Riverton Village Board of Trustees met Monday, April 3.

MINUTES

Riverton Village Board

The President and the Board of Trustees of the Village of Riverton held their regular board meeting on April 3, 2017 at the Riverton Village Hall, Riverton, IL.

The board meeting was called to order at 7:00 p.m. Those answering roll call: Mayor Tom Rader. Trustees: Dave Charles, Carl Fisher, Joe Bartley, Jim Mileham, Russ Patrick and Tina Raycraft. Also in attendance were: Chief Lawley, Treasurer Lashonda Fitch, Office Manager Stacy Patterson and Superintendent Alex Lyons.

The pledge of allegiance was recited.

Trustee Bartley made a motion to approve March 20th meeting minutes and pay the bills. It was seconded by Trustee Raycraft. Trustees Charles, Bartley, and Raycraft voted yes. Trustee Patrick, Fisher and Mileham abstained, Mayor Rader voted yes.

Old Business: There was no old business to discuss

New Business: There was no new business to discuss

Superintendent Lyons presented the board with his report. (See attached report).

Water Department:

1)Sent four guys to A.W.W.A Water Conference

2)Turned on water at parks and concession stands

3)Replacing water meters with auto read meters

Sewer Department:

1)Jetted out Ivy Hill blockage

2)General maintenance and repair

Street Department:

1)Set parking blocks and approach at tennis courts

2)Cleaning storm drains and culverts

3)Sweeping roads, curbs and gutters

4)Patching pot holes

Electric Department:

1)Set pole, pulled wire and framed pole @ Overpass Business District

2)Repaired several street lights

3)Set new fence poles and restrung cables at Wheeland Park

4)Supplies bought for Center Park concession and guys installing inside electric

Gas Department:

1)Guys working on gas modules

2)Audit with I.C.C for Distribution Integrity Management Plant ICC Field audit complete

3)Changed out several stopped meters

Parks:

1)New Concession stand walls framed up installing roofing

2)Added CA-06 to roadway and parking at Wheelan Park

3)Repaired and welded gates at Center park ball diamonds and basketball courts

Updates:

1)New skid steer delivered last week

2)Ordered salt for 2017 and 2018 C.M.S. bidding process

Superintendent Lyons asked the board if they wanted to purchase the street sweeper from Clear Lake Township.

Chief Lawley presented the board with his report and had nothing else to report. (See attached).

Office Manager Patterson stated the Locis training that the office staff attended was beneficial and that we will be receiving a quote for Locis to come evaluate the server and their systems to make sure they will be able to switch to Locis 8 within the next year.

Treasurer Fitch stated that the village is on track to pass the new FY budget at the May 1st board meeting. There will be an appropriation hearing at 6:45 pm on May 1st.

Trustee Mileham, chairman of the Administration Committee, stated our renewal is coming up in June 2017 for the 311 App.

Trustee Raycraft, chairman of the Public Safety Committee, announced there will be a Public Safety Committee meeting April 17th at 6:00 pm. She also has item for executive session.

Trustee Patrick, chairman of the Public Utilities Committee, said he received the IMEA annual conference information, if anyone would like to read or attend the conference.

Trustee Charles, chairman of the Parks Committee, stated Superintendent Lyons already gave update on Center Park Concession Stand.

Trustee Fisher, chairman of the Public Works, had nothing to report.

Trustee Bartley, chairman of the Economic Development Committee stated he and the Mayor would be attending a meeting at the Springfield Regional Planning Commission this Thursday to put together the RFP for the corridor grant.

Mayor Rader wanted to thank the library for hosting meets your candidate night. He also said there is a Neighborhood Watch meeting April 11th @ 7:00 pm. He told trustee Raycraft and Fisher they still needed to complete their Economic Interest forms.

Trustee Bartley made a motion to go to Executive session at 7:18 pm. Trustee Mileham seconded. Trustee Patrick, Charles, Fisher, Bartley, Mileham and Raycraft voted yes.

The board went into open session at 7:57 with a motion from Trustee Bartley. Trustee Raycraft seconded. Trustee Patrick, Charles, Fisher, Bartley, Mileham and Raycraft voted yes.

Trustee Raycraft made a motion to place Officer John Burtle to part-time from full-time effective April 1, 2017. Trustee Mileham seconded. Trustee Patrick, Charles, Fisher, Bartley, Mileham and Raycraft voted yes.

Trustee Bartley made a motion to adjourn the meeting at 7:59.
