City of Leland Grove City Council met August 22.

Here is the minutes provided by the Council:

The Leland Grove City Council Regular Meeting meeting was promptly called to order at 6:00 pm by the Honorable Mayor Jill Egizii. The pledge of allegiance was recited and the Roll Call was taken by Clerk Klokkenga. The following members were present or absent as indicated:

Jill Egizii, Mayor (P)

Brian Miller, Treasurer (P)

Steve Klokkenga, Clerk (P)

Saul Morse, City Attorney (P)

Diana Hetherington, Alderman Ward 1 (P)

Nick Williams, Alderman Ward 2 (P)

Mary Jo Bangert, Alderman Ward 3 (A)

Jim Moll, Alderman Ward 2 (P)

Donald LoBue, Alderman Ward 3 (P)

Jan Creasey from Ward 1 has resigned his seat.

Also present were:

Chief Dan Ryan, Leland Grove Police Department

Tyler Lanier, City Administrator

Micky Mann, City Engineer

Approval of Minutes - a motion was made by Alderman Hetherington and seconded by Alderman Moll to approve the July 25, 2017 meeting minutes as Amended. The motion carried unanimously.

Public Comments - No comments from the public were given.

Treasurer's Report - Treasurer Miller

Financial Statement; Approval of Bills, Unpaid and Paid Warrants

City Administrator Lanier will be talking to the accounting firm about preparing our financial statements in a more timely manner.

A motion was made by Alderman Hetherington and seconded by Alderman Moll to approve Paid warrants in the amount of $26,448.67 from the General Fund P-08-443. The motion carried unanimously.

A motion was made by Alderman Hetherington and seconded by Alderman Moll to approve unpaid warrants from the fund P-08-442 in the amount of $455.48. The motion carried unanimously.

A motion was made by Alderman Hetherington and seconded by Alderman Moll to approve unpaid warrants from fund P-08441 in the amount of $24,068.50. The motion carried unanimously.

City Administrator's Report - Administrator Lanier reported that leaf pick-up is a possibility for all of November and December 4th.

The Sangamon County Animal Control Intergovernmental Agreement was brought to the Council for Approval by Administrator Lanier. A motion was made by Alderman Hetherington and seconded by Alderman LoBue to approve the Agreement as written. The motion carried unanimously.

Legal Update and Actions - Attorney Morse Attorney Morse presented his Legal Memo and Update to the Council and highlighted the following:

The Administrative Hearing is still set for August 23rd, 2017 in the matter of resident Kent Gray.

Regarding the Appropriations Ordinance - the estimates were built 25% higher than they should be in the budget to allow for issues that come up. A motion was made by Alderman Williams and seconded by Alderman Hetherington to approve the Appropriations Ordinance. The motion carried unanimously.

Departmental Reports:

Finance and Revenue - Alderman Hetherington Nothing to report at this time.

Health, Sanitation and Environment - Nothing at this time.

Police and Public Safety - Alderman Williams/Chief Ryan - The City currently has eleven (11) ordinance violations and hearing dates have been set.

The question was asked how to proceed on any equipment ordinance pertaining to vehicle usage through Leland Grove. Attorney Morse indicated we need to set up a list of items that would make up a violation or reasons we would need to issue a citation. With this, we will need to set it up in a written and approved ordinance.

The Chief noted that the Leland Grove Police Department recently won second place in a traffic safety program held up in Tinley Park, IL.

Chief Ryan then presented a Mutual Aid Agreement with Springfield Park District that needs to be approved by the Council. A motion was made by Alderman Hetherington and seconded by Alderman Williams to approve the Mutual Aid Agreement. The motion passed unanimously.

Human Resources - Alderman LoBue - Nothing to report.

Public Ways and Property - Alderman Moll

Cherry Road/Overlay Project - Alderman Moll reported that the Bid came in at just over $70,000 which was lower than anticipated. Because it came in under budget, we are going to get an additional bid for striping as part of that agreement. Distance would be from Outer Park to Bates on Cherry. The city would have a contract for overlay only in accordance with engineer plans with additional cost for striping. A Copy of the bid is on file. A motion was made to approve the project by Alderman Moll and seconded by Alderman Williams. The motion carried unanimously.

Building Permits and Zoning - Alderman Bangert

Administrator Lanier reported for Alderman Bangert that 14 permits so far have gone to the County out of 44 submitted.

Old Business:

Long Range Plan - Alderman Hetherington

Alderman Hetherington brought copies for Council to review. Council may specifically review the recommendations in the plan and decide how to proceed from there. Alderman Moll would like to get an estimate from Sangamon County on what it would cost for implementation of the plan at this point. Alderman Moll will check with Sangamon County on this matter and report back to the Council.

New Business:

The City received a letter from the Village of Jerome regarding being paid for participation in a task force group Leland Grove participated in under a written contract. Jerome received $23,000 as a result of being in that task force. There was a written agreement between Leland Grove and Jerome on participation in the CIEG, with the City supplying the officer getting reimbursement for 75% of salary from the State Police. Leland Grove contends that it also paid Jerome for part of it's other expenses and believes that the State Police check to Jerome may be for those expenses rather than just salary.

The City of Leland Grove will continue to pursue this matter and begin with a FOIA request.
