City of Petersburg Council met April 17.

Here is the minutes provided by the Council:

I. Call To Order

Mayor Rick Snyder called the City Council to order at 7:04 p.m.

II. Preliminary Matters

A. Members present were Mayor Rick Snyder, Aldermen Kevin Molohon, Nathan Grosboll, Andrew Gain, Bruce Gorman, and Keith Wilson. Also present were Treasurer Dave Frick, City Clerk Ken Ortman and City Attorney Chris Sherer. Alderman Sonnemaker will be running late.

B. Mayor Snyder led the Council in the Pledge of Allegiance to the Flag of the United States of America.

C. A motion was made by Alderman Gorman and seconded by Alderman Molohon to approve the agenda as Presented. Votes: Gorman, yes; Molohon, yes; Grosboll, yes; Gain, yes; Wilson, yes. Mayor Snyder declared the Motion Carried.

III. City Clerk

A. City Clerk presented the Warrant List and Accounts Payable. There was a discussion about the $7920.00 bill for the upgrade mandated by the state. A motion was made by Alderman Gorman and seconded by Alderman Grosboll to approve payment of the bills as listed on the Warrant List and Accounts Payable. Votes: Gorman, yes; Molohon, yes; Grosboll, yes; Gain, yes; Wilson, yes. Mayor Snyder declared the Motion Carried.

B. A motion was made by Alderman Gorman and seconded by Alderman Wilson to approve the minutes of April 3, 2018 Regular Meeting as corrected and the April 10, 2018 Finance Committee Meeting. Votes: Molohon, yes; Grosboll, yes; Gain, yes; Wilson, yes; Gorman, yes. Mayor Snyder declared the Motion Carried.

IV. Departmental Reports

A. Police

None

B. Water

1. Water Collector Georgia Ed gave the Collectors report. She said the Water Department is ahead about $24,600.00 for the Month and $136,000.00 for the year. A motion made by Alderman Gorman seconded by Alderman Gain to approve the Water Collectors Report as presented. Votes: Grosboll, yes; Gain, yes; Wilson, yes; Gorman, yes; Molohon, yes. Mayor Snyder declared the Motion Carried.

2. Water Superintendent Dave Troxell gave his Monthly Report. Read the meters in 2.5 days. Pumped, treated and distributed 9,300,000 gallons of water. Collected, Treated and distributed approximately 6,258,000 gallons of waste water. Water loss due backwashing at the plant 91,461 gallons. The South Water Tower is back online as of 4/13/18.

3. Discussion about Dave Troxell extending his vacation into his 2018 calendar year which starts may 2, 2018. A motion by Alderman Grosboll seconded by Alderman Gain to extend Dave Troxell’s vacation for 3 months into his 2018 year. Votes: Gain, yes; Wilson, yes; Gorman, yes; Molohon, yes; Grosboll, yes. Mayor Snyder declared the Motion Carried. Alderman Sonnemaker arrived at 7:27 PM.

4. Discussion on Engineers for the IL 97 Water Main Relocation Project. A motion by Alderman Gorman seconded by Alderman Gain to accept the bid of $31,900.00 from Kuhn & Trello for the Engineering Services for the IL 97 Water Main Relocation Project. Votes: Wilson, yes; Sonnemaker, Abstain; Gorman, yes; Molohon, yes; Grosboll, yes; Gain, yes. Mayor Snyder declared the Motion Carried.

C. Streets

1. Street Superintendent gave the Streets Report. Getting street sign all replaced or repainted.

2. Discussion on tire pickup during or after the City Wide Pickup. On consensus of the Council will not sponsor a tire pickup. Dave will talk to Sinclair about coming down with a truck and doing it on his own.

D. Zoning

None

V. Officers’ Reports

A. Mayor’s Report

1. Masters Home contract. The City Attorney is still working on getting The Masters Board to sign the agreement as stipulated by the city.

2. Bench Making. Alderman Grosboll has someone that can build the benches if we provide the material. The mayor will contact them and coordinate that.

3. Curb Planting. The mayor would like to try to get the businesses of the city in a competition to decorate the curbing.

4. The Truth Tabernacle Church would like to conduct a charity sucker sale drive at the stop light for their Youth Ministries.

5. Discussion on the Benjamin Stevenson Memorial. The mayor gave a speech.

6. IMRF. Still trying to schedule a Meeting with the IMRF.

7. Alderman Molohon asked about the guy with the dirt he wanted to give the city.

8. Question about the Church of Christ alley.

B. Treasurer’s Report

1. The Treasurer presented the Treasurer’s Report. A motion made by Alderman Gorman seconded by Alderman Wilson to accept the Treasurer’s Report. Votes: Sonnemaker, yes; Gorman, yes; Molohon, yes; Grosboll, yes; Gain, yes; Wilson, yes. Mayor Snyder declared the Motion Carried.

2. Set Budget meeting for May 24th 7 pm for the rest of the General Fund and the other accounts.

VI. Standing Committees’ Report

None

VII. Special Committees’ Report

1. Diane Masters has resigned from the Planning Commission. The Mayor has recommended the Council accept his nomination of Tom Walker to the Planning Commission. A motion made by Alderman Gorman seconded by Alderman Gain to accept Tom Walker to the planning commission. Votes: Gorman, yes; Molohon, yes; Grosboll, yes; Gain, yes; Wilson, yes; Sonnemaker, yes. Mayor Snyder declared the Motion Carried.

VIII. Hearing Of Citizens

Charlie Angle commented according to the EPA you are only allowed to have 4 tires per individual.

X. New Business

1. Alderman Sonnemaker had some issues with the area at the end of Kavin Sullivan’s poultry business that is being used to dismantle autos and some of the debris and liquids are flowing into the fields. The Police will look into for any violations.

XII. Adjournment

A motion was made by Alderman Gorman and seconded by Alderman Grosboll to adjourn the meeting. Votes: Gorman, yes; Molohon, yes; Grosboll, yes; Gain, yes; Wilson, yes; Sonnemaker, yes. Mayor Snyder declared the Motion Carried. Meeting Adjourned at 8:01 pm
