Village of Williamsville Village Board met November 13.

Here is the minutes provided by the Board:

The Town Hall/board meeting was called to order at 6:30 pm by President Yokley. Clerk: Karen Winger. Trustees: Patrick Gettleman, Dave Carter, Matt Bunger, Heather Hofferkamp. Absent: Trustee Tierney, Trustee Brennan.

Guests: See attached.

Trustee Hofferkamp moved to approve the minutes of the regular board meeting of October 23, 2017, seconded by Trustee Carter. All ayes, motion carried.

Communications: President Yokley thanked the Williamsville Community Foundation for purchasing new AED’s for each of the squad cars. The AED’s have been ordered.

President Yokley recognized the girls Cross Country team for going to state. They placed sixth in state.

President Yokley recognized the football team for making it to quarter finals.

President Yokley recognized the swim team. He stated the state meet will be this weekend. President Yokley asked the board members to bring any academic, sport, band, choir, etc., recognition to the board meeting if they hear of anything.

Trustee Carter mentioned the article that was recently in the State Journal Register. The article was in regards to testing scores for Illinois schools. Our school district had the best ACT/SAT scores in the area. President Yokley complimented the school district.

Guests Comments/Concerns: Mark Phillips attended the meeting and stated he was attending to hear about the discussion regarding garbage.

Committee Reports:

Finance (Skylar Tierney): Trustee Tierney was absent.

Trustee Hofferkamp made a motion to pay bills as presented. Trustee Carter seconded the motion. All ayes, motion carried.

Trustee Hofferkamp made a motion to accept Country Financial’s insurance proposal in the amount of $64,433.71/year ($5,291.48/month). Trustee Gettleman seconded the motion. All ayes, motion carried.

Public Safety (John Brennan): Trustee Gettleman made a motion to pass Ordinance # 2017-15, an ordinance regarding amending Chapter 285 vehicles and traffic Article III parking restrictions Section 285-6, Subsection C of the Code of the Village. Trustee Hofferkamp seconded the motion. All ayes, motion carried.

Water & Sewer, (Matt Bunger): Trustee Bunger stated the Water & Sewer committee held a meeting to discuss the water rate increases from CWLP, the sewer maintenance fee structure, and the fire hydrant fee maintenance structure. He stated they also looked at the sewer budget. He stated the sewer fund is not maintaining a comfortable level, so the committee looked at a possible sewer increase of $2 per customer.

Trustee Bunger made a motion to increase sewer by $2 each month/per customer. Trustee Gettleman seconded the motion. All ayes, motion carried. An ordinance will be created for this increase to be introduced at the next board meeting.

Trustee Bunger discussed water rate increases from CWLP. He stated the committee needs to look at the increases in further detail.

President Yokley stated he has been contacted by Round Prairie and a meeting has been scheduled for Tuesday, November 21st.

Economic Development (Hofferkamp): Trustee Hofferkamp stated she has contacted Speedway to check on the status. Speedway has submitted their proposal to their administration to make a final decision. She offered her assistance of any additional information, etc. and the individual stated they are deciding whether it’s a “priority build” or if they will push it back for low priority. She got the impression that the proposal will be approved. Trustee Hofferkamp will keep in contact with them.

Trustee Hofferkamp made a motion to pay $5,969.92 of TIF funds to Jason Hayward for his renovations on his building. Trustee Carter seconded the motion. All ayes, motion carried. Jason has spent over $15,000 in improvements on the building.

Trustee Hofferkamp discussed the garbage ordinance. They are looking at an ordinance regarding our waste haulers. She met with Randy Segatto to start the process of the ordinance. They have looked at other town’s ordinances regarding waste pick- up. She stated the village will not be monitoring each residence to make sure they have a waste hauler. The ordinance will be in regards to making sure each residence has a place to take their waste. The committee is taking into consideration the Village’s alleys. The committee is looking into having a license fee for waste haulers. There will be a limit on the size of the garbage trucks (2 axle). At this time, the committee will not be addressing alley pickup versus curbside pickup.

Mark Phillips inquired about curb side pickup.

Trustee Hofferkamp stated the ordinance will have a certain size restriction on dumpsters or a certain number of garbage cans that are required in certain areas. She stated the ordinance is necessary to have a plan for individuals who do not have garbage service. She said the village will not be dictating which waste hauler residents have to use.

Parks & Recreation (Dave Carter): Trustee Carter thanked Kent Thompson, Public Works employees, and summer help for the incredible job they have done on the baseball fields, projects, tennis courts, basketball courts, JFL, buildings, etc. He also thanked the village board for the time the employees have spent at the park, and the money that has been spent at the park.

Trustee Carter again thanked the Kording family for the Fun Run they held at the park.

President Yokley also complimented everyone on all of the work, projects, events, etc. at the park. He said the park is a great asset to the community.

Streets, Alleys, Sidewalks & Storm Sewers (Patrick Gettleman): Nothing new to report.

Additional Business: Trustee Hofferkamp made a motion to approve the 2018 Holiday Schedule. Trustee Gettleman seconded the motion. All ayes, motion carried.

Trustee Carter thanked Karen Winger for her work on Video Gaming. He stated the village currently charges $50 a machine per year. He would like to raise that to $100 a machine. We currently have eight video gaming machines in Williamsville. He also stated that we currently do not change video gaming machine supplies a fee. He would like to start charging them $200 a machine per year.

Trustee Carter made a motion to create ordinance charging $100 per video gaming machine per year. He also would like to start charging suppliers $200 per machine per year. Trustee Hofferkamp seconded the motion. All ayes, motion carried. Randy Segatto will be creating the ordinance.

President Yokley stated the board will be approving an employee evaluation form. He would like to see evaluations completed before the end of the year.

Kent Thompson stated the marker post have been installed around the trail. The marker posts were created by the Woodcarvers. President Yokley thanked the woodcarvers for their work.

Mel Butterfield mentioned that the increased building permit fees are effective January 1st. He also stated that Sangamon County has increased their building permit fees also. He stated that the Village is still more reasonable than Sangamon County.

The regular board meeting of the Board of Trustees for the Village of Williamsville adjourned at 7:03 p.m.
