Village of Williamsville Village Board met November 27.

Here is the minutes provided by the Board:

The Town Hall/board meeting was called to order at 6:30 pm by President Yokley. Clerk: Karen Winger. Trustees: Patrick Gettleman, Dave Carter, Matt Bunger, Heather Hofferkamp, Skylar Tierney, John Brennan.

Guests: See attached.

Trustee Brennan moved to approve the minutes of the regular board meeting of November 13, 2017, seconded by Trustee Carter. All ayes, motion carried.

Communications: Trustee Tierney announced that Santa will be at the pancake and sausage breakfast to be held on Saturday, December 2".

Guests Comments/Concerns: JR Jennings and Kelly Turner (both from Ameren) attended the board meeting to discuss scams. They will be having seminars to inform customers about scams.

Committee Reports:

Finance (Skylar Tierney): Trustee Tierney made a motion to pay bills as presented. Trustee Hofferkamp seconded the motion. All ayes, motion carried.

Trustee Tierney made a motion to adopt a resolution for MFT in the amount of S16,000.00 for 2018. Trustee Gettleman seconded the motion. All ayes, motion carried.

Public Safety (John Brennan): Trustee Brennan shared the Incident Analysis Report for the month of October.

Water & Sewer. (Matt Bunger): Trustee Bunger Stated the Water & Sewer committee held a meeting to discuss the water rates. The committee looked at the water rate increases the Village has received CWLP over the past few years. He stated they also projected the increases for the next two years. The committee made a recommendation to increase water rates by 6.2%.

Trustee Bunger made a motion to approve a water rate increase in the amount of 6.2%. This increase will take effect on February's billing. Trustee Gettleman seconded the motion. All ayes, motion carried.

Trustee Bunger introduced an ordinance to increase sewer charges by S2 a customer. This will be effective on the February billing. This ordinance will be approved at the next board meeting.

Economic Development (Hofferkamp): Trustee Hofferkamp discussed employee evaluations. There are two evaluations. One is for the police department and one is for the other village employees. Trustee Brennan stated he would like to have a committee meeting to discuss the employee evaluation. President Yokley asked to have a final version of the evaluation by the next board meeting. Trustee Hofferkamp would like to see a "self-evaluation" section added on the evaluation form.

Parks & Recreation (Dave Carter): Trustee Carter discussed the trees along the trail. He stated it was a very nice idea that the Garden Club had to plant trees along the trail. However; he feels that pine trees may not be the appropriate type of trees to plant. He foresees a lot of maintenance for pine trees. President Yokley also stated that pine trees cause a safety hazard allowing for a hiding place. He stated the village has been removing dead pine trees. He complimented the Police Dept. and the Public Works Dept. working closely on that project.

President Yokley stated there are approximately three additional sweetgum trees that have died at the park. Trustee Tierney stated that if anyone has any trees they would like to plant (not pine trees), he suggested around the ball fields for shade would be an excellent idea. Trustee Carter made a suggestion that if someone would like to plant a tree in memory of someone who has passed away, they are welcome to.

Streets, Alley's, Sidewalks & Storm Sewers (Patrick Gettleman): Trustee Gettleman Stated Kevin Kuhn is working on the overpass. Kevin States the overpass project will go out for "letting in March.

Additional Business: Trustee Carter introduced an ordinance that will increase video gaming license fees from S50 per machine to S100 per machine. Also this ordinance will allow the village to start charging the supplier a charge of $200/machine per year. These changes will go into effect on January 1, 2018. This ordinance will be passed at the next board meeting. Some discussion was made regarding solar fields. Bob Kording has shown some interest in solar fields. The proposed proprety is owned by the Greening family. This proposed solar field would be located on the north end of Williamsville (east side of tracks). President Yokley stated the village has some restrictions on Solar fields. President Yokley Suggested that no amendments will be made to our current ordinances until a proposal has been submitted. This property is approximately 14-15 acres.

Randy Segatto stated he will look into the property at Pine and Jones.

The regular board meeting of the Board of Trustees for the Village of Williamsville adjourned at 7:08 p.m.
