Menard County Board of Commissioners met December 12. 

Here is the minutes as provided by the board:

The Menard County Board of Commissioners met on Tuesday, December 12, 2017 at


6:00 p.m. at the Menard County Courthouse, 102 S. Seventh Street, Petersburg, Illinois.

Commissioners Bob Lott, Jeff Fore, Allan Anderson, Ed Whitcomb, and Troy Cummings

were physically present. A quorum was present. County Clerk Patricia Duncheon, County

Treasurer Pam Bauser, State’s Attorney Gabe Grosboll, and County Coordinator Dara

Worthington were also present.

County Clerk Patricia Duncheon called the meeting to order at 6:00 p.m. County Clerk

Duncheon then called for nominations to serve as the Menard County Board of

Commissioners’ Chairperson for the 2018 fiscal year (December 1, 2017 to November

30, 2018). Commissioner Whitcomb nominated Robert Lott to continue as the Menard

County Board of Commissioners’ Chairperson for the 2018 fiscal year. Commissioner

Cummings seconded the motion. The motion carried unanimously.

Commissioner Lott assumed the position as Chairperson.

Commissioner Anderson moved to nominate Commissioner Jeff Fore as the Interim

Chairperson for Menard County Board of Commissioners for the fiscal year 2018.

Commissioner Cummings seconded the motion. The motion carried unanimously.

Commissioner Fore moved to approve the minutes from the November 28, 2017 Regular

Board Meeting along with the November 2017 Community Service Reports.

Commissioner Whitcomb seconded the motion. The motion carried unanimously.

Hearing of Citizens (Public Comments/Requests for Board Action)

There were none.

EMS/EMA Department Report/Requests for Board Action

Mike Burg, County EMS/EMA Administrator, was in attendance and presented financial

reports and monthly call logs for review. Burg briefly discussed the new cardiac monitored

that were budgeted for the new fiscal year.

County Treasurer’s Report/Requests for Board Action

County Treasurer Pam Bauser was in attendance and presented October financials for

review and discussion. Ms. Bauser also went over office activities.

County Clerk’s Report/Requests for Board Action

County Clerk Patricia Duncheon was in attendance and presented multiple liquor

licenses for approval. Commissioner Fore moved to approve the licenses.

Commissioner Anderson seconded the motion. The motion carried unanimously.

Clerk Duncheon also presented her office’s second semi-annual report for review.

State’s Attorney’s Report/Requset for Board Action

State’s Attorney Gabe Grosboll was in attendance and updated the Board on activities

within his office.

County Coordinator’s Report/Requests for Board Action

Dara Worthington was in attendance and presented Health Department bills for review

and payment. Commissioner Fore moved to approve the payment of bills. Commissioner

Whitcomb seconded it. The motion carried unanimously.

Coordinator Worthington also requested that Executive Session minutes from June 13,

2017 remain closed. Commissioner Cummings moved to approve the request.

Commissioner Anderson seconded the motion. The motion carried unanimously.

Individual Board Members - Report/Requests for Board Action

Commissioner Anderson stated that the Christmas in Petersburg went well.

Commissioner Fore expressed his disappointment on the F.O.P meeting he attended.

Other Scheduled Topics

Ordinance #35-17 – Menard County Budget and Appropriation for Fiscal Year 2018.

Commissioner Cummings moved to approve the ordinance. Commissioner Whitcomb

seconded the motion. The motion carried unanimously.

Resolutions #36-48:17 – Menard County Tax Levies for Fiscal Year 2018.

Commissioner Fore moved to approve the Resolutions. Commissioner Anderson

seconded the motion. The motion carried unanimously. These shall be known as

Resolutions #36-48:17.

County Coordinator Dara Worthington presented for approval the FY18 Menard County

Board of Commissioner Committee and oversight assignments. Commissioner

Cummings moved to approve the committee assignments as amended. Commissioner

Whitcomb seconded the motion. The motion carried unanimously.

Worthington also submitted the 2018 calendar of Menard County Board Regular Meetings

for approval. Commissioner Fore moved to approve the meetings. Commissioner

Anderson seconded the motion. The motion carried unanimously.

Resolution #49-17 – Re-Appointment of Mark Churchill and Dennis Kunken as members

of the Menard County Planning Committee, for three year terms beginning January 1,

2018 and expiring December 31, 2020. Commissioner Whitcomb moved to approve the

resolution. Commissioner Anderson seconded the motion. The motion carried

unanimously. This shall be known as Resolution #49-17.

Resolution #50-17 – Appointment of Jack Knuppel as a member of the Menard County

Planning Committee, to serve a three year term beginning January 1, 2018 and expiring

December 31, 2020. Commissioner Cummings moved to approve the Resolution.

Commissioner Whitcomb seconded the motion. This shall be known as Resolution #50-17.

Resolution #51-17 – Approval of the 2018 Menard County Fence Watchers.

Commissioner Fore moved to approve the Resolution. Commissioner Whitcomb

seconded the motion. This shall be known as Resolution #51-17.

Tabled – Ordinance #52-17 – revision to the Sexual Harassment Policy of the Menard

County Personnel Handbook.

Commissioner Anderson moved to approve the Menard County Identity Protection Policy.

Commissioner Fore seconded the motion. The motion carried unanimously.

Commissioner Cummings moved to approve revisions to the Sunny Acres Nursing Home

Employee Handbook. Commissioner Anderson seconded the motion. The motion

carried unanimously.

Commissioner Cummings moved to enter into Executive Session at 6:43 p.m.

Commissioner Anderson seconded the motion. The motion carried unanimously. The

board re-entered regular session at 6:44 p.m.

Adjournment

With no other business coming before the Board, Commissioner Anderson moved to

adjourn the meeting at 6:45 p.m. Commissioner Cummings seconded the motion. The

motion carried unanimously.
