Pre-Council Session:

City Clerk Frank Lesko called the Pre Council Session of the Springfield City Council to Order at 5:03 p.m., Tuesday January 16, 2018 in the Council Chambers of the Municipal Center West.

Clerk Lesko read the ordinances on First Reading and assigned to the Committee of the Whole.

The Pre-Council session concluded at 5:10 PM.

Mayor Langfelder called the January 16, 2018 meeting of the Springfield City Council to order at 5:30PM. He invited everyone to recite the Pledge of Allegiance.

Clerk Lesko took the roll call of members.

Present: Alderman Redpath, Alderman Senor, Alderman Turner, Alderman Fulgenzi, Alderman Proctor, Alderman DiCenso, Alderman McMenamin, Alderman Theilen, Alderman Donelan, Alderman Hanauer and Mayor Langfelder

Clerk Lesko announced there was a quorum for a meeting.

City Council Zoning Agenda:

Mayor Langfelder made a presentation to the Bureau Director of Convention & Visitors Bureau Gina Gemberling for 24 years of public service.

Next, Mayor Langfelder began the Zoning portion of the meeting.

Docket number 2017-045 for the property located at 1301 West Washington Street. Alderman Theilen made a motion to withdraw and Alderman Hanauer seconded the motion. The motion passed 10-0 voting yes: Alderman Redpath, Alderman Senor, Alderman Turner,

Alderman Fulgenzi , Alderman Proctor , Alderman DiCenso , Alderman Theilen , Alderman McMenamin, and Alderman Donelan, Alderman Hanauer.

Requested Zoning Relief: Consideration for the 2037 Comprehensive Plan for the City of Springfield, Illinois

Planning & Zoning Commision Recommendation: Accept the Comprehensive Plan as amended.

Alderman Hanauer made a motion to accept amendment #2 and #3 with attachments, Alderman Redpath seconded the motion. The motion passed 10-0 voting yes: Alderman Redpath , Alderman Senor, Alderman Turner, Alderman Fulgenzi, Alderman Proctor, Alderman DiCenso, Alderman Theilen, Alderman McMenamin, and Alderman Donelan , Alderman Hanauer.

Next Alderman McMenamin asked that Molly Bums explain the amendments that were made. Alderman Redpath asked that Dean Graven would make clarifications to the Comprehensive Plan.

The motion for approval of the Planning & Zoning Commission recommendation as amended with attachments passed 10-0 voting yes: Alderman Redpath, Alderman Senor, Alderman Turner ' Alderman Fulgenzi, Alderman Proctor, Alderman DiCenso, Alderman Theilen , Alderman McMenamin, Alderman Donelan, and Alderman Hanauer.

Alderman Senor made a motion to postpone for 30-days and Alderman McMenamin seconded the motion. Springfield-Sangamon County Regional Planning Commision Recommendation: Recommend denial ofthe requested surfacing variance. The subject property is located adjacent to a high traffic corner. Paved and striped parking lots contribute to the orderly circulation of vehicles on the lot and assist with appropriate ingress/egress to the property. The need for orderly circulation to maximize safety is particularly important given the location ofthe property. Recommend approval of the requested landscaping variance limited to one (1) year. An extension of one year specific to the landscaping is reasonable given recent precedent.

Springfield-Sangamon County Regional Planning Commision Recommendation: Recommend approval ofthe variances related to fencing (Sections 155.069 (b) (1) and 155.050) and parking in the front yard (Sections 155.114 (b) & 155.062 (c) (1). Recommend denial of the requested variance to allow a 48 month extension to meet the surfacing requirements.

Planning And Zoning Commision Recommendation: Follow staff recommendation on variances as written and grant petitioner's request, except to the denial of the 48month variance of Section 155.112, Surfacing, granting a 24 month variance of Section 155.112, with the condition of application of a dust palliative to the rock

Alderman Turner made a motion and Alderman Proctor seconded the motion to follow the recommendation of the Planning Commission and instead of 48 month variance of Sec. 155.112 a 12 month variance, with a 30-day application process treatment for the rock and fencing. The motion passed 10-0 voting yes: Alderman Redpath, Alderman Senor, Alderman Turner , Alderman Fulgenzi, Alderman Proctor, Aldennan DiCenso, Alderman Theilen , Alderman McMenamin, and Alderman Donelan, Alderman Hanauer.

City Council Regular Agenda:

Next, Mayor Langfelder asked Treasurer Buscher for the Treasurer's Report. The Corporate Fund had a beginning balance for the month of December 2017 $7,116.332. The City took in total receipts of $8,529.418 and total disbursements for the month of December of $11,974.386 with an ending balance of$3,671.364. Alderman Donelan made a motion to approve the Treasurer's report. Alderman Proctor seconded the motion. The motion passed on a voice vote 10-0

Next, Mayor Langfelder asked for a motion •to dispense with a reading of the minutes of the January 2, 2018 City Council meeting and approve the minutes. Alderman Hanauer made the motion and Alderman Proctor seconded. The motion passed on a voice vote of 10-0.

Next, Mayor Langfelder asked for a motion to incorporate the consent agenda on final passage with the exception of Ordinance number 2018-005. Alderman Donelan made the motion to place the consent agenda on final passage. Aldermen Senor and Proctor seconded the motion. The motion passed 10-0. Alderman Hanauer asked that Ordinance number 2018- 005 be pulled out for discussion.

Next, Mayor Langfelder read the Ordinances and Resolutions Tabled or remaining in Committee 2015-121,2017-103,2017-266,2017-435,2017-436,2017-467,2017-470,2017-475,2017-489, 2017-532, 2017-533, 2017-557, and 2017-558

Next, agenda item 2018-005 an ordinance amending ordinance 499-11-17 by authorizing a legislative transfer in the amount of $96,760.00 and authorizing a supplemental appropriation in the amount of $9,000.00 from monies received from the Foreign Fire Insurance Fund and deposited into the Corporate fund for the Springfield Fire Department.

Sandy Robinson Purchasing Agent for the City of Springfield addressed the council regarding their concerns of the supplemental appropriation. Fire Chief Helmerichs reiterated what was said. Vendor: Michael Stannard regional sales of Mobile Tranfand Tony Juether IT Sales talked about the features of the product.

Alderman McMenamin would like us to go with the best technology and believed we should be delayed.

Hanauer made a motion to move item back to Committee and seconded by Alderman Redpath, the motion passed 10/0.

Next, agenda item 2018-009 on final passage an ordinance authorizing addendum "A" to the redevelopment agreement previously authorized by ordinance 214-07-14 with Bright New Day Investments, LLC, for the properties located at 518, 520 and 524 E. Monroe Street utilizing Central Area Tax Increment Finance Funds, by extending the date of completion to June 30, 2019, amending the scope of the project and increasing the TIF award to $3,800,000.00 which includes a first mortgage loan of $800,000.00 for 524 East Monroe Street.

Karen Conn wanted to address the council to let them know the passion her family has about the redevelopment of downtown, for the economic and social welfare of Springfield, IL.

Next, Michael Higgins addressed the council about his concerns for downtown.

Next Paul O'Shea addressed the city council wanting them to approve the redevelopment agreement.

Next, Lisa Clemmons Stott also addressed the city council with her concerns for developing downtown.

Next, Dan, Nicole Sperry and Jess Richardson of Vele Restaurant addressed the city council.

Debate Agenda: Ordinance 2018-009 Authorizing Addendum "A" Alderman Proctor made a motion and Fulgenzi seconded the motion, the motion passed 10/0

Ordinance 2018-010 amending various sections of Chapter 92 of the 1988 City Code pertaining to movie theatre liquor licenses, Alderman Turner made a motion and Alderman Proctor seconded the motion, the motion passed 9/0 Alderman Fulgenzi voting present.

Emergency Passage: Ordinance 2018-014 authorizing an agreement with Illinois Electric Works Inc. for emergency motor repair for unit 32 in an amount not to exceed $89,800.00 for the Office of Public Utilities, for emergency passage.

Next, Mayor Langfelder entrain a motion to suspended the rules and put on first reading agenda item 2018-029 an ordinance authorizing the execution of an agreement with innovate Springfield to provide Economic Development service to the city for the time period covering March 1, 2018 through February 28, 2019 for an amount not to exceed $100,000.00 Alderman Redpath made the motion to suspend the rules. Alderman Theilen seconded the motion. The motion passed on a voice vote of 10-0.

Next, Alderman Redpath asked Director McCarty where things are with the RFP for the fleet maintenance. Director McCarty stated that there is a team evaluation the 3-4 bids and their results are due any time.

Next, Alice Ramey spoke to the Council about issues she is dealing with in her neighborhood.

Next, Mayor Langfelder entertained a motion for adjournment. The motion was made by Alderman Hanauer and seconded by Alderman Theilen. The motion passed on a voice vote of 9- 0. The January 16, 2018 Council Meeting adjourned at 8:15 pm
