CITY COUNCIL REGULAR AGENDA
Mayor Langfelder called the May 3, 2016 meeting of the Springfield Council to order at 5:30
PM. He invited everyone to join with him reciting the Pledge of Allegiance.
Clerk Lesko took the roll call of members.
PRESENT: Alderman Redpath , Alderman Senor , Alderman Turner , Alderman Fulgenzi
, Alderman Proctor , Alderman Jobe , Alderman McMenamin , Alderman Theilen ,
Alderman Donelan , Alderman Hanauer , and Mayor Langfelder
Clerk Lesko announced there was a quorum for a meeting.
Next, Alexandria Harden, a Southeast High School alumni and a player in the WNBA, wanted to
give the local school girls basketball team shoes for the whole team for next year’s season.
Angela Harden announced this year’s winner; Grant Middle School won this year’s shoes for the
team.
Next, Director Mark Mahoney gave an update on the waste hauling discussions. Director
Mahoney said that he has meet with all the Aldermen and talked about their concerns. He also
has meet with the waste haulers and talked about what they would like to see in recycling fees
and a garbage rate increase. Aldermen Redpath and Theilen wanted to know if CC Zerkle could
draw up a shell bill so that Aldermen can have something on the agenda to discuss in public.
Alderman Redpath said they would like to have some public discussion and would amend the
bill with the numbers and more details as they discuss the issue.
Next, Director Gina Gemberling gave an update on National Travel and Tourism week. Director
Gemberling said that the contest is for local residents to tell what are the best spots to eat, shop
and see in Springfield. Legends in Tourism Awards will be held on Thursday night.
Next, Mayor Langfelder asked for a motion to dispense with a reading of the minutes of the
April 19, 2016 City Council meeting and approve the minutes. Alderman Hanauer made the
motion and Alderman Donelan seconded. The motion passed on a voice vote of 10-0.
Next, Mayor Langfelder asked for a motion to dispense with the reading of minutes of the April
26, 2016 special meeting of the City Council. Alderman Senor made the motion and Alderman
Theilen seconded the motion. The motion passed on a voice vote of 10-0.
Next, Mayor Langfelder asked for a motion to incorporate the Pre-Council first reading of
ordinances into the record of the Council meeting. Alderman Donelan made the motion with
Alderman Jobe seconding. The motion passes on a voice vote 10-0.
Next, Mayor Langfelder asked to incorporate the pre-council reading of the consent agenda into
the record. Alderman Hanauer made the motion. Alderman Theilen seconded the motion. The
motion passed on a voice vote of 10-0.

motion passed on a vote of 6-5 voting yes: Alderman Senor , Alderman Turner , Alderman
Fulgenzi , Alderman Jobe , Alderman Donelan and Mayor Langfelder voting no:

Next, Alderman Theilen made a motion to place agenda item 2016-208 on emergency passage.
Alderman Donelan seconded the motion. 2016-208 an ordinance to increase the number of Class
“E” liquor licenses by one for Next Gen-Monroe, LLC d/b/a Nancy’s Pizza located at 2301 W
Monroe Street. Alderman Theilen mentioned that the grand opening would happen before the
approval of the liquor license, so Alderman Theilen asked that they vote on this tonight so that
the grand opening could happen on time. Alderman McMenamin wanted to know if
neighborhood associations were ok with the liquor license being approved. Alderman Theilen
said yes, the neighborhood association is good with this business severing beer and wine only
which is what the license would allow. The motion passed on a vote of 10-0-1 voting yes:

Next, Mayor Langfelder asked for a motion to suspend the rules and place on first reading
agenda item 2016-211 an ordinance amending Chapter 52, section 52.21 of the 1988 City of
Springfield Code of Ordinances, as amended, pertaining to sub-metering. Alderman Jobe made
the motion to place 2016-211 on first reading. Alderman Theilen seconded the motion. The
motion passed on a voice vote of 10-0.

Next, Mayor Langfelder asked for a motion to suspend the rules and place on first reading
agenda item 2016-212 an ordinance authorizing payment of $30,000.00 to Lincoln Land Charity
Championship for regional and local marketing and promotion of the PGA Tour golf in
Springfield, July 11-17, 2016 and authorizing a supplemental appropriation in the amount of
$15,000.00 from 107 unappropriated fund balance for the Office of Budget and Management.
Alderman Hanauer made the motion to place 2016-211 on first reading. Alderman Theilen
seconded the motion. The motion passed on a voice vote of 10-0.
Next, Doug Brown from CWLP gave an update on Hunter Lake. CWLP received approval of the
environmental impact study it sent to the Army Corp of Engineers in Rock Island, IL. Mr. Brown
said that they will be coming to the City Council with ordinances for the start of Phase 1 and
Phase 2 of the environmental impact study. Alderman McMenamin stated they have not
approved the study, but they are receptive to the concept of the company the City will use. Mr.
Brown said that is correct the Army Corp needs to oversee the project. Alderman Donelan
wanted to know the total cost of Phase 1 and 2 and where will the funds come from. Mr. Brown
said that he will email all the Aldermen his response to that answer.
Next, Mayor Langfelder said the his office is looking into extending the downtown TIF
Next, Mayor Langfelder said that there will be a public forum for CWLP on May 19th at 6:30 PM
this will be the first in a series of forums to come. Mr. Brown said the first forum will cover the
energy markets and water quality.
Next, Alderman McMenamin wanted to know if the Committee of the Whole meeting on May
31th could be changed to May 24th Alderman McMenamin made a motion to change the
Committee of the Whole meeting to May 24, 2016 at 5:30 PM Alderman Jobe seconded the
motion. The motion passed on a voice vote of 10-0.
Next, Alderman Theilen wanted to know if on the new city website the neighborhood
associations will be listed like they are now also who to contact if their neighborhood
associations are not listed so that they can update the list. Julia Frevert said to get that
information into the City and they will get the list updated and the meeting dates and time posted
as well.
Next, Alderman Theilen wanted to know if any of the other Aldermen wanted to do a
promotional night for the Sliders with Aldermen Turner, Proctor and himself to get with him
after the meeting so he can let the Sliders know who all will be involved.
Next, Alderman Theilen announced that the City/County softball game is schedule for July 17,
2016 at 1:00 PM
Next, Alderman Theilen wanted Director Nancy Huntley to speak about some of the children
activities at the library on Star Wars Day May the Fourth; there will be activities for kids
between pre k to Fifth Grade. Director Huntley told the Council about the thousand books before
Kindergarten and parents pledge to read a thousand books before their child reaches
Kindergarten. There are prizes for each level reached. This is a way for kids and parents not to

keep reading the same book twice. Also, she spoke about the summer reading program which
begins June 4, 2016.
Next, Alderman Theilen spoke about free comic day on May 7th and the comic books stores will
be passing out fifty different comic books this year.
Next, Alderman Theilen then spoke about the need for an ordinance regulating group homes. He
feels that some of the zoning and ordinances on the books needs to be updated. He also wants to
look into registering group homes so that the City knows where they are located. Alderman
Turner said the Council needs to be careful about drafting some of these ordinances. Mayor
Langfelder said that there needs to be some enforcement of the laws on the books before the
Council goes and adds more laws.
Next, Alderman Proctor said that this is a serious issue and he wants to work with Alderman
Theilen to get stricter enforcement and update the ordinances. He feels this is a serious issue and
it needs to be addressed especially in his area.
Next, Alderman Donelan read the monthly investment report and would like to know why the
City is making a higher interest rate. Treasurer Buscher said that the City had all it funds in the
Illinois Funds that is part of the Illinois State Treasurer office. Since she took over she has been
able to move the funds to local banks and is getting a higher interest rate at the local banks than
what the state could give the City.
Next, Mayor Langfelder gave the Aldermen a pamphlet about the state of the City and wanted to
thank the Aldermen, Treasurer and Clerk for all their work in moving the City forward.
Next, Reginald Whiterspoon addressed the Council and asked that they help the Salvation Army
move to the Gold’s Gym location.
Next, Mayor Langfelder entertained a motion for adjournment. The motion was made by
Alderman Hanauer and seconded by Alderman Proctor. The motion passed on a voice vote of
10-0. The April 5, 2016 Council Meeting adjourned at 6:23 pm
