City of Petersburg Council met June 5.
Here is the minutes provided by the Council:
I. Call To Order
Mayor Rick Snyder called the City Council to order at 7:04 p.m.
II. Preliminary Matters
A. Members present were Mayor Rick Snyder, Aldermen Kevin Molohon, Nathan Grosboll, Andrew Gain, Bruce Gorman, Rick Sonnemaker, and Keith Wilson. Also present were Treasurer Dave Frick, City Clerk Ken Ortman and City Attorney Chris Sherer.
B. Mayor Snyder led the Council in the Pledge of Allegiance to the Flag of the United States of America.
C. A motion was made by Alderman Gorman and seconded by Alderman Gain to approve the agenda as Presented. Votes: Sonnemaker, yes; Gorman, yes; Molohon, yes; Grosboll, yes; Gain, yes; Wilson, yes. Mayor Snyder declared the Motion Carried.
III. City Clerk
A. The City Clerk presented the Warrant List and Accounts Payable. A motion was made by Alderman Molohon and seconded by Alderman Gorman to approve payment of the bills as listed on the Warrant List and Accounts Payable. Votes: Gorman, yes; Molohon, yes; Grosboll, yes; Gain, yes; Wilson, yes; Sonnemaker, yes. Mayor Snyder declared the Motion Carried.
B. A motion was made by Alderman Gain and seconded by Alderman Grosboll to approve the minutes of June 15, 2018 Regular Meeting, the June 15, 2018 OMA Executive Session Minutes and the June 15, 2018 Personnel Executive Session Minutes. Votes: Molohon, Abstain; Grosboll, yes; Gain, yes; Wilson, yes; Sonnemaker, yes; Gorman, yes. Mayor Snyder declared the Motion Carried.
C. A motion made by Alderman Wilson seconded by Alderman Sonnemaker to approve Resolution 2018-01. A Resolution To Open Or Keep Closed Any And/Or All Executive Session Minutes. Votes: Grosboll, yes; Gain, yes; Wilson, yes; Sonnemaker, yes; Gorman, yes; Molohon, yes. Mayor Snyder declared the Motion Carried.
IV. Departmental Reports
A. Police
1. Police Chief Coulter Gave the Monthly Police Report. For the month the Department handled 267 CAD Calls. the Department patrolled 2,619 Miles. Discussion on the Drinkin with Lincoln Event. Menard County Animal Control gave their Quarterly Report.
2. Discussion on if the City wants to join the Drug Task Force this year.
B. Streets
A. Keith Moran of Moran Economic Development presented The Policies/Procedures for the TIF District to the new and current Council members.
B. Hand of Fate TIF Application. After discussion A motion made by Alderman Gorman seconded by Alderman Gain to approve the Hand of Fate Application to the amount up to $5000.
C. Discussion on the Corner Café TIF Application. We will give them an Economist Development Application to fill out.
D. Discussion of the Furniture Den TIF Application. We will give them an Economist Development Application to fill out.
E. Discussion of the Roseview Florist TIF Application. They are going to demo the old Roseview Greenhouse Property on North 7th Street. We will give them an Economist Development Application to fill out.
F. Discussion of using TIF Funds for Street Scape Floral project for the square.
G. Discussion of a Business District Establishment. This would allow the City to create an up to 1% Sales Tax for Cost associated with improvements in the Business District. It was the consensus of the Council to have Moran Economic Development to submit a proposal to create a Business District.

V. Officers’ Reports
A. Mayor’s Report
1. Masters Home Ordinance 2018-05. A motion made by Alderman Gorman seconded by Alderman Sonnemaker to approve Ordinance 2018-05 An Ordinance To Authorize Execution Of Lease For Property To Be Utilized For Historical And Tourism Purposes (Edgar Lee Masters Home), P.I.N. 11-14-412-009, Located In The City Of Petersburg, Menard County, Illinois and to allow the Mayor to sign and execute the Real Estate Lease Agreement. Votes: Wilson, yes; Sonnemaker, yes; Gorman, yes; Molohon, yes; Grosboll, yes; Gain, yes. Mayor Snyder declared the Motion Carried.
2. Church of Christ 12th Street Alley. Discussion on the Attorney Fees the Church is asking us to pay for. The Church wants us to pay up to $1000 for their Attorney fees. By consensus the Council will allow the increase Attorney Fees to $1000.
3. Lemonade Stand. We had a discussion about allowing a young man, Feli Wonneberger, to set up a Lemonade Stand on City Property. A motion made by Alderman Gain seconded by Alderman Grosboll to allow
4. City Plantings in the Town Square Curbing. Discussion about the City purchasing plants and the businesses around the square will plant them. The plants will cost about $700 to $800.
B. Treasurer’s Report
1. Ste up budget meeting for next week June 12, 2018 at 7PM.

VIII. Hearing Of Citizens
1. Thang Guinan was not present so Alderman Wilson spoke on his behalf. He wants to purchase the lot behind the Ace Hardware 11-214-268-005 to possible put a food cart on it. The question to the Alderman is, are they willing to sell the property. There are a couple of people that are interested.
2. Mike Dick discussed the same issue of putting a food cart or food truck inside the city limits. The Alderman will refer the issue to the Planning Commission to look into changing the Ordinance.

X. New Business
1. Alderman Wilson discussed the policy when Rep La Hood was here. He thought we should provide a private location for them to talk to him about delicate issues. Discussion about Police Departments Procedure on towing vehicles. He believes the police department is not using dispatch to allow a towing rotation.
2. The Mayor introduced QBS Qualification Based Selection. Handling bids of over $25,000 ourselves.
3. Attorney Sherer suggested we look at the Ordinances now that the Masters Home is ran by a Non For Profit Corp.
