Meeting Minutes

February 19, 2018

The regular meeting of the Menard County ETSB was called to order by Mike Chandler at 7 p.m.

Members Present: John Balster, Jason Huffman, Pat Rebbe, Dave King, Karen Boensel, Mike Chandler and Ben Hollis.

Members Absent: George Castles, Bob Lott, and Kenny Yocom

Board Minutes

A motion to accept the consent agenda of the February 19, 2018, ETSB regular meeting was made by Ben Hollis and seconded by Mike Burg. All aye. Motion carried unanimously.

A motion to accept the minutes of February 19, 2018, ETSB regular meeting was made by Jason Huffman and seconded by Pat Rebbe. All aye. Motion carried unanimously.

A motion to accept the financial reports as presented was made by Ben Hollis and seconded by Jason Huffman. All aye. Motion carried unanimously.

911 Coordinator Report

GEO-Comm Maintenance Agreement for the 2018-2019 mapping, license, etc. This is usually received in October but John just now received it. The cost of this agreement is for $3,550 which in comparison of last year's amount of $7,350. Motion to approve to pay $3,550 was made by Mike Chandler and seconded by Pat Rebbe. All aye. Motion carried unanimously.

Cushing Maintenance Agreement for the year 2018-2019 was received in the amount of $7,500 which is the same as last year. Motion to approve to pay $7,500 was made by Jason Huffman and seconded by Mike Chandler. All aye. Motion carried unanimously.

GTSI Maintenance Agreement for the year 2018-2019 was received in the amount of $8,842.60, which in comparison of last year's amount of $8,585.05. John is not completely satisfied due to all the new equipment that has been purchased this past year which some of the cost was paid up front. These charges for correcting the noise, poor reception, and other issues you are paying for service calls. They do come as soon as we call but that does not clarify the expense. John sent an email to Chris Ginder to ask for an itemized statement with a copy of the full maintenance agreement and table for now.

Dispatch fees are being received. However, Athens Police Department is questioning their amount. Ben Hollis will contact them to explain the Dispatch/software fees

PSAP Update

Not too much to report. Brad and Sarah went to EMD training. Call numbers are down or flat. Jason Huffman and Ben Hollis have switched positions and will continue to work together on training.

Old Business

Vineyard Hills Tower door has been installed.

The ProQA EMD Software has had the first payment made.

CAD server, mapping software, recorder, tower site eastern part of county no action has been taken.

On the West Washington location, we received the electrical invoice from Edge Service. The amount of the invoice was $2,624.28. A motion to pay this invoice for $2,624.28 was made by Jason Huffman and seconded by Pat Rebbe. All aye. Motion carried unanimously.

A discussion was had concerning heat at the West Washington location. Mike Burg is in possession of a hanging heater that we could use. Mike Burg and Ben Hollis will check about installation and Dave King will install it. It was also discussed about no battery backup at this point.

A motion to adjourn was made by Ben Hollis and seconded by Jason Huffman. Motion carried unanimously.

The next regular meeting will be held on March 19, 2018, at 7:00 p.m. at the Menard County Courthouse.
