Village of Pawnee Board of Trustees met April 24.

Here is the agenda provided by the Board:

Call to Order:

o President Clarke called the meeting to order at 7:00pm,

Roll Call:

o Village Clerk, Devona Martin, called roll -

o Trustees in attendance: Phillip Thompson, Cara Burnley, Patrick Murphy, David Skinner, Troy Squires

o Trustees absent: Garry Whitson

o Also in attendance: Treasurer Kelly Thein, Candy Kramer with the Pawnee Post, Chief Jan Bowsher, John Jockisch, Nat Seiz, Josh Leach, Jeff Schober, Rich Grooms

Visitor's Recognition/Comments:

o Nat Seiz appeared on behalf of the Lions Club. They would like to have a movie night on Saturday May 13th at North Park. They would like to start set up at 7pm with the movie starting at 8pm. The flea market is the same day but they will be gone prior to 7pm. The movie will go past dark so they wanted took it with the Village and make Sure they will have access to the bathrooms.

o John Jockisch appeared on behalf of Pawnee baseball. There are some games after 8pm. He wanted to make sure there would not be an issue with the bathrooms being locked prior to the games ending. The bathrooms will not be locked until the games are over.

o Rich Grooms appeared before the Board. There are 2 properties he owns on Groom Street.

He wants to take 10-12 ft from the business side and give it to the trailer side. He owns both properties. He went to the county and they told him to come to the Village to do the plat. Attorney Myers will discuss this further with him.

Clerk's Report:

o Minutes of April 11, 2017 were presented for review and approval.

Personnel & Finance Committee Report: Committee Chair, Trustee Skinner

o Trustee Skinner presented the bills payable for the week ending April 24, 2017 in the amount of $19,624.40 Motion made by Trustee Skinner to approve the bills payable in the amount of $19,624.40 for the week ending April 24, 2017. Second made by Trustee Squires Roll Call Vote Taken: Thompson-yes, Burnley-yes, Murphy-yes, Skinner-yes, Squires-yes Motion Carried: (5-0)

Gas and Water Committee Report: Committee Chair, Trustee Squires

o Trustee Squires advised that 83 red letter were sent out on the April 20th. Of these, 12 were shut off and 10 are back on.

Streets, Alley and Sidewalk Committee Report: Committee Chair, Trustee Squires

o Trustee Squires advised that Jeff has a few Culverts and ditches he is working on. They will also be taking a couple trees down. Once the trees are down, they will repair both damaged Sidewalks.

Police Committee Report: Committee Chair, President Clarke

o Chief Bowsher advised that Locals wants to do a bike run June 2, 2017. There was some confusion as to whether they needed to come to the Board. Trustee Thompson advised that he told the owner he didn't need to come back to a Board meeting because he had attended a meeting several months ago where the Board granted his request, Chief Bowsher advised that she was not aware. Discussed which roads will be blocked. Chief Bowsher will talk to both bar owners. She will also work on the resolution.

Sewer and Parks Committee Report: Committee Chair, Trustee Thompson

o Trustee Thompson was going to discuss Smith Septic but this has been resolved e Trustee Thompson advised that the new digital sign is going in and should be up by the end of the week.

Zoning Committee Report: Committee Chair, Trustee Burnley

a No report.

Unfinished Business:

o President Clarke advised that an employee approached him about moving outside of the village city limits. Our current ordinance states that employees must live within 15 miles of the village limits but in another section, it states new hires have 90 days to move within Village city limits. This code changes new hires to 90 days to move within 15 miles of the Village city limits. Motion made by Trustee Murphy to accept Ordinance 17-07 - An Ordinance Amending the Personnel Code to amend the code to say that new employees have 90 days to move within 15 miles of the village Second made by Trustee Thompson Roll Call Vote Taken: Thompson-yes, Burnley-yes, Murphy-yes, Skinner-yes, Squires-yes Motion Carried: (5-0)

o Resolution 17-05 - A Resolution Granting a Special Event Liquor License - tabled

New Business:.

o President Clarke asked Attorney Myers if we can cancel the May 8th meeting and move it to May 1st and Swear in our new members. May 8th is the band concert at the School. Attorney Myers reviewed and our ordinances will allow. The next scheduled board meeting will be changed to Monday, May 1, 2017.
