward to the County Board for acceptance of the PY2026 Springfield Area Transportation Study Grant in the amount of $795,416.40 (which includes County match of $39,500) This is a renewal and matching funds are required.

2. Pre-Travel Approval for Shannan Karrick, Acting Ex Dir/Sr Transportation Planner, to attend IDOT's Annual Fall Planning Conference in Moline, IL from 10/22-10/24/25 in the amount of $628.54. 

3. Pre-Travel Approval for Jason Sass, Principal Transportation Planner, to attend IDOT's Annual Fall Planning Conference in Moline, IL from 10/22-10/24/25 in the amount of $628.54.

4. Pre-Travel Approval for Scott Boyce, Associate Transportation Planner, to attend IDOT's Annual Fall Planning Conference in Moline, IL from 10/22-10/24/25 in the amount of $396.14.

LLWA, Michelle Griebler 

1. Resolution to approve the application and forward to the County Board for acceptance of the PY25 WIOA Title I-Formula Funding Grant from the Department of Commerce and Economic Opportunity in the in the amount of $2,843,504. This is a new grant with no matching funds.

2. Resolution to approve the application and forward to the County Board for acceptance of the PY25 Apprenticeship Specialist Grant from the Department of Commerce and Economic Opportunity in the amount of $100,600. This is a new grant with no matching funds.

Community Resources, Dave MacDonna 

1. Resolution to approve the application and forward to the County Board for acceptance of the Liheap Grant (26-254038) from the Department of Commerce and Economic Opportunity in the in the amount of $1,471,992. This is a renewal and no matching funds are required.

2. Approval to hire a replacement CSBG Coordinator at an annual salary range of $43,860-54,825 effective 7/1/25; the previous employee left the position on 6/2/25 at an annual salary of $48,000 and left the payroll on 6/20/25. Requesting waiver of the 30 day lag as this is grant position and approval to change position from Grade 7 to Grade 8.

Circuit Clerk, Joe Roesch 

1. Approval to hire a replacement Deputy Clerk-Court Clerk Division at an annual salary of $38,369.36/$19.67hr effective 8/18/25; the previous employee left the position on 6/30/25 at an annual salary of $38,369.36/$19.67hr and will leave the payroll on 7/18/25. 

Highways, Brian Davis 

1. Approval to hire a replacement Mechanic II at an annual salary of $61,448.40 effective 7/9/25; the previous employee left the position on 5/23/25 at an annual salary of $61,448.40 and left the payroll on 6/6/25. 

2. Approval to promote and adjust salary for Zakery Rule, Highway Maintainer to Heavy Equipment Operator I effective 7/14/25. His salary will change from $54,046.20 to $57,919.68.

3. Approval to promote and adjust salary for Timothy Perry, Highway Maintainer to Heavy Equipment Operator I effective 7/14/25. His salary will change from $54,046.20 to $57,919.68.

4. Approval to promote and adjust salary for Sean Wise, Highway Maintainer to Heavy Equipment Operator I effective 7/14/25. His salary will change from $54,046.20 to $57,919.68.

Court Services, Kent Holsopple 

1. Approval to hire a replacement Senior Probation Officer at an annual salary range of $57,250- 71,554 effective 7/28/25; the previous employee will be promoted on 7/14/25 and will leave this position at an annual salary of $62,103. Requesting waiver of the 30 day lag. This position is 100% reimbursed by the State of Illinois. 

2. Approval to hire a replacement Detention Officer at an annual salary of $55,888 effective 7/14/25; the previous employee left the position on 6/9/25 at an annual salary of $55,888 and left the payroll on 6/20/25. Requesting waiver of the 30 day lag. This position is 100% reimbursed by the State of Illinois.

Public Health, John Ridley 

1. Resolution to approve the application and forward to the County Board for acceptance of the Start Early Grant from Start Early (a contractor to DHS Healthy Families Division) in the amount of $623,322. This is a renewal. Matching funds are required. 

County Clerk, Don Gray 

1. Approval to promote and adjust salary for Dario Henry, Asst Director of Vital Records, to Director of Vital Records effective 7/25/25. His salary will change from $61,000 to $71,000. 

Auditor, Andy Goleman 

1. Resolution setting forth Budget Policies for the preparation of the FY2026 Sangamon County Budget. 

Human Resources. Charlie Stratton 

1. Annual Salary Resolution for State's Attorney, Chief Public Defender and Sheriff of Sangamon County 

County Administration. Brian McFadden 

1. Resolution approving the issuance and sale by the County of its Economic Development Revenue Bonds (Young Men's Christian Association of Springfield, IL Project), Series 2025 in the amount of $2,000,000. 

2. Kind Consulting extension of agreement-$1,800 per month from July 1, 2025 through June 30, 2026 for assistance with public engagement, communication, public relations and recommendations. 

3. Resolution establishing the Farm to Table Committee to facilitate agricultural development, connect the agricultural community with all parts of Sangamon County, establish local food supply networks, and promote healthy eating.
