Village of Chatham Committee of the Whole met June 26.

Here is the minutes provided by the Committee:

A. Call to Order

1. Roll Call

Present: Trustee Mann, Mau, Scherschel, Gerger, Lindhorst (remote), Trustee Fountain, and Village President Kimsey.

Others present: Clerk Dahlkamp, Village Administrator McCarthy, Police Chief Foli, and Attorney Jurgens.

Trustee Mau moved, seconded by Trustee Mann to allow Trustee Lindhorst to participate in the meeting via telephone. This was passed 5 yes, 0 no by voice vote.

2. Public Comments Agenda Topics

There were no public comments on agenda topics this evening.

B. Consent Agenda

1. Approve Minutes of the Tuesday, May 8th, 2018 CMW meeting

Trustee Scherschel moved, seconded by Trustee Mau to put the consent agenda on the table. The consent agenda passed 6 yes, 0 no as follows: Trustee Gerger yes, Mann yes, Lindhorst yes, Mau yes, Fountain yes, and Scherschel yes.

C. Old Business

There was NO old business this evening.

D. New Business

1. CMT Engineering Updates

CMT Engineer Jim Michael came and spoke to the board about current CMT engineering updates going on around the village. The ground storage tank is completed and fully functional. The beginning of September the elevated tank will begin. There are bids for a new utility building being done next week. This will be located north of the current utility building located next to the above ground tank. The Plummer Blvd. pre-construction meeting will be tomorrow (6/27). Construction for this will begin on Monday (8/2) and there will be lane reductions in the area of construction for vehicles traveling through. The Park Street renovations are going to begin the bidding process now. The builders of Rave Homes for Glendale Estates Unit 4 have begun. MFT is closing out the 2017-2018 fiscal year programs.

2. AN ORDINANCE AMENDING TITLE XV OF THE VILLAGE CODE PROVIDING FOR THE REGULATION OF AND APPLICATION FOR SMALL WIRELESS FACILITIES

This ordinance will be new business at the next Regular Board Meeting. Phone companies will be installing mini-towers to increase broadband speeds.

3. Budget Presentation

Chief Fiscal Officer Sherry Dierking came and presented the 2019 proposed budget. This is available for viewing to the public on Board Docs. There will be a public hearing in two weeks, before the regular board meeting regarding the budget. It will then go to the board to vote on.

4. Village Manager Update

Village Admin McCarthy- 4th of July there will be fire works at dusk at the Chatham Community Park. The village needs a new utility building as soon as possible. He also stated he is very disappointed in South Sangamon Water with how they conducted business recently and over the boil order confusion.

5. Public Comments Village Business

Trustee Scherschel moved, seconded by Trustee Mann to adjourn the meeting. This was approved by voice vote at 7:13 p.m.
