City of Atlanta City Council met April 3.

Here is the minutes provided by the Council:

Open: The regular meeting of the Atlanta City Council was held on Tuesday April 3, 2018 at the Atlanta City Hall. The meeting was called to order by Mayor Fred Finchum at 7:30pm.

Roll Call: Billie Cheek, Adam McVey, Tommy Young, Keith Eimer, Amber Finchum and Andrea Halley were present.

Motion by Cheek second by Finchum to approve the minutes as presented.

Motion Carries.

Motion by McVey second by Eimer to pay all bills as approved by their chairman or as far as money allows.

Motion Carries.

Tim Armstrong was present to give the council information pertaining to the circumstances surrounding the settlement pertaining to collection efforts thru the Logan County court house.

Keith Gardner reported that the work at the Police Station was nearly done. He gave a quick update on the water improvements. The mixer will be installed Monday in the tower. Work was progressing on the well project. Electrical needed to be done as the next step.

Randy Brooks reported weather not cooperating with opening Golf Course.

Police Chief Eimer reported that a law enforcement day will be held at the school second week of May. He also reported that a problem had come up at the Tennis Courts with dogs. The Park district will be contacted regarding this.

The Council took up the discussion of the fine rate changes, raising it to $750.00

Motion by McVey second by Cheek to approve the ordinance to raise the fine structure to a maximum of $750.00.

The Mayor brought up the 3rd payment request from Cahoy in the amount of $20,137.15

Motion by Cheek second by McVey to pay the 3rd request to Cahoy in the amount of $20,137.15.

Motion Carries.

The Mayor gave an electric aggregation update to the council. An article from the Lincoln courier outlining the new rates secured. Rates were negotiated by the Stone River Group and the City could participate in the new rates.

Motion by Eimer second by Cheek to accept the electric aggregation proposal as presented.

Motion Carries.

The Mayor and Council took up the agreement with Jacob and Associates and the Economic Development Group LTD. The agreement renews in 3 year cycles so bids should be looked at for 2019. The decision needs to be made soon whether to retain them. The Mayor felt that we should give them notice.

Motion by Cheek second by Finchum to give notice to with draw from ongoing agreements.

Alderwoman Finchum asked if we have any news on the clean-up day and taking electronics.

Alderman Young and Paul Eckert are requesting the City mow the railroad section behind his house.

Motion by Halley second by Eimer to adjourn the meeting.
