Village of Jerome Village Board met November 2.

Here is the minutes provided by the Board:

Call to Order:

President Lopez called the November 2, 2017 meeting of the Village of Jerome Board of Trustees to order at 7:00 pm.

Pledge of Allegiance:

President Lopez led all those present in the Pledge of Allegiance,

Roll Call:

Clerk Wheeland called the roll.

Present:

President Mike Lopez

Trustees Brian Hendricks, Beth Monnat, Jake Tripp

Clerk Linda Wheeland

Attorney Jason Brokaw

Absent: Trustee Shirley Johnson, Trustee Dale Lael, Trustee Rob Winchester, Treasurer Steve Roth

President Lopez noted that Trustee Lael was sick and Trustee Johnson had work obligations so neither Trustee was in attendance. He had not heard from Trustee Winchester.

President Lopez asked for a moment of silence in memory of Virginia Ormsby who had served on the Village Board for 12% years.

Approval of Minutes:

A.October 19, 2017 Regular Meeting Minutes

Because Trustee Hendricks had not attended the October 19 meeting and there were not four Board members present who had attended that meeting, the vote on the minutes was postponed until the November 16th Board Meeting.

B. September 21, 2017 Executive Session Minutes

Because Trustee Hendricks had not attended the September 21 Executive Session and there were not four Board members present who had attended that meeting, the vote on the minutes was postponed until the November 16. Board Meeting.

Approval of Warrant List 18-13

President Lopez noted that Warrant List 18-13 dated November 2, 2017 totaled $29,820.09. He added that of this amount $17,880.32 would be paid from the Water Fund and the remaining $11,939.77 would be paid from the General Revenue Fund. He also explained that the attorneys' fees were higher this month because they covered three meetings due to how the billing fell rather than the usual two meetings.

A motion was made by Trustee Monnat to approve Warrant List 18-13 dated November 2, 2017 for a total of $29,820.09. The motion was seconded by Trustee Hendricks.

The motion carried.

Visitors Acknowledgement:

President Lopez opened the Visitors Acknowledgement portion of the meeting at 7:05pm.

There were no visitor comments. This portion of the meeting closed at 7:06pm.

Reports from Village Departments

A.Public Health

President Lopez thanked Trustee Johnson for obtaining the health permit for the Halloween Party.

B. POC Works

Trustee Tripp reported the following:

•He attended the Halloween Party with his family and his daughter had a blast. The Public Works staff did a great job with the decorations.

•Limb pickup is winding up with the last pickup date scheduled for November 6.

•He is working on getting decals for the new van.

Micky Mann reported that the invoice for the Fall road projects has been received and the total cost is more than $7,600 less than anticipated.

President Lopez suggested that he, Mr. Mann, and Trustee Tripp meet in two weeks to discuss road projects for next year. He also noted that there had been a massive recall on fire extinguishers and he asked Trustee Tripp to have the Public Works staff check the Village's fire extinguishers.

C. Public Property

There was no report.

D. Building & Zoning

President Lopez reported that Trustee Lael had been working very hard on the Jerome MinMall. Micky Mann stated that he had been assisting Dale on this project and there are sidewalk and drainage issues still to be addressed. :

President Lopez noted that a soft opening of the Wing Stop restaurant is expected around Thanksgiving.

E. Public Safety

Trustee Monnat reported that Chief Estill had been involved in an accident with a deer while driving a police vehicle. There was only minor damage to the truck and Chief Estill was not injured. The Village has been in contact with the insurance company and the truck is scheduled to be repaired on November 20th.

She also thanked Chief Estill, Officer Schroeder, and Officer Maybury for providing candy for trick-or-treaters on Halloween, Police cars were parked in front of the Civic Center with lights flashing and the Chief and Officers handed out candy. The flashing lights also slowed down traffic. The kids expressed their appreciation and enjoyed interacting with the Police. A bigger event is planned for next year.

F. Water Department

Trustee Hendricks reported the following:

•He tasked with James Foster about the need to replace some older water meters and to raise some fire hydrants.

•Merry Riley and Debbie Denk do a phenomenal job in the Village Office.

G. Village Treasurer

President Lopez read the Treasurer's Report:

•The Village has received all revenues through October.

• Checks for warrants for the October 19th meeting were mailed out right after that meeting and the Willage met payroll for October 30. Warrant checks will be mailed out following this meeting.

• With all obligations before paying this week's warrants and EMRF, there is approximately $136,000 in the Illinois National Bank (INB) General Revenue Funds (GRF) account. There is approximately $63,406.82 in the Illinois Fund Account.

• GRF obligations for the November 2nd warrants are $11,939.77 and Water Department obligations are $17,880.32.

• $5,457.15 was transferred from the GRF to the 1% Sales Tax account for October.

• The Annual Treasurer's Report for FY 2017 was published in the Illinois Times on October 26th.

H. Village Clerk

Clerk Wheeland stated she had no report.

I. Village Attorney

Attorney Brokaw stated he had no report.

J. Village President

President Lopez reported the following:

•He thanked everyone who helped with the Halloween Party and noted that Debbie Denk watched sales and got good prices on needed items. He also thanked everyone who donated candy, including people present at the meeting, and reported that left-over candy was donated to Ronald McDonald House where it was received with much gratitude and also given to Debbie Denk who coordinates the AT&T retired employees' holiday event for disadvantaged children. Subway donated cups and cookies. Leftover hotdogs and buns were donated to St. John's Breadline. He suggested that next year a Trustee should be in charge of the Halloween Party. He also noted that Sara Wojcicki Jimenez attended the party and gave out candy. He also thanked the Police Department for their activities on Halloween night.

• Clerk Wheeland had offered to put together a schedule for preparing bulletins in 2018 indicating dates and specific information that would be included such as dates for limb pickup or Village events, along with any articles Board members would like to contribute.

•The notice regarding the Halloween Party and limb pickup went out to 816 residents, which included the whole Village and not just water customers.

• The next water bill will include a note about the new Website.

Old Business:

A.Discussion and Consideration of Public Health Ordinance Updates

This item was tabled until the next meeting.

B. Update on Phone Equipment Replacement

President Lopez reported that he had talked to several vendors who are interested in supplying phone equipment for the Village. They will be visiting the office in the next couple weeks to review our needs in order to submit proposals.

New Business:

A.Zoning Board of Appeals Report on Zoning Case 2017-01 Variance Request

Attorney Brokaw explained that a variance request had been received and reviewed by the Zoning Board of Appeals. The final decision on variance requests is wested with the Zoning Board of Appeals by Jerome ordinance and their decision was to deny the request as outlined in their report submitted to the Jerome Village Board. President Lopez noted that Attorney Brokaw attended the zoning hearing.

A motion was made by Trustee Monnat to accept the Zoning Board of Appeals Report on the variance request. The motion was seconded by Trustee Tripp.

B. Discussion and Adoption of Ordinance 18-08 Related to the Disposal of Surplus Property

President Lopez explained that this ordinance authorizes the disposal of three Police vehicles that are no longer used.

A motion was made by Trustee Hendricks to adopt Ordinance 18-08 related to the disposal of surplus property authorizing the disposal of three police vehicles. The motion was seconded by Trustee Monnat.

C. Discussion and Adoption of Ordinance 18-09 Related to the Disposal of Surplus Property

Trustee Monnat explained that previously the Board had passed an ordinance that included a minimum value authorizing the disposal of a Kawasaki motorcycle. When an invitation to bid was published no bids were received. This was because the minimum value cited in the ordinance was much higher than the actual value. Ordinance 18-09 does not specify a minimum value which will allow a new bidding process to be undertaken.

A motion was made by Trustee Monnat to adopt Ordinance 18-09 related to the disposal of surplus property and authorizing the disposal of the Kawasaki motorcycle. The motion was seconded by Trustee Hendricks.

D. Discussion and Adoption of Ordinance 18-10 Related to Liability for Water Service Rendered by the Village

Attorney Brokaw explained that Ordinance 18-10 would update the Village Code of Ordinances to make clear that both the owner and occupant are liable for water bills during their ownership or occupancy. Additionally, alien can be put on the property for unpaid bills. The changes will be consistent with State statute.

A motion was made by Trustee Tripp to adopt Ordinance 18-10 related to liability for water service rendered by the Village. The motion was seconded by Trustee Hendricks.

E. Discussion and Adoption of Estimate of Taxes to be Levied by Ordinance 18-11

Attorney Brokaw explained that each year the Board must prepare a tax levy ordinance. Jerome has typically used this funding to pay for streetlighting and police protection, but not operating expenses. The tax levy ordinance will be adopted at the first meeting in December. The County Clerk will prepare a Levy and Rate Report for all municipalities. The proposed estimated tax levy is $8,708.10 for Streetlighting and $14,003.57 for Police Protection for a total of $22,711.67. Last year's final amount was $21,630.17.

A motion was made by Trustee Monnat to adopt the tax levy estimate of $8,708.10 for Streetlighting and $14,003.57 for Police Protection. The motion was seconded by Trustee Hendricks.

F. Discussion and Approval of Hiring a New Part-Time Police Officer

Trustee Monnat explained that two part-time Police Officers had previously been hired, however, one of them had subsequently gotten a full-time position at the Village of Sherman. She proposed hiring Mark Mitchell who had retired from the Springfield Police Department as a First Sergeant. He is familiar with the area around Jerome since it was his beat and has a reputation of being a guy who cares.

A motion was made by Trustee Monnat to approve hiring Mark Mitchell as a new part-time police officer. The motion was seconded by Trustee Hendricks.

G. Discussion and Adoption of Ordinance 18-12 Related to Liquor License Fees

Attorney Brokaw explained that it was time for liquor license renewals and to simplify the process all fees would be made the same at $800. Previously the Limited Wine & Beer license was $600.

A motion was made by Trustee Hendricks to adopt Ordinance 18-12 related to liquor license fees. The motion was seconded by Trustee Tripp.

The motion carried.

Executive Session:

The Board did not go into Executive Session.

Adjournment:

A motion was made by Trustee Monnat to adjourn the meeting. The motion was seconded by Trustee Tripp.
