Lincoln Elementary School District 27 Board met October 25.

Here is the minutes provided by the Board:

The regular meeting of the Board of Trustees of Lincoln Land Community College, Illinois Community College District #526 was held on Wednesday, October 25, 2017 at 6:10 p.m. at the Levi, Ray and Shoup Inc. Aviation Center at LLCC, Springfield, Illinois, with Chairman Shackelford presiding.

I. Preliminary Matters

A. Roll Call

Members present were Mr. Elmore, Mr. Findley, Mr. Fulgenzi, Mr. Gates, Miss Moore, Mr. Rosenthal and Mr. Shackelford. Mr. Reichert was absent.

B. Pledge of Allegiance

Chairman Shackelford asked Mr. Rosenthal to lead the Board and audience in the pledge of allegiance.

C. Adoption of Agenda of the October 25, 2017 Meeting

Motion No. 10-25-17-1:

Mr. Findley moved to adopt the agenda of October 25, 2017 meeting. Mr. Elmore seconded.

Those members voting aye were Mr. Elmore, Mr. Findley, Mr. Fulgenzi, Mr. Gates, Miss Moore (advisory), Mr. Rosenthal and Mr. Shackelford. Passed

D. Introductions and Recognitions

Dr. Warren first thanked everyone who helped plan the event at the Aviation Center.

Dave Pietrzak, Program Director, Aviation provided the board with an update on the Aviation Program at Lincoln Land Community College while highlighting the program structure, number of students, job opportunities and future opportunities for our students.

II. Consent Agenda

Motion No. 10-25-17-2:

Mr. Rosenthal moved to:

• approve the minutes of the regular meeting of September 20, 2017;

• ratify disbursements of the bi-monthly checks, E-commerce refunds, ACH and wire transactions issued during September 2017 and ratify the September 2017 Treasurer’s Report;

• approve ratification of out-of-state travel for the attached list of employees;

• approve out-of-state travel for the attached list of employees;

• approve the resolution giving permission to submit eligibility application to Central Management Services;

• approve the purchase of 251 computers from Dell at a total cost of $191,305;

• approve the Affiliation Agreement with St. Francis Hospital and approve the Clinical Site Agreement with Chapin & Russell Associates. Mr. Gates seconded.

Those members voting aye were Mr. Elmore, Mr. Findley, Mr. Fulgenzi, Mr. Gates, Miss Moore (advisory), Mr. Rosenthal and Mr. Shackelford. Passed

1. FY 2017 External Audit –

Ms. Christine Torres, from Crowe Horwath LLP, provided a brief review of the Fiscal Year 2017; Comprehensive Annual Audit, Single Audit Report, Advisory Comments/Management Letter, and SAS 114 Letter. Ms. Torres stated LLCC received an unmodified opinion on the entire audit, which is the best opinion possible. The auditors had no suggested adjustments or findings, and felt the entire audit was supported with accurate documentation. She also complimented the staff for their cooperation and professionalism and mentioned that the Audit Report was submitted to ICCB by their deadline. The College will again submit its financial information to the National Association of School Business Officials for the Certificate of Excellence in Financial Reporting. This Certificate of Excellence has been awarded to LLCC for the past 17 consecutive years.

Motion No. 10-25-17-3:

Mr. Findley moved to receive and file the Fiscal Year 2017 Comprehensive Annual Audit, Fiscal Year 2017 Single Audit Report, Fiscal Year 2017 Management Letter, and SAS 114 Letter. Mr. Fulgenzi seconded.

Those members voting aye were Mr. Elmore, Mr. Findley, Mr. Fulgenzi, Mr. Gates, Miss Moore (advisory), Mr. Rosenthal and Mr. Shackelford. Passed

B. President’s Report

Registration for the spring semester is now open. We welcomed approximately 350 prospective students and guest to Campus Visit Day on October 9th.

Our Surgical Technology Program received a national merit award for achieving a 100% pass rate on the Certified Surgical Technologist exam during the 2016-17 academic year. The award from the National Board of Surgical Technology and Surgical Assisting recognizes LLCC’s role as a leader in the field of Surgical Technology education.

Two of our outstanding agriculture students were recent recipients of national scholarships. Mason Gordon is one of 10 students nationally to receive the 2017 Pearson Scholarship for Higher Education, awarded to Phi Theta Kappa members who demonstrate leadership, academic rigor and excellence. Emmi Fisher is among 20 students awarded the National Black Farmers Association Scholarship. This is the third time she has won a scholarship from the organization.

Our Highway Construction Careers Training Program students recently took on a project to pour and finish concrete for a new section of sidewalk east of Menard Hall. The existing sidewalk was cracked and in need of repair. Students laid out a new, curved plan for that section of sidewalk, removed the old concrete with jack hammers and moved the sidewalk over so it lined up with the east door of Menard Hall. Students were assisted by the Cement Masons Local 18.

St. Joseph’s Home held a press conference at LLCC to unveil the 2017 City of Springfield ornament. The ornament, designed by Greg Walbert, Graphic Design Manager, celebrates the 50th anniversary of LLCC. It is available for purchase from the LLCC Bookstore with proceeds to St. Joseph’s Home, a not-for-profit nursing home. Board Chair Dennis Shackelford was with us for the press conference.

Institutional Improvement Day was held October 6th. Dr. Jim Bente led us in exercises on working systematically to improve the performance of our planning and assessment processes. The afternoon was spent in divisional and departmental planning activities.

Paul Luebbert, Assistant Vice President, Corporate/Government Training and Economic Development, was honored at the weTRaIN (Illinois Community College Training Resource and Information Network) fall conference with the Joan Simon Lifetime Achievement Award. The award recognizes an outstanding weTRaIN member who has exhibited exemplary achievements in the community college business and industry profession.

This week Lincoln Land Community College was named by the Illinois Sustainable Technology Center as one of the 2017 Illinois Sustainability Award winners. This award recognizes public and private Illinois organizations who have implemented outstanding and innovative sustainable techniques or technologies, demonstrating a commitment to sustaining our environmental, social and economic health.

Public Relations and Marketing won the top prize, a Gold 1st place in the advertising category, and the Silver (2nd place) award for TV/video, both for the “Educated Decision” campaign, in the Medallion Awards sponsored by the National Council for Marketing and Public Relations.

We celebrated multiculturalism and diversity with the 14th annual Muticultural Fest October 4th, and the freedom to read with the “All Lit Up” Arts and Humanities Festival the last week of September. A live reading from the Lincoln Land Review, a compilation of student writing and artworks, was held on October 17th. A Soups & Stories event featured Nelson Aguiar sharing his Latino experience. The Gay-Straight Alliance hosted an information table on National Coming Out Day October 11th, and held an ‘80’s-themed dance later in the month. The SAVE taskforce also planned a week of activities for national Domestic Violence Awareness.

LLCC Culinary Arts is preparing for a two-week, study abroad culinary-focused trip to Italy May 27 - June 10, 2018, which is open to students and the community. A “Seafood Celebration” was the theme for a Culinary Institute dinner served in the Bistro Verde, where we presented a certificate of appreciation to Robbie Robert, recognizing Robert’s Seafood for 100 years in Springfield. The dinner was prepared by Chef Michael Higgins, who received an LLCC chef’s coat. He was assisted by LLCC culinary students.

LLCC again fared well in the Springfield Area Arts Council’s On My Own Time exhibit, with 13 first place ribbons awarded to LLCC employees.

LLCC Logger Addie Patton who was named NJCAA National Player of the Week October 2-8. LLCC volleyball is currently ranked 5th in the NJCAA Division Two.

The James S. Murray Gallery’s current exhibit is “Nexus: Drawing in Printmaking.” The Recital Series recently featured the debut of the ensemble JACK’d, led by Jason Waddell, professor of music. And, the 5th annual Haunted Lab is coming up this Friday from 5-6:30 p.m. in the chemistry labs.

Miss Moore, Student Trustee, reported that she along with the SGA President will attend the ICCB-SAC meetings on November 10th in Lisle, IL. Members of SGA, Trio and Open Door Mentorship went to the ICCSAA conference at SWIC and along with the Black Student Union, she will be going to the University of Wisconsin, November 17-19th for the National Black Student Union Conference.

Mr. Gates moved to hold an executive session for the purposes of discussing personnel matters, student matters and pending/imminent legal matters. Mr. Findley seconded.

Motion No. 10-25-17-5:

Mr. Findley moved to return to open session at. Mr. Fulgenzi seconded.

VII. Actions from Executive Session

Motion No. 10-25-17-6:

Mr. Shackelford moved to approve the attached personnel actions. Mr. Elmore Seconded.
