Menard County Board of Commissioners met January 9. 

Here is the minutes as provided by the board:

The Menard County Board of Commissioners met on Tuesday, January 9, 2018 at 6:00


p.m. at the Menard County Courthouse, 102 S. Seventh Street, Petersburg, Illinois.

Commissioners Robert Lott, Allan Anderson, Jeff Fore, Ed Whitcomb, and Troy

Cummings were physically present. A quorum was present. County Clerk Patricia

Duncheon, State’s Attorney Gabe Grosboll, and County Coordinator Dara Worthington

were also present.

Chairperson Robert Lott called the meeting to order at 6:00 p.m.

Commissioner Fore moved to approve the consent agenda which included the minutes

from the December 12, 2017 Regular Board Meeting, minutes from the December 12,

2017 Executive Session along with the Community Services monthly report for December

2017. Commissioner Anderson seconded the motion. The motion carried unanimously.

Hearing of Citizens (Public Comments/Requests for Board Action)

There were none.

EMS/EMA’s Report/Requests for Board Approval

Mike Burg, EMS/EMA Administrator, was in attendance and presented the transport log

and call sheet for 2017. He also presented monthly financials for review.

County Treasurer’s Report/Requests for Board Action

In County Treasurer Bauser’s absence, County Clerk Duncheon presented November

financials for review.

County Clerk’s Report/Requests for Board Action

County Clerk Patricia Duncheon was in attendance and presented a class “F” liquor

license for All American Group, LLC. for the Rural Fire Department’s fundraiser.

Commissioner Cummings moved to approve the liquor license. Commissioner Fore

seconded the motion. The motion carried unanimously.

State’s Attorney Report/Requests for Board Action

State’s Attorney Gabe Grosboll updated the Board on a grant he is currently working on

for an Animal Control building and also discussed the drafted copy of the updated

Sexual Harassment policy that he is also working on. Mr. Grosboll stated that in order

for us to be in compliance with the law, we need an ethics officer for the County. He

also suggested that there should be an ethics committee consisting of someone from

our current Board of Commissioners, the Director of Nursing from Sunny Acres, and a

member at large from the community. Commissioner Whitcomb moved to approve

Dara Worthington as the new Ethics Officer for Menard County. Commissioner

Anderson seconded the motion. The motion carried unanimously.

Resolution #01-18 – Approval of the continued operation of the Office of the State’s

Attorneys Appellate Prosecutor, and designates the Office of the State’ Attorney

Appellate Prosecutor as it’s Agent to administer the operation of the appellate

offices and process said appellate court cases for Menard County.

Commissioner Fore moved to approve the Resolution. Commissioner Anderson

seconded the motion. The motion carried unanimously. This shall be known as

Resolution #01-18.

County Coordinator’s Report/Requests for Board Action

Coordinator Worthington was in attendance and presented Health Department bills for

review and payment. Commissioner Whitcomb moved to approve the payments.

Commissioner Fore seconded the motion. The motion carried unanimously.

Mrs. Worthington briefly discussed upcoming bills and also informed the Board of

upcoming employee evaluations that are due for the County Coordinator, EMS/EMA

Administrator, Zoning Administrator, and Highway Administrator. She presented a WIFI

device access request form for implementation. Coordinator Worthington stated it would

not be for employees, but for visiting professionals needing to access our WIFI. A

discussion ensued. The Board stated that it’s necessary to protect our computer system.

Individual Board Members - Report/Requests for Board Action

There were none.

Coordinator Worthington presented the 2018 mileage reimbursement rate of 54.5 cents

per mile for approval. Commissioner Fore moved to approve the rate. Commissioner

Cummings seconded the motion. The motion carried unanimously.

Resolution #02-18 – Approval of using only three election judges for General

Primary Elections.

Commissioner Cummings moved to approve the Resolution. Commissioner Whitcomb

seconded the motion. The motion carried unanimously. This shall be known as

Resolution #02-18.

Executive Session

Commissioner Cummings moved to enter into Executive Session at 6:47 p.m.

Commissioner Fore seconded the motion. The motion carried unanimously.

The Board returned to Regular Session at 7:08 p.m.

Commissioner Anderson moved to continue to participate in the Teamster’s Highway

Insurance payroll withholding. Commissioner Cummings seconded the motion. The

motion carried unanimously.

Adjournment

With no other business coming before the Board, Commissioner Anderson moved to

adjourn the meeting at 7:10 p.m. Commissioner Fore seconded the motion. The motion

carried unanimously.
