City of Petersburg Council met April 3.

Here is the minutes provided by the Council:

I. Call To Order

Mayor Rick Snyder called the City Council to order at 7:04 p.m.

II. Preliminary Matters

A. Members present were Mayor Rick Snyder, Aldermen Kevin Molohon, Andrew Gain, Bruce Gorman, and Keith Wilson. Also present were Treasurer Dave Frick, City Clerk Ken Ortman and City Attorney Chris Sherer.

B. Mayor Snyder led the Council in the Pledge of Allegiance to the Flag of the United States of America.

C. A motion was made by Alderman Gain and seconded by Alderman Gorman to approve the agenda as Presented. Votes: Gorman, yes; Molohon, yes; Gain, yes; Wilson, yes. Mayor Snyder declared the Motion Carried.

III. City Clerk

A. The City Clerk presented the Warrant List and Accounts Payable. A motion was made by Alderman Gorman and seconded by Alderman Gain to approve payment of the bills as listed on the Warrant List and Accounts Payable. Votes: Gorman, yes; Molohon, yes; Gain, yes; Wilson, yes. Mayor Snyder declared the Motion Carried.

B. A motion was made by Alderman Molohon and seconded by Alderman Gorman to approve the minutes of March 20, 2018 Regular Meeting. Votes: Molohon, yes; Gain, yes; Wilson, yes; Gorman, yes. Mayor Snyder declared the Motion Carried.

C. A motion was made by Alderman Gorman and seconded by Alderman Molohon to approve the minutes of March 27, 2018 Water/Sewer Committee Meeting and the March 27, 2018 Finance Committee Meeting. Votes: Gain, abstain; Wilson, yes; Gorman, yes; Molohon, yes; Mayor Snyder, yes. Mayor Snyder declared the Motion Carried.

D. A motion was made by Alderman Gorman and seconded by Alderman Molohon to approve the minutes of March 27, 2018 Water/Sewer Committee Executive Session Minutes. Votes: Gain, abstain; Wilson, yes; Gorman, yes; Molohon, yes; Mayor Snyder, yes. Mayor Snyder declared the Motion Carried.

IV. Departmental Reports

A. Police

1. Police Chief Coulter gave his Monthly Report. For the month of March the department had 255 CAD calls. Officers patrolled 2,137 miles. Plans are being made for a crash reenactment involving all the local emergency services. They are planning it before Prom April 28, 2018.

2. Discussion on the Police Department joining the IMRF Retirement.

B. Fire

1.Fire Chief Pat Rebbe presented his Monthly Report. The Department had 22 calls for the Month of March. Truck 1 got repaired. The charges were less that anticipated. The LED Lights for the fire house are ordered.

2. We have two guys in the Basic Operation Certification Class.

3. One of our new probationary firefighters will be going with Koby Wheaten to Sherman for a Propane Class.

V. Officers’ Reports

A. Mayor’s Report

1. The alley for the Church of Christ. They have agreed to give us back the vacated alley but want the City to foot the bill for all surveying, and legal fees associated with the transfer and construction. The Mayor agreed to the stipulation as long as there is a cap on the fees. From a suggestion from City Attorney that it should not take more that an half hour of legal time, approx $150 to $200.

2. Discussion on a Proposal from Kuhn & Trello Consulting Engineers for a contract for Design and Construction Engineering fees for The IL 97 Water Main Relocation Project. The Question was asked about checking with other engineering firms on estimates. The mayor will solicit other estimates.

B. Treasurer’s Report

1. Set Budget meeting. April 10, 2018 Water and Sewer.

1. David Leischner with the Petersburg Rural Fire asked us to revisit the use of pad locks on the fire hydrants.

A motion was made by Alderman Gorman and seconded by Alderman Gain to adjourn the meeting. Votes: Gorman, yes; Molohon, yes; Grosboll, yes; Gain, yes; Wilson, yes; Sonnemaker, yes. Mayor Snyder declared the Motion Carried. Meeting Adjourned at 8:13 pm
