City of Atlanta City Council met November 7.

Here is the minutes provided by the Council:

Open: The regular meeting of the Atlanta City Council was held on Tuesday November 7, 2017 at the Atlanta City Hall. The meeting was called to order by Mayor Fred Finchum at 7:30 pm.

Roll Call: Mayor Finchum, Amber Finchum. Billie Cheek, Keith Eimer, Adam McVey and Tommy Young were present. Andrea Halley was absent.

Motion by Cheek second by Finchum to approve the minutes as presented.

Young-yes McVey-yes

Motion Carries.

Alderwoman Finchum states Mr. Pruitt was treated poorly and she asked the attorney to go over procedure for the meetings so that the City Council represents themselves and the City well.

Motion by McVey second by Eimer to pay all bills as approved by their chairman.

Motion Carries.

Melanie Blankenship brought up proper use of public funds.

She asked if there was a balanced budget regarding passing the Tax levy. She also questioned expenditures for the Interstate Development Project.

Alderwoman Halley entered the meeting at 7:40pm

Chief Eimer gave a report to the Council on parking along Arch St. He recommended that buses park on Race St. He also recommended no parking at the intersections to help vision at the intersections. Twenty to Thirty feet should be clear.

Chief Eimer explained the Audit of the evidence vault was complete. The vault had not been inventoried for nearly twenty years.

Police cameras were discussed by the council. Chief Eimer felt that a state mandate would probably be coming in a few years pertaining to body cameras.

Randy Brooks reported that Golf was winding down.

Keith Gardner reported that the main extension project was complete.

The sewer line at City Hall was repaired due to damage done during soil sampling at the site before the purchase.

Mayor Finchum went over activities being done to bring the City water in compliance with the EPA.

Multiple items were explained and graphs were gone over showing iron and arsenic levels.

The Mayor asked that the council review the proposed Tax Levy for passage at the next meeting.

Motion by Young second by Halley to delay the Tax Levy to the next meeting.

The Mayor reported on 4 bids received for drilling the new Well. The low bidder was Cahoy Well and Pump Service for $114,347.

Motion by Eimer second by Cheek to approve the bid from Cahoy for $114,347 for Well #10.

Motion Carries.

The Mayor provided information on electronic participation in meetings. The City Attorney explained procedures and how it might work.

Alderman McVey reported that he was glad the water project was beginning.

The next phase will be bids for laying the pipe. Bids will be opened on the 17th.

Motion by Cheek second by McVey to close the meeting.

The meeting adjourned at 8:30 pm
