Village of Williamsville Village Board met October 23.

Here is the minutes provided by the Board:

The Town Hall/board meeting was called to order at 6:30 pm by President Yokley. Clerk: Karen Winger. Trustees: Patrick Gettleman, John Brennan, Skylar Tierney, Dave Carter, Matt Bunger, Heather Hofferkamp.

Guests: See attached.

Trustee Brennan moved to approve the minutes of the regular board meeting of October 10, 2017, seconded by Trustee Gettleman. All ayes, motion carried.

Communications: Trustee Gettleman stated the Foundation would like to put information about a new member drive in the next newsletter to encourage new members to join the Williamsville Community Foundation.

Trustee Tierney stated the Bullets play Spring Valley on Saturday, October 28th at 2:00 p.m.

Trustee Hofferkamp stated the girls and boys Cross Country teams are heading to sectionals.

Reminder - Boo on the Boulevard will be held on Saturday, October 28th starting at 4:30 p.m.

President Yokley asked the board to move Streets, Alleys & Sidewalks committee to the top to allow the engineer to speak first. All ayes.

Guests Comments/Concerns: Mickey Mann, Kuhn & Trello, attended the meeting to discuss upcoming projects. Cost estimate sheets were passed out to the board members.

Committee Reports:

Streets, Alleys, Sidewalks & Storm Sewers (Patrick Gettleman): Mickey stated the proposed project originally started with wanting to straighten the road on Walnut Street. He stated the project has grown into additional projects including projects to fix the drainage issues throughout the village. He stated they have taken the project and broken it down into four separate projects. (See attached.) The projects are Walnut Street Improvements, Harpole Street, Pine Street, and the Parking Lot/Alley project. They are looking into some Tiger Grants (80/20) for these projects. He also discussed TART programs.

Mickey stated the village is more likely to have a chance to receive grants if the board is in agreement of the projects.

The approximate costs for these projects are the following:

Walnut Street Improvements Project = $740,053.78

Harpole Street Project = $124,275.54

Pine Street Project = $680,572.82

Parking Lot/Alley Project = $106,968.40

Total = $ 1,651,870.54

Trustee Gettleman made a motion to accept and support the project list. This project is contingent on grants and/or funding ability. Trustee Carter seconded the motion. All ayes, motion carried. Trustee Gettleman also stated some TIF funds can also be used for these projects.

Trustee Gettleman discussed the handicap accessible sidewalk that was approved a couple months ago from Burr Oak to the trail. He stated there was some questions about where to place this sidewalk. He stated there is a 15 foot easement granted on each property line on every lot in this subdivision. He stated the Streets, Alleys & Sidewalks Committee is recommending the sidewalk be placed between Lot #23 & #24, Parkwood Prairie Pot # 2.

Trustee Gettleman made a motion to approve the sidewalk being installed between Lot #23 & Lot #24, Parkwood Prairie, Plot #2. Trustee Bunger seconded the motion. All ayes, motion carried.

Finance (Skylar Tierney): Trustee Tierney made a motion to pay bills as presented. Trustee Hofferkamp seconded the motion. All ayes, motion carried.

Trustee Tierney made a motion to pass Ordinance #2017-12, levying taxes for the fiscal year January 1, 2017 to December 31, 2017. Trustee Carter seconded the motion. All ayes, motion carried.

Public Safety (John Brennan): Trustee Brennan made a motion to pass Ordinance # 2017-13, an ordinance regarding amending Chapter 285 vehicles and traffic Article III parking restrictions Section 285-6 of the Code of the Village. Trustee Gettleman seconded the motion. All ayes, motion carried.

Trustee Brennan made a motion to pass Ordinance #2017-14, an ordinance amending Chapter 285 vehicles and traffic of the Code of the Village of Williamsville. Trustee Gettleman seconded the motion. All ayes, motion carried.

Water & Sewer, (Matt Bunger): Trustee Bunger stated Kuhn & Trello is currently working on the Preliminary Engineering report for the Andrew Water Extension project.

Trustee Bunger stated he held a Water & Sewer Committee meeting on Oct. 5th. He stated the committee reviewed the increases the village has received from CWLP. The committee will be doing some research and making some recommendations regarding increases. He stated the committee also looked at the status of the sewer fund. They will be discussing budget items for water and sewer. He stated they are looking into starting an additional maintenance fund.

President Yokley asked the board to consider using a portion, or the entire amount, of TIF funds for the liner that was just installed in the lift station for Love’s. The bill will be approximately $23,000.00. The liner has been completed. An aerator will be installed also. TIF funds may be used for that expense as well.

Trustee Carter asked the board members to keep in mind the request from Jason Hayward for some TIF funds. He doesn’t know if the money needs to be spent this year, however he would like to tell him money will be available next year. He stated Jason has made a great improvement in the town with his improvements on his building.

Economic Development (Hofferkamp): Trustee Hofferkamp stated the Village is now under contract with Republic Services for the dumpsters in the village and garbage services. She stated the committee is still working on updating the garbage ordinance.

Trustee Hofferkamp stated her committee will be looking at Jason Hayward’s request for TIF funds.

Trustee Hofferkamp will be contacting Speedway to check on their status.

Parks & Recreation (Dave Carter): Trustee Carter stated the Fun Run is now over. He stated there was tremendous attendance. He stated everyone seemed to enjoy the event again this year. He also thanked the village employees for helping with the park. He stated every Sunday he was at the park, our police were always making an appearance. He thanked the police for their attendance at the events. He thanked all of the people and the Kording family for making this event a success. He stated they had an obstacle course and also a fun-run for the parents on the last day of the event.

Additional Business: President Yokley asked that the board keep Bob Kording in their thoughts and prayers, due to some health issues.

Trustee Brennan made a motion to approve Trick or Treat hours from 5:00 p.m. to 8:00 p.m. Trustee Gettleman seconded the motion. All ayes, motion carried.

Trustee Tierney asked everyone to take a moment of silence in honor of President Yokley’s wife, Linda.

The regular board meeting of the Board of Trustees for the Village of Williamsville adjourned at 7:03 p.m.
