City of Petersburg Council met May 15.

Here is the minutes provided by the Council:

I. Call To Order

Mayor Rick Snyder called the City Council to order at 7:00 p.m.

II. Preliminary Matters

A. Members present were Mayor Rick Snyder, Alderman Nathan Grosboll, Andrew Gain, Bruce Gorman, Rick Sonnemaker, and Keith Wilson. Also present were Treasurer Dave Frick, City Clerk Ken Ortman and City Attorney Chris Sherer. Alderman Kevin Molohon was absent.

B. Mayor Snyder led the Council in the Pledge of Allegiance to the Flag of the United States of America.

C. A motion was made by Alderman Gain and seconded by Alderman Grosboll to approve the agenda as Presented. Votes: Sonnemaker, yes; Gorman, yes; Grosboll, yes; Gain, yes; Wilson, yes. Mayor Snyder declared the Motion Carried.

III. City Clerk

A. The City Clerk presented the Warrant List and Accounts Payable. A motion was made by Alderman Gorman and seconded by Alderman Sonnemaker to approve payment of the bills as listed on the Warrant List and Accounts Payable. Votes: Gorman, yes; Grosboll, yes; Gain, yes; Wilson, yes; Sonnemaker, yes. Mayor Snyder declared the Motion Carried.

B. A motion was made by Alderman Gain and seconded by Alderman Gorman to approve the minutes of 5/1/2018 Regular Meeting and the 5/8/2018 Finance Committee Meeting. Votes: Gorman, yes; Grosboll, yes; Gain, yes; Wilson, yes; Sonnemaker, yes. Mayor Snyder declared the Motion Carried.

C. A motion made by Alderman Wilson seconded by Alderman Grosboll to go into Executive Session to discuss the Executive Session minutes. Votes: Grosboll, yes; Gain, yes; Wilson, yes; Sonnemaker, yes; Gorman, yes. Mayor Snyder declared the Motion Carried. The Council went into Executive Session at 7:06 PM.

D. A motion made by Alderman Gorman seconded by Alderman Gain to return to Regular Session. Votes: Gain, yes; Wilson, yes; Sonnemaker, yes; Gorman, yes; Grosboll, yes. Mayor Snyder declared the Motion Carried. The Council returned to Regular Session at 7:10 PM.

IV. Departmental Reports

A. Police

None

B. Water

1. Water Collector Georgia Ed gave the Water Collectors Monthly Report. Total income for this year verses last year is about $160,000 more. Which is only 5 months on the new rate increase. The first half of the year the water income was $660,367 for the last half, with the increase, was $679,774. A difference of about $19,400. A motion made by Alderman Gorman seconded by Alderman Gain to approve the Water Collectors Report and adjustments as presented. Votes: Wilson, yes; Sonnemaker, yes; Gorman, yes; Grosboll, yes; Gain, yes. Mayor Snyder declared the Motion Carried.

2. Superintendent Dave Troxell gave the Superintendents Report. They read meters in 2.5 day this month. The South Water Tower is finished and back online. Pumped treated and distributed 9,188,000 gallons of water. Collect, treated and discharged approximately 3,800,000 gallons of wastewater. Approximate water loss of treated water due to water plant operations was 116,500 gallons.

C. Streets

1. Brushing and bagging twice a month. All street signs have been replaced. We will start working on painting the poles. Mowers all repaired. We are mowing what is not in the mowing contract. City Wide Clean Up went pretty well. We used 27 dumpsters so we will owe for 7. Alderman Wilson thought it would be a good idea to purchase a grappler to help with the City Wide Pickup and with brush pick up.

2. Ordinance 2018-08 An Ordinance Adding Section 23-77.14 To The Code Of Ordinances Of The City Of Petersburg, Illinois. A motion made by Alderman Wilson seconded by Alderman Sonnemaker to approve Ordinance 2018-08 An Ordinance Adding Section 23-77.14 To The Code Of Ordinances Of The City Of Petersburg, Illinois. Votes: Sonnemaker, yes; Gorman, yes; Grosboll, yes; Gain, yes; Wilson, yes. Mayor Snyder declared the Motion Carried.

3. Discussion on suspending brush pickup to only once a month for the months of July to September. Alderman Wilson was not in favor of it. A motion by Alderman Gain seconded by Alderman Grosboll to suspend the brush and leaf pickup to once a month for the months of July to September. Votes: Gorman, yes; Grosboll, yes; Gain, yes; Wilson, no; Sonnemaker, yes. Mayor Snyder declared the Motion Carried.

D. Zoning

None

V. Officers’ Reports

A. Mayor’s Report

1. Masters home contract will be ready for a vote for the next meeting.

2. Discussion on use of money in the TIF District. Keith Moran of Moran Economic Development was down on May 3, 2018 to discuss ways of using the TIF money. He also suggested a way to use a City Wide Business Tax to generate the money for the City to afford joining the IMRF Retirement fund.

3. Discussion on the ICRMT Fall Client Conference on Sept 26- 27. The Mayor would like to invite all the Council members to go. There is a lot of good information discussed.

B. Treasurer’s Report

1. The Treasure presented the Treasures Report. A motion made by Alderman Gain seconded by Alderman Grosboll to approve the Treasures Report. Votes: Grosboll, yes; Gain, yes; Wilson, yes; Sonnemaker, yes; Gorman, yes. Mayor Snyder declared the Motion Carried.

X. New Business

A. A motion made by Alderman Gorman seconded by Alderman Wilson to go into Executive Session for a personnel issue. Votes: Grosboll, yes; Gain, yes; Wilson, yes; Sonnemaker, yes; Gorman, yes. Mayor Snyder declared the Motion Carried. The Council moved to Executive Session at 7:46 pm.

B. A motion made by Alderman Gorman seconded by Alderman Gain to return to Regular Session. Votes: Gain, yes; Wilson, yes; Sonnemaker, yes; Gorman, yes; Grosboll, yes. Mayor Snyder declared the Motion Carried. Resumed Regular Session at 8:05 pm.

XII. Adjournment

A motion was made by Alderman Gorman and seconded by Alderman Gain to adjourn the meeting. Votes: Gorman, yes; Grosboll, yes; Gain, yes; Wilson, yes; Sonnemaker, yes. Mayor Snyder declared the Motion Carried. Meeting Adjourned at 8:10 pm
