Village of Jerome Village Board met December 7.

Here is the minutes provided by the Board:

Call to Order:

President Lopez called the December 7, 2017 meeting of the Village of Jerome Board of Trustees to order at 7:01pm.

Pledge of Allegiance:

President Lopez led all those present in the Pledge of Allegiance.

Approval of Minutes

A.October 19, 2017 Executive Session Minutes

A motion was made by Trustee Monnat to approve the Minutes of the October 19, 2017 Executive Session of the Board of Trustees. The motion was seconded by Trustee Lael.

Ayes: Trustee Lael, Trustee Tripp, Trustee Johnson, Trustee Monnat

Present: Trustee Hendricks

The motion Carried.

B. November 2, 2017 Regular Meeting Minutes

A motion was made by Trustee Hendricks to approve the Minutes of the November 2, 2017 Regular Meeting of the Board of Trustees. The motion was seconded by Trustee Tripp.

Ayes: Trustee Hendricks, Trustee Tripp, Trustee Monnat, President Lopez

Present: Trustee Lael, Trustee Johnson

The motion carried.

C. November 16, 2017 Regular Meeting Minutes

A motion was made by Trustee Monnat to approve the Minutes of the November 16, 2017 Regular Meeting of the Board of Trustees. The motion was seconded by Trustee Johnson.

The motion Carried.

Approval of Warrant List 18-15

President Lopez noted that Warrant List 18-15 dated December 7, 2017 totaled $27,474.29.

A motion was made by Trustee Hendricks to approve Warrant List 18-15 dated December 7, 2017 for a total of $27,474.29. The motion was seconded by Trustee Monnat,

Visitors Acknowledgement:

President Lopez opened the Visitors Acknowledgement portion of the meeting at 7:06 pm.

There were no visitor comments. This portion of the meeting closed at 7:07 pm.

Reports from Village Departments:

A.Public Health

Trustee Johnson reported the following:

•She is Working with Trustee Lael and Attorney Brokaw to fine-tune proposed changes to the Public Health Ordinances and create a cohesive document. Proposed changes will be presented for consideration at the next Board meeting, although changes to sections on burning and brushfweeds will be postponed to a later date.

• There have been few Public Health issues in the Village now that winter weather has arrived.

B. Public Works

Trustee Tripp reported the following:

•Public Works staff have been addressing equipment issues. The loose bracket on the back of the truck, reported at an earlier meeting, has been fixed.

•The donated van now has Jerome lettering on its sides.

•The Public Works Department is getting ready for winter and has brought in the snow blades for inspection and preparation for use.

• One winter project is to paint the Police Station interior.

• Trustee Tripp, President Lopez, and Superintendent Foster met with the Village's engineers to discuss road projects for 2018, Micky Mann presented an initial list of projects:

Reed Avenue from Corbin to Leonard $65,000 S

 Vernon Avenue from Chatham to Corbin $80,000

Park Street from Maple to Urban $40,000

Park Street from Urban to Wabash $50,000

West Grand Court $250,000

The first four projects would involve 3-inch mill and overlay. The West Grand Court project would be a total reconstruction. The Board will discuss the projects in more detail at a future meeting.

C. Public Property

Trustee Lael suggested that the swings and benches in the Park should be stored for the winter in the Library Garage. President Lopez and Trustee Tripp will instruct the Public Works Superintendent to put these items in storage.

D. Building & Zoning

Trustee Lael reported the following:

•The building and parking lot are complete at the Jerome Mini-Mali. The next phase is installation of a shadowbox fence. He would like to see the fence Connected to residential fences to the north although this could involve construction on private property.

• The Wing Stop opening is now planned for December 14.

• The foundation has been poured for the new home at 1641 Homewood.

• The home at 1664 Homewood has been abandoned for quite some time. The gas and water have been shut off. Something needs to be done as the home continues to deteriorate.

• The home at 1620 Homewood also appears to be abandoned although it is in good condition at this point. Trustee Lael questioned whether the water has been shut off. If not, a water pipe break during the winter could cause much damage.

E. Public Safety

Trustee Monnat reported the following:

•She will ask Debbie to place an ad in the Illinois Times next week to request bids on the three Police cars and motorcycle declared surplus property by the Board. Trustee Lael asked if one of the Police cars could be donated to Lincoln Land Community College. Attorney Brokaw noted that this could be done as the Board had simply instructed the President to dispose of the vehicles.

F. Water Department

Trustee Hendricks reported the following:

•His goal is to meet with Superintendent Foster to create a plan to replace older Water meters.

•Water Clerk Merry Riley has submitted her resignation and will be working through the end of December. She will really be missed.

G. Village Treasurer

Treasurer Roth was not at the meeting. President Lopez read the Treasurer's Report:

•We have received all the revenues due for November. In addition, we have received the Road and Bridge Funds ($17,252.91) for the new year and reimbursement from the Department of Justice for part of the cost of the police wests in the amount of $2,326.26.

•Checks for the warrants for the November 16th meeting were mailed out right after the meeting and we met payroll for November 30th. Checks will be mailed out following this meeting.

•Currently, with all obligations, before paying the Warrants this Week, there is approximately $55,385.44 in the General Revenue Funds (GRF) in the Illinois National Bank account. There is approximately $126,300.01 in the Illinois Fund Account.

•GRF obligations for the December 7th warrants are $11,980,68. Water obligations are $15,493.61.

H. Village Clerk

Clerk Wheeland stated she had no report.

I. Village Attorney

Attorney Brokaw stated he had no report.

J. Village President

President Lopez reported the following:

•The budget process for FY 2019 will begin at the second meeting in January after each Board member has met individually with the Treasurer on their department.

•He commended Officer Schroeder for his compassion and assistance to a teenage girl who was in a car accident. Her father called the Village to thank Officer Schroeder for how he helped his daughter.

•The Village will not be holding a Holiday Celebration this year. Providing the horse and trolley is expensive and the last two years it was planned the weather was so bad the event had to be cancelled.

•President Lopez has been getting calls commending the Jerome Police Department for their professionalism and crime prevention.

• He is still looking for a candidate who is a hard worker and go-getter to fill the vacant trustee position. He is planning to make the appointment in January.

• He will be meeting with the Village Clerk to establish a quarterly newsletter schedule for next year.

•The Website is going well. Ben Story will be making some additional updates to the site.

• At the next Board meeting an invoice will be presented for a one-year membership in the Greater Springfield Chamber of Commerce. There is hope that this will provide assistance in marketing the Wabash Avenue corridor in Jerome.

•The Liquor Control Commission will meet on December 14th to review Liquor License Renewal Applications for 2018.

• President Lopez recognized the efforts of James Dixon and the other volunteers who put up holiday decorations at the Park. Many compliments have been received on the display, Mr. Dixon mentioned the need to replace some decorations and has offered to donate new ones to the Village.

Old Business

A.Discussion and Consideration of Public Health Ordinance Updates

Attorney Brokaw noted that he has reviewed and revised the proposed changes to the Public Health ordinances. There are Some internal inconsistencies that need to be Worked out and that is why not all of the changes will be presented at the next meeting.

B. Update on Phone Equipment Replacement

President Lopez distributed bids to Board members from two companies, Comcast and Bodine Electric, for phone equipment replacement. He noted that the phone in the Board Room would be eliminated. The Trustees will discuss the bids at the next Board meeting,

C. Discussion and Adoption of Ordinance 18-11 Levying and Assessing Taxes for Streetlighting and Police Protection for Fiscal Year Ending April 30, 2018

President Lopez noted that adopting an ordinance for the levying and assessing of taxes is an annual process.

Attorney Brokaw noted that the Board had approved the levy amounts at a previous meeting.

A motion was made by Trustee Monnat to adopt Ordinance 18-11 Levying and Assessing Taxes for Streetlighting and Police Protection for Fiscal Year Ending April 30, 2018. The motion was seconded by Trustee Lael

New Business

A.Discussion and Adoption of Resolution 18-08 to Cast Ballot in 2017 IMRF Executive

Trustee Election Trustee Lael asked why this issue was coming before the Board when it had not in the past.

Clerk Wheeland explained that when an IMRF Authorized Agent is designated by a governmental body the authority to cast ballots for that body can be assigned to the Authorized Agent. When Clerk Wheeland was designated Authorized Agent this authority was not given so the Board is now responsible for casting ballots.

There was a brief discussion on the resolution with all Trustees confirming their support for Candidate Tom Kuehne.

A motion was made by Trustee Lael to cast a ballot for Tom Kuehne in the 2017 MRF Executive Trustee Election. The motion was seconded by Trustee Hendricks.

A motion was made by Trustee Hendricks to authorize the Clerk and President to process Resolution 18-08 to cast a ballot in the 2017 MRF Executive Trustee Election as directed by the Board. The motion was seconded by Trustee Johnson,

B. Discussion and Approval of the Village Advertising to Fill the Water Clerk Position

President Lopez noted that Merry Riley had recently submitted her resignation but generously offered to stay through the end of December and is willing to come in and help on a limited basis after she leaves. She will be cross-training James Foster and Matt Smith on preparing and downloading data from the handheld meter reading devices.

A motion was made by Trustee Johnson to authorize President Lopez and Trustee Hendricks to pursue advertising for the Water Clerk position. The motion was seconded by Trustee Lael.

C. Discussion and Approval of Memorandum of Understanding Concerning Drug and Alcohol Testing Between the Willage and the Illinois FOP Labor Council on Behalf of the Jerome Police Officers

Attorney Brokaw explained that the State legislature had passed and the Governor had signed legislation requiring all Police Departments to have a policy in place requiring drug and alcohol testing after an officer involved shooting. The FOP Labor Council, the union representing Jerome Police Officers, had suggested creating a Memorandum of Understanding (MOU) as an addendum to the parties' collective bargaining agreement. All this does is add what is required by the legislation. The MOU has been approved by the Union representative.

A motion was made by Trustee Monnat to approve and authorize the President to sign the Memorandum of Understanding Concerning Drug and Alcohol Testing between the Willage and the Illinois FOP Labor Council on Behalf of the Jerome Police Officers. The motion was seconded by Trustee Tripp.

Executive Session:

A motion was made by Trustee Monnat to go into Executive Session to discuss the appointment, employment, compensation, discipline, performance, or dismissal of a specific employee or legal counsel for the public body (5 ILCS 120/2(c)(1)) and minutes of meetings lawfully closed under the Open Meetings Act for purposes of approval by the Body (5|LCS 120/2(c)(21)). Trustee Hendricks seconded the motion.

The motion carried.

The Board went into Executive Session at 7:49 pm.

The Board returned from Executive Session at 8:49 pm.
