Sherman trustees review capital improvement plan

The village of Sherman Board of Trustees met April 19 to review the capital improvement plan.

Here are the meeting's minutes, as provided by the board:

The Sherman Village board of trustees includes six trustees and the village president, all of whom are elected from the village at-large. The board meets at 6 p.m. on the first and third Tuesday of each month at the Sherman Village Hall, 401 St. John Drive.

President Trevor J. Clatfelter called the meeting to order at 6:00 p.m. and led the assembly in The Pledge of Allegiance.

OPENING: Clerk Oller presented Roll Call with five members present: Trustee Long, Trustee Schultz, Trustee Sherrock, Trustee Timm, and Trustee Zibutis. Trustee Hahn was absent from the meeting.

Also present: Jeremy Stuenkel, Byron Painter, Sandy Walden, Chris Walden, Craig Bangert, Mike Moos, Angela Fyans-Jimenez, Colleen Olson, John Miller, Phil Zinn, Mark Gordon, and John Swinford.

President Clatfelter requested to set the Agenda. Trustee Long made a motion to set the Agenda. Motion was seconded by Trustee Zibutis and was unanimously carried by the board. Motion passed.

CLERK’S REPORT: Presentation of the Minutes and Approval were brought to the board. Trustee Zibutis made a motion to approve the Regular Meeting Minutes of April 5, 2016. Motion seconded by Trustee Timm and was unanimously carried by the board. Motion passed.

Presentation of bills for approval was presented to the board. Trustee Sherrock made a motion to approve all bills to be paid. Motion seconded by Trustee Schultz and was unanimously carried by the board. Motion passed. All bills approved for disbursement.

TREASURER’S REPORT: No report presented.

ENGINEERING REPORT: No report presented.

LEGAL REPORT: No report presented.

ZONING OFFICER REPORT: Trustee Zibutis reported a total of $1,870 in building permit fees. Two single family homes, one addition, and fences, pools, and decks.

VILLAGE ADMINISTRATOR/ECONOMIC DEVELOPMENT COORDINATOR REPORT: No report presented.

PRESIDENT’S REPORT: Capital Improvement Plan / Old Tipton School Road project was brought to the board for further discussion. Trustee Zibutis recommended that the roads heavily traveled should be high priority and that she would like to see one subdivision done at a time. The bond issuance has to be decided and in place to proceed with bidding which should be happening in the very near future.

President Clatfelter stated that all departments are currently working on budget appropriations for fiscal year 2017. We should have actual numbers around the end of May once April is closed out.

Trustee Sherrock was approached by the Post Prom if the Village of Sherman would be willing to donate $250 for this year’s prom. Trustee Sherrock stated this is the amount we have donated in the past. Trustee Sherrock made a motion to approve a $250 donation to After Prom. Motion seconded by Trustee Zibutis and was unanimously carried by the board. Motion passed.

Action on recommendation of Planning Committee, unanimously approving petition submitted by Sherman Development Group, LLC and heard in public hearing of the Planning Committee on Monday, April 11, 2016, for the property immediately adjacent to and south of the property commonly referred to as 300 South First Street, Sherman, IL 62684, Parcel Nos. 06-25.0-451-009 & 06-25.0-476-024.

a. The petition for this property requests a variance from the Village’s

Subdivision Regulations Code as follows:

Under the provisions of Section 11-5-2 (B) (10) b, Subdivision Layout of the Village Code of Sherman, Illinois, Permanent Cul-De-Sac Streets; to allow Cul-De-Sac to exceed maximum length of 500 feet due to layout constrictions. Under the provisions of Section 11-5-5 (B) (2), Drainage and Storm Sewer of the Village Code of Sherman, Illinois, Inlets/Catch Basins; to allow inlet spacing’s to exceed 400 feet due to elevation restrictions. Under the provisions of Section 11-5-7 (A), Water Distribution System, of the Village Code of Sherman, Illinois, Main Requirements; to allow minimum diameter of water main from 10” to 6” as this water main will only serve 26 units and will dead end the Cul-De- Sac.

Trustee Schultz made a motion to approve the petition submitted by Sherman Development Group, LLC. Motion seconded by Trustee Sherrock and was unanimously carried by the board. President Clatfelter abstained from this portion of the meeting and turned over to Mayor Pro Tempore (Pro Tem), Trustee Zibutis. Trustee Zibutis on the record as a Yes vote. Motion passed.

COMMITTEE/DEPARTMENT REPORTS: Trustee Timm informed the board that everything is lined up for the Village Clean – Up Day and he asked that the volunteers arrive by 7:00 a.m.

SHERMAN POLICE DEPARTMENT REPORT: Chief Bangert informed the board that the department has spent some time with homeowner associations around Sherman to find out if they have any concerns or questions about things happening in the area and communicating with them on how to keep the community safer.

EMERGENCY MANAGEMENT AGENCY REPORT: No report presented.

DEPARTMENT OF PUBLIC WORKS REPORT: President Clatfelter stated that they have reached out to Jim Stone, Director of the Sangamon County Department of Public Health to speak about the Zika Virus. Public Works will be spraying for mosquitoes throughout Sherman as well. Information has also been posted on the village website.

NEW BUSINESS: None

OLD BUSINESS: None

CIVIC ORGANIZATION: None

PUBLIC COMMENT/QUESTIONS: Resident Sandy Walden informed the board that she had sent an email regarding a place in the road around Royal and Kingsway that needs repaired as it looked like it had been dug up. Another spot she mentioned is on Parkway close to Andrew Road along the East Side. President Clatfelter stated that it would be looked in to by Administrator Swinford. Mrs. Walden also stated that a neighbor has excessive amounts of animal feces in the yard and the smell is very unpleasant. She also stated that there are several litters of puppies there although has no evidence that the person is selling them besides people stopping at her house asking where the lady with the puppies for sale lived. She has reported the feces to the Village in the past and it gets cleaned up although it is still happening and the smell is getting very bad with the weather getting warmer. President Clatfelter stated that he would have Administrator Swinford check in to the issue and try to get it resolved.

Trustee Sherrock, President Clatfelter, Deputy Chief Fulscher, and Administrator Swinford visited the 3rd graders to discuss government. Trustee Sherrock stated that the students had very good questions and they had a great time.

EXECUTIVE SESSION: None

ADJOURNMENT: President Clatfelter called the Regular Village Board Meeting to adjourn. Trustee Zibutis made a motion to adjourn the meeting. Motion was seconded by Trustee Sherrock and carried unanimously by the board. Motion passed.

Meeting adjourned at 6:35 p.m.
