Springfield Committee of Whole considers proposed land buy for rail upgrade

At a recent meeting, the Springfield Committee of the Whole considered advancing an agreement with the state to purchase land for the Springfield rail-improvement project.

The Springfield City Council includes one elected alderman from each of the city’s 10 wards, along with the mayor, city clerk and city treasurer. The council meets on the first and third Tuesday of every month. The council's Committee of the Whole includes all members of the council, except the mayor. All ordinances or resolutions scheduled for first reading on the meeting agenda are assigned to the Committee of the Whole for review at its next regularly scheduled meeting.

AN ORDINANCE ACCEPTING THE BID AND AUTHORIZING THE EXECUTION OF CONTRACT UE17-04-17- UNDERGROUND CABLE ALLIANCE CONTRACT WITH BROWNSTOWN ELECTRIC SUPPLY CO INC IN AN AMOUNT NOT TO EXCEED $5,000,000.00, FOR THE OFFICE OF PUBLIC UTILITIESThis is a standard, recurring ordinance for the purchase of underground electric cable. This ordinance accepts the low bid for Contract UE17-04-17 with Brownstown Electric Supply Co Inc ("Brownstown") in an amount not to exceed $5,000,000.00 for the purchase and inventory control of underground electrical cable for a 5-year term for the Electric Division Transmission, Distribution and Operations Department. This cable is used during the construction season on system rebuilds and new construction. The utility anticipates using approximately 250,000 feet of underground cable per year under this contract. The contract will allow the utility to reduce its cable inventory and provide for scheduled/ontime delivery of cable. The contract is awarded based upon approximate annual use. Bids were evaluated based upon the initial product and stocking costs. Orders under this contract will be placed on an "as needed" basis. There were 3 bidders on this contract. None are local. 5 years ago, Brownstown submitted the low bid & was ~awarded a contact for $6,781,215.00.

AN ORDINANCE APPROVING A PROPOSAL WITH IBIDEN CERAM ENVIRONMENTAL, INC. IN THE AMOUNT OF $621,300.00 FOR THE PURCHASE OF 76 NEW CATALYST MODULES FOR DALLMAN POWER PLANT UNIT NOS. 31, 32, 33 AND 4, FOR THE OFFICE OF PUBLIC UTILITIESThis is a new ordinance for the purchase of 76 catalyst modules. This ordinance accepts a proposal in the amount of $621,300.00 from Ibiden Ceram Environmental Inc. (Ceram) for the purchase of 71 new catalyst modules for Dallman Power Plant Units 31, 32, & 33, and 5 modules for Unit 4 Selective Catalytic Reduction (SCR) system for the Electric Generation Department for the Office of Public Utilities. The catalyst is the nitrogen oxide (NOx) removing portion of the SCR system, which must be in proper operating condition in order to comply with NOx removal requirements as mandated by the United States and Illinois Environmental Protection Agencies. Under the proposal, Ceram will provide new catalyst modules to be used in Dallman Unit No. 31, 32, 33 & 4. Due to the emergency swap of 50 modules into Unit 33 this spring, our inventory is depleted. The cost of catalyst has steadily been decreasing. This purchase is at a cost of $7,600 per module, compared to $9,000 per module in the past. CERAM is the original equipment manufacturer for the catalsy used in the SCR system. They are not a local vendor.

AN ORDINANCE AUTHORIZING THE PURCHASE OF AN AERIAL BUCKET TRUCK FROM AL TEC INDUSTRIES, INC. IN AN AMOUNT NOT TO EXCEED $132, 114.00, FOR THE OFFICE OF PUBLIC UTILITIESThis is a new contract for the purchase of an aerial bucket truck for the traffic and metering department. This ordinance approves the purchase of an aerial bucket truck with material handler from Altec Industries Inc. ("Altec") in an amount not to exceed $132, 114.00. Aerial bucket truck #241 caught on fire & was destroyed. These types of trucks normally have a 1 year lead time. Altec has a stock truck that meets our specifications ready for delivery. Altec is the only vendor who can supply this type of truck to meet our immediate needs.

IN AN AMOUNT NOT TO EXCEED $98,264.00, FOR THE OFFICE OF PUBLIC UTILITIESThis is a standard ordinance for purchase of an aerial bucket truck. This ordinance accepts Contract UE17-03-08 in an amount not to exceed $98,264.00, with Landmark Ford Inc. ("Landmark"), for purchase of an aerial bucket truck. This truck will be used in everyday operations of the troubleshooting department of Electric Transmission & Distribution. Landmark will provide an Altec telescoping & articulating truck with boom, and a 1 year warranty. This truck replaces #296, which was retired from the fleet & sold at auction. OBA Republic Services of Sangamon County submitted the low bid for Waste Hauling using Single Stream Recycling. This contract provides trash hauling, using single stream recycling. The Vendor will provide dumpsters, roll off boxes & totes that are spotted at various locations and pulled on a regular basis or per call basis. This contract is for one year, and allows contract extensions on an annual basis upon mutual consent by both parties under the same terms, conditions and pricing.
