Village of Sherman Board of Trustees met May 15.

Here is the minutes provided by the Board:

Village Board In Attendance:

Trevor J. Clatfelter, President; Bret Hahn, Trustee; Pam Gray, Trustee; Kim Rockford, Trustee; Kevin Schultz, Trustee, Jay Timm, Trustee.

Brian Long, Trustee had an excused absence.

Officials In Attendance:

Michael Stratton, Village Administrator; Craig Bangert, Chief of Police, Michael Moos, EMA Director; Ryan Kieth, Public Relations Director.

Public In Attendance (from the sign in sheet):

Byron Painter, Sun-Times, Ms. Katie Brumleve and Five Students from her Fourth Grade Class, Ms. Vicki Jenkins, Kyle Johnson, Nathan Held, Scott and Joyce Twait, Sandra Walden.

Opening:

1. Roll Call. President Clatfelter requested Acting Village Clerk Stratton to conduct roll call of the Village Board of Trustees. Five members present with one excused absence. Quorum was present to conduct business.

2. Pledge of Allegiance. Students of Ms Brumleve’s Fourth Grade Class.

3. Set Agenda. President Clatfelter asked the Board for non-action items to be added to the agenda. No one requested additions to the agenda. President Clatfelter entertained a motion of the Board to set the agenda. Motion by Trustee Rockford, seconded by Trustee Hahn. Voice Vote with the Ayes having it (5/0). Motion passed.

Clerk’s Report:

1. Presentation of Village Board Meeting Minutes of May 1, 2018 for Approval. Minutes of Regular Board Meeitng of the Sherman Village Board of Trustees of May 1, 2018 was presented for approval. Motion to Approve was made by Trustee Rockford, seconded by Trustee Hahn. Roll Call Vote with Ayes having it (5/0). Motion Passed.

2. Presentation of Bills for Authorization for Payment. President Clatfelter asked if there were any questions regarding the bills. Motion to Authorize payment of bills as presented by Trustee Schultz, seconded by Trustee Hahn. Roll Call Vote with Ayes having it (5/0). Motion Passed.

Engineering Report. No Engineering Report.

Legal Report. No Legal Report.

Village Administrator & Economic Development Report:

Administrator Stratton reported to the Board that the ITEP Grant Awards were recently awarded with $252 million applications presented and an award of $37.5 million (53 total projects). Unfortunately, the Village was unsuccessful in its application. Staff to review application, awards and reprepare for next cycle of ITEP Grants for multi-use trail development.

President’s Report:

1. Video Gaming Ordinance. President Clatfelter addressed the Board that it is that time again to consider adoption of a Video Gaming Ordinance for the Village. President Clatfelter recommended approval of the Video Gaming Ordinance for a sunset of one year to begin on July 1, 2018. Motion was made by Trustee Rockford, seconded by Trustee Gray. Roll Call Vote with Ayes having it (5/0). Motion Passed.

2. Financial Policies Ordinance. President Clatfelter addressed the Board on the Ordinance before them and recommended adoption of the financial accounting policies for the Village as a result of Auditor and Treasurer and Staff recommendations to place in writing that which we are doing in practice. Trustee Schultz addressed Board and asked about who the administrator of credit card program was and if cards can be used to purchase with any vendor. Administrator Stratton noted that President Clatfelter is administrator of the program and that cards can be used to purchase from any vendor. President Clatfelter asked for a motion to adopt the ordinance as presented. Motion was made by Trustee Schultz, seconded by Trustee Hahn. Roll Call Vote with Ayes having it (5/0). Motion Passed.

President Clatfelter noted the Park Structure Reservation Progam continues under review and will be discussed at the June Board Meeting.

Committee/Department Reports:

President Clatfelter addressed the Board to give special recognition to Trustee Rockford and her husband Danny Rockford for taking time on Mother Day to repaint the entry sign to the south of the Village.

Trustee Timm addressed the Board on the Clean Up day noting the amount of material collected from Village residnets for electronics, steel, paper and general refuse.

Pam Gray addressed the Board about the success of the WHS Choir and Band event at Village Park Amphitheater last week and that she is still receiving compliments as to the performance and the venue.

Sherman Police Department Report. Chief Bangert addressed the Board about the recent bomb threats and the level of cooperation among the agencies and the School staff.

President Clatfelter extended gratitude to the Sherman Police Department and especially the teachers and staff of the Sherman Elementary School in coordinating a smooth transition under the circumstances.

Emergency Management Agency Report. Director Moos addressed the Board noting that the E-Lert system is having some issues and that he has been in contact with the vendor to work out the bugs in the program and will report back to the Board.

Department Of Public Works Report. No Public Works Report.

New Business:

President Clatfelter noted there was no New Business before the Village Board.

Old Business:

President Clatfelter noted there was no Old Business before the Village Board.

Civic Organizations:

President Clatfelter noted there was no Civic Organization to present before the Village Board.

Public Comment:

President Clatfelter recognized Ms. Brumleve and 5 students from her Fourth Grade Class. They presented a letter and petition to the Board on the dangers of using plastic bags in the community and the harms it causes to the environment.

Executive Session. President Clatfelter noted no need for executive session.

Adjournment. President Clatfelter noted there was no further matters to come before the Board and entertained a motion to adjourn the public meeting. Motion by Trustee Hahn, seconded by Trustee Schultz. Voice Vote with Ayes having it (5/0). Motion Passed. Public Meeting was adjourned at 6:40 pm.
