Riverton Village Board of Trustees met March 6.
Here is the minutes provided by the Board:
The board meeting was called to order at 7:00 p.m. Those answering roll call: Mayor Tom Rader. Trustees: Dave Charles, Carl Fisher, Joe Bartley, Jim Mileham, and Tina Raycraft. Also in attendance were: Deputy Chief Landgrebe, Treasurer Lashonda Fitch, Office Manager Stacy Patterson and Superintendent Alex Lyons. Trustee Patrick was absent.
The pledge of allegiance was recited.
Trustee Bartley made a motion to approve February 20th meeting minutes and pay the bills. It was seconded by Trustee Raycraft. Trustees Charles, Fisher, Bartley, Mileham and Raycraft voted yes.
Officer Jennifer Roberts addressed the board. She presented information on the Back the Blue Car Show Fundraiser and after party for June 24, 2017 held at the F.O.D. This would raise money for the community policing fund. It was approved, contingent upon finding a sponsor for the band and alcohol. Trustee Bartley also said the village will promote an all town garage sale for that same date.
Trustee Bartley made a motion to move forward with the Back the Blue Car Show Fundraiser pending the donations for the band and alcohol. Trustee Raycraft seconded. Trustees Charles, Bartley, Mileham, and Raycraft voted yes. Trustee Fisher abstained.
Old Business: There was no old business to discuss
New Business: There was no new business to discuss
Superintendent Lyons presented the board with his report. (See attached report).
Water Department:
1)Install 1½ water line to new concession stand and line for new hydrant
2)Install two new pumps at waste pit
3)Turned on water at F.O.D
4)Replaced stopped water meters with auto read
5)Quote for maintenance agreement for generator at wells
Sewer Department:
1)Sent two guys to a waste water conference
Street Department:
1)Patching of roads and street sweeping
2)Backfilled new foundation and retaining wall
3)Dirt work at Center Park bridge area
Electric Department:
1)Installed conduits for new concession stand
2)Installed two new electric services
3)New lights installed at F.O.D
Gas Department:
1)Install three new gas services
2)Replaced several stopped gas meters
3)Sent guys to gas training in Auburn, IL
4)Installed new meter and pressure corrector at main meter station
Parks:
1)Installed decking on new bridge
2)Foundation poured at Center Park and plumbing roughed in
3)Hauled dirt away from concession stand
4)Marked out sidewalks and parking for tennis courts
Updates:
1)Approval of concrete at tennis courts
Superintendent Lyons gave the board a maintenance agreement quote from Altorfer for the generator at the wells. It is a six year agreement at $763.00 per year.
Trustee Mileham made a motion to accept the maintenance agreement with Altorfer for $763.00 per year for six years. It was seconded by Trustee Raycraft. Trustee Charles, Fisher, Bartley, Mileham and Raycraft voted yes.
Deputy Chief Landgrebe presented the board with his report. (See attached). Deputy Chief also wanted to commend Officer Roberts for all her hard work she is putting into the Back the Blue Car Show Fundraiser.
Office Manager Patterson asked the board for approval for the office staff to attend a free Locis user meeting being held on March 28, 2017 in Forsyth, IL. The board all agreed that this would be beneficial.
Treasurer Fitch stated that a supplemental budget would need to be done for Fiscal Year 2017. She thanked the board members for having their budget numbers to her in a timely fashion. She is hoping to have the final number by the March 20, 2017 meeting.
Trustee Mileham, chairman of the Administration Committee, stated our renewal is coming up in May 2017 for the 311 App. At that point he was not thinking about renewing the contract. He then spoke with Bill McCarty administrator of the 311 App and Bill explained some of the new enhancements the app was offering such as “push notifications”. He also said our yearly fee would go from $2,000.00 a year to $1,000.00 a year. The other board members wanted to think about if it would be beneficial for the Village to renew since we have all the same capabilities on the new Website.
Trustee Raycraft, chairman of the Public Safety Committee, wanted to thank Deputy Chief Landgrebe for helping out with Taser training with the surrounding police departments.
Trustee Patrick, chairman of the Public Utility Committee, was not present and left nothing to report.
Trustee Charles, chairman of the Parks Committee, stated Superintendent Lyons already gave update on Center Park Concession Stand.
Trustee Fisher, chairman of the Public Works, had nothing to report.
Trustee Bartley made a motion to accept the quote from S&W Contractors for $8,282.25 for the sidewalks from the tennis courts to Jackson Street and two pads for picnic tables with the Village providing the concrete. This is to be paid out of line item 01-01-850. Trustee Charles seconded. Trustee Charles, Fisher, Bartley, Mileham and Raycraft voted yes.
Trustee Bartley made a motion to approve the contract with DCV Imports for $3000.00 for fireworks at National Night Out. This is to be paid out of line 01-02-535. Trustee Fisher seconded. Trustee Charles, Fisher, Bartley, Mileham and Raycraft voted yes.
Trustee Bartley, chairman of the Economic Development Committee stated Riverton is one of four towns who applied for the Transportation Corridor Grant. This grant is to cover the costs of the consultant on designing welcoming entrances signs. He also stated that engineer Kevin Kuhn resubmitted Riverton’s application for the Multi Use Trail grant.
Mayor Rader wanted to thank the fire department, public works and Alex Lyons for being prepared for last Tuesday’s storm.
Mayor Rader said in response to concerns about utilities costs, they have done comparisons with other towns providers and he feels confident the village is providing services at a reasonable cost. Residents also have to take in consideration all the services the village offers.
Trustee Bartley made a motion to adjourn the meeting at 7:42. Trustee Mileham seconded. Trustee Charles, Fisher, Bartley, Mileham and Raycraft voted yes.
