Village of Divernon Board of Trustees met March 22.

Here is the minutes as provided by the board:

The regular meeting of the Village of Divernon Board of Trustees was held on Wednesday, March 22, 2017 at the Divernon Village Hall. Village President Randy Rhodes called the meeting to order at 6:30 p.m. After the Pledge of Allegiance was recited by all in attendance, Clerk Rod Molnar called roll: Randy Rhodes "Here", Wayne Jones “Here”, Melissa Layton “Here”, Jim Copelin “Here”, Larry Baer “Here”, Dianne Brenning “Here”. Also in attendance were Superintendent Jeremy Rhodes, Treasurer Christine Nichols and Police Chief Barclay Harris. Derek Hedges was absent.

A motion was made by Jones and seconded by Baer to approve the minutes of March 8, 2017. The motion passed 5-0.

Brenning presented the Village bills with a motion that they be approved. After Baer seconded the motion carried 5-0.

David Catlin was in attendance to request a gaming permit for Maddy’s Tavern. He hopes to reopen sometime in April. A motion was made by Baer to approve the permit. The motion was seconded by Copelin and approved 5-0.

Supervisors Reports:

Public Works:

Superintendent Rhodes asked Treasurer Nichols to explain the changes requested to the agreement with Midwest Meters Management. After Nichols made her presentation, Baer made the motion to enter into the agreement. Copelin seconded and the motion carried 5-0. Brenning then presented the invoice for the agreement at a cost of $1413.60. Jones made the motion to approve payment of the invoice. Layton seconded and the motion passed 5-0.

Rhodes distributed performance evaluations for public works employee Ryan Woker who recently completed his probationary period. In addition he has completed classes to obtain his certificate as an authorized on-call employee for the natural gas system. Woker will receive a $1.00 per hour increase retroactive to March 1, 2017 for completion of his probation and $1.50 per hour increase for obtaining his natural gas certificate. Layton made the motion to approve the increases. Baer seconded the motion passed 5-0. Rhodes also reported that public works employee Craig Cox has obtained his CDL license and also has completed his online training for on-call natural gas testing. He will still need to be certified to be on-call.

Police:

Chief Harris gave an update on the forfeiture procedure the Village is involved in regarding a vehicle that was involved in a drug bust. He asked about getting two new part time officers hired as soon as possible as he has lost other part timers. A special meeting will be held on Wednesday, March 29, 2017 at 6:00 p.m. to interview and possibly hire two individuals. Harris recently attended the Illinois Law Enforcement Executive Training Summit in Decatur Illinois.

Committee Reports:

Economic Development, Zoning, TIF, Building Permits:

Nothing to report.

Public Utilities, Water, Sewer and Gas:

Nothing to report.

Finance, Personnel, Technology, GIS:

A motion was made by Brenning and seconded by Jones to approve ordinance 2017-003, the annual Appropriation Ordinance. The motion carried 5-0. Nichols reported that she had noticed a problem with the accounting software. She brought this to the attention of the software provider and they are working on correction the problem. $35,975.19 was being posted into undistributed funds when they should have been distributed between the other funds in the sweep account. The Board thanked Nichols for her diligence in watching over the Village’s finances.

Public Safety, Police, Health and Safety:

Jones reported that more research would be needed regarding the request for a stop sign on Third Street.

Public Works, Streets, Alleys and Sidewalks:

Copelin advised that he would like to begin work on the annual sidewalk program. Mayor Rhodes said he would provide Copelin with the information he needs to get started.

Building Grounds and Lights, Parks, Recreation:

Layton asked J. Rhodes if he could get the community garden tilled for the spring planting. Baer will ask Jo Webster if she would like to manage the garden sites again this year.

Old Business:

None.

New Business:

A motion was made by Jones and seconded by Layton to place two “Children Playing” signs on State Street at the corner of South Street. The motion passed 5-0.

Mayor Rhodes reported that the Regional Leadership Council had requested photos from around the Village for a publication they are working on. Layton took the information and will get with the council regarding their request. Layton also informed the Board that the scheduled dates for the annual Village Wide Garage Sale will be May 5th and 6th.

Motion by Jones to adjourn at 7:28 p.m.
