Village of Williamsville Village Board met February 14.

Here is the minutes provided by the Board:

The Town Hall/board meeting was called to order at 6:30 pm by President Tom Yokley. Present: Clerk: Karen Humphres. Trustees: Patrick Gettleman, John Brennan, Heather Hofferkamp, Skylar Tierney, Dave Carter. Trustee Bunger – absent.

Guests: See attached.

Trustee Carter moved to approve the minutes of the regular board meeting of January 23, 2016, second by Trustee Brennan. All ayes, motion carried.

Communications: No communications to report.

Guests Comments/Concerns: Joe Dombrowski would like a copy of the expenses that the board approves.

Committee Reports:

Finance (Skylar Tierney): Trustee Tierney made a motion to pay bills as presented. Trustee Hofferkamp seconded the motion. All ayes, motion carried.

Trustee Tierney introduced Ordinance #20107-02, Appropriations Ordiannce. This ordinance will be approved at the next board meeting.

Trustee Tierney made a motion to approve the purchase of a 2017 Chevrolet Tahoe from Miles Chevrolet in the amount of $37,373.00. Trustee Brennan seconded the motion. All ayes, motion carried.

Trustee Tierney made a motion to approve a $100 donation to the Williamsville Jazz Band dinner. Trustee Gettleman seconded the motion. All ayes, motion carried.

Trustee Tierney made a motion to approving the property tax sale redemption quote for the property located at 101 West Jones Street, Williamsville (Parcel # 07-04.0-404-023-3). This quote is for $7,849.41. Trustee Gettleman seconded the motion. All ayes, motion carried.

Public Safety (John Brennan): Trustee Brennan stated the village has the opportunity to purchase some weather radios in the amount of $20.00. These radios retail for approximately $50.00. He would like to publish this on the website and newspaper. Residents can receive a weather radio for a donation of $20 (Village’s cost).

Trustee Brennan made a motion to approve $1,500 on the purchase of weather radios. Trustee Tierney seconded the motion. All ayes, motion carried.

Water & Sewer, (Matt Bunger): Trustee Bunger was absent. President Yokley stated Trustee Bunger will have an update regarding the Andrew Water Extension project at the next meeting.

Economic Development (Hofferkamp): Trustee Hofferkamp stated a Business Breakfast was held on February 10th. She stated there was a great turnout for the event. She stated there was some really good discussion and ideas that were brought forth in which the Village will be looking into.

Trustee Hofferkamp shared an idea she has researched with the Trustees regarding a “gooseinator” she has found on the internet. The “goosinator” is to be used to scare geese at the lake. Coyote decoys were also discussed.

Parks & Recreation (Dave Carter): Trustee Carter stated he will hold a Parks & Recreation committee meeting before the next board meeting.

Trustee Carter stated some discussion was made at the Breakfast Meeting in regards to Susan Cook House. She is the individual who donated all of the ground for the village park. An individual who attended the Business Breakfast feels that the park needs to be named after her, or something larger than the stone that is currently at the park, be placed in honor of her dedication of the land. Trustee Carter stated that when Susan Cook House donated the land she did not want any recognition.

Trustee Carter stated discussion was also made at the Business Breakfast regarding creating a Park District. Trustee Carter has asked Village Attorney, Randy Segatto, to research this and advise the Village the steps needed to create a Park District, if the Village was to create this. Trustee Carter stated he is not saying he is for creating a Park District, he is just inquiring about the process. In order for a Park District to be created, it would have to be voted on at the 2019 election. He stated a separate board would have to be created for the Park District. Randy Segatto stated we are Home Rule, therefore; we cannot be acquired by any other Park District. Trustee Carter also discussed how expensive playground equipment is. If a Park District would be created, it would help with the costs of improvements.

Streets, Alleys, Sidewalks & Storm Sewers (Patrick Gettleman): Trustee Gettleman stated he is still waiting on figures from the engineer regarding the straightening of the street across from the elevators.

Additional Business: Kent Thompson stated the JFL Football League’s irrigation system has been installed.

President Yokley stated the electrical is almost completed on the new building at the park. He stated the next step is installation.

Trustee Carter made a motion to accept the engineering contract for Kuhn & Trello. Trustee Gettleman seconded the motion. All ayes, motion carried.

Mel Butterfield discussed the current building permit fees. He would like to see the board review those fees. He would also like to see some changes to the inspection schedule. He would prefer to have legitimate inspections without any conflict. He stated he feels the board needs to revise the building permit fees since a $50,000 in-ground swimming pool costs the resident $25 for a building permit and an above ground, small pool also costs $25 for a building permit. He also feels that the permits need revised for sheds. President Yokley asked Mel to make some recommendations to the building permit fees. He would also like the Economic Development committee to make some recommendations.

President Yokley stated the Garden Club has submitted a proposal for the landscape design for the front of the Community Center. He stated there are some items on the design that he doesn’t quite understand so he will be reaching out to them for clarification.

Trustee Brennan made a motion at 7:07 p.m.to take a short five minutes recess before entering Executive Session to discuss disciplinary issues for an employee (C). Trustee Gettleman seconded the motion. All ayes, motion carried.

The regular board meeting of the Board of Trustees for the Village of Williamsville adjourned at 7:27 p.m.
