Here is the minutes provided by the Council:

A regular meeting of the Peru City Council was called to order by Scott J. Harl in the Peru City Council Chambers on July 9, 2018 at 7:00 p.m.

City Clerk Dave Bartley called the roll with Aldermen Potthoff, Waldorf, Lukosus, Radtke, Sapienza and Payton present; Alderman Ferrari and Ballard absent; Mayor Harl present.

All joined in the Pledge of Allegiance to the Flag of the United States of America.

PUBLIC COMMENT

PRESENTATION

MINUTES

Mayor Harl presented the minutes of the Regular Meeting of June 25, 2018. Alderman Potthoff made a motion that the minutes be received and placed on file. Alderman Waldorf seconded the motion; motion carried.

FINANCIAL REPORTS

ACTIVITY REPORTS

FINANCE AND SAFETY COMMITTEE

Alderman Radtke presented the following disbursements for payment on July 11, 2018:

Alderman Radtke made a motion that the report be received, placed on file and the bills be paid in the usual manner. Alderman Potthoff noted sales tax for FY 18 was over $6,000,000. Alderman Payton seconded the motion. City Clerk Dave Bartley called the roll with Aldermen Potthoff, Waldorf, Lukosus, Radtke, Sapienza and Payton voting aye; Aldermen Ferrari and Ballard absent; motion carried.

PUBLIC SERVICES COMMITTEE

Alderman Lukosus made a motion to approve the selection of Chamlin and Associates Inc. for consultant services for the Illinois Valley Regional Airport. Alderman Waldorf seconded the motion. City Engineer Eric Carls reported he solicited for statements of interest and only received one submittal (Chamlin and Associates Inc.) City Clerk Dave Bartley called the roll with Aldermen Potthoff, Waldorf, Lukosus, Radtke, Sapienza and Payton voting aye; Aldermen Ferrari and Ballard absent; motion carried.

Alderman Lukosus made a motion to approve engineering services with Chamlin and Associates Inc. for the Illinois Valley Regional Airport. Alderman Sapienza seconded the motion. City Clerk Dave Bartley called the roll with Aldermen Potthoff, Waldorf, Lukosus, Radtke, Sapienza and Payton voting aye; Aldermen Ferrari and Ballard absent; motion carried.

Public Services Manager Jeff King provided an update on the significant watermain break of which affected approximately 3⁄4 of the water tower. PSM King stated valve repair is scheduled for tomorrow with some water outages to install valves with pipe replacement on Wednesday.

REPORT OF CITY ATTORNEY/ORDINANCES AND RESOLUTIONS

Assistant Corporate Counsel Scott Schweickert presented a proposed ordinance entitled: ORDINANCE NO. 6297

An Ordinance Granting A Variance Under The Zoning Ordinance Of The City Of Peru, Il As Sought By The Petition Of David E. Grygiel And Beth Thomas Concerning Property Located At 1214 Sunset Drive, Peru, IL

Alderman Radtke made a motion the ordinance be adopted as written and read. Alderman Payton seconded the motion. City Clerk Dave Bartley called the roll with Aldermen Potthoff, Waldorf, Lukosus, Radtke, Sapienza and Payton voting aye; Aldermen Ferrari and Ballard absent; motion carried.

Assistant Corporate Counsel Scott Schweickert presented a proposed ordinance entitled:

An Ordinance Authorizing Settlement Statement For The Purchase Of 19.106 Acres From Highland Park Cvs, Llc Concerning Property Located At The Southeast Corner Of Illinois Route 251 And Shooting Park Road, Peru, IL

Alderman Payton made a motion the ordinance be adopted as written and read. Alderman Waldorf seconded the motion. City Clerk Dave Bartley called the roll with Aldermen Potthoff, Waldorf, Lukosus, Radtke, Sapienza and Payton voting aye; Aldermen Ferrari and Ballard absent; motion carried.

Assistant Corporate Counsel Scott Schweickert presented a proposed ordinance entitled:

ORDINANCE NO. 6299

An Ordinance Approving And Authorizing The Execution Of A Cost Sharing Agreement Entered Into By The City Of La Salle, The City Of Oglesby And The City Of Peru To Conduct A Cost And Operational Feasibility Assessment To Explore And Pursue The Sharing Of Multi-Jurisdictional Law Enforcement Services And Constructing And Operating A Centralized, Jointly Staffed Multi-Jurisdictional Law Enforcement Facility To Serve As A Law Enforcement Headquarters, A Potential 911 Dispatch Center And A Jail Facility (City of Peru, LaSalle County, Illinois)

Alderman Potthoff made a motion the ordinance be adopted as written and read. Alderman Potthoff spoke in favor of continued research to save the taxpayers money. Alderman Waldorf seconded the motion. City Clerk Dave Bartley called the roll with Aldermen Potthoff, Waldorf, Lukosus, Radtke, Sapienza and Payton voting aye; Aldermen Ferrari and Ballard absent; motion carried.

Assistant Corporate Counsel Scott Schweickert presented a proposed ordinance entitled:

ORDINANCE NO. 6300

An Ordinance Repealing Ordinance No. 4660; Entitled: An Ordinance Creating A Design Review Committee And Providing Procedures For The Operation Thereof

Alderman Waldorf made a motion the ordinance be adopted as written and read. Alderman Lukosus seconded the motion. City Clerk Dave Bartley called the roll with Aldermen Potthoff, Waldorf, Lukosus, Radtke, Sapienza, and Payton voting aye; Aldermen Ferrari and Ballard absent; motion carried.

PROCLAMATIONS UNFINISHED BUSINESS

Alderman Radtke and Clerk Bartley commended the Public Works Department on the positive condition of the cemetery grounds.

NEW BUSINESS

PETITIONS AND COMMUNICATIONS

Clerk Bartley presented a petition from Bonnie Prokup requesting variances for property located at 3119 Carrie Drive, Peru, IL. Alderman Waldorf made a motion the petition be received, placed on file and referred to the Planning/Zoning Commission for review and recommendation. Alderman Ballard seconded the motion; motion carried.

Clerk Bartley presented a petition from Shawn and Heidi Addis requesting variances for property located at 1803 Walnut Street, Peru, IL. Alderman Payton made a motion the petition be received, placed on file and referred to the Planning/Zoning Commission for review and recommendation. Alderman Sapienza seconded the motion; motion carried.

Clerk Bartley presented a petition from Bridgeview Veterinary Corporation requesting variances for property located at 1016 7th Street, Peru, IL. Alderman Payton made a motion the petition be received, placed on file and referred to the Planning/Zoning Commission for review and recommendation. Alderman Radtke seconded the motion; motion carried.

Clerk Bartley presented a communication from Theresa Ellerbrock requesting permission to close Prospect Street between 4th Street and 5th Street on Saturday, September 15th at noon for the 5th Annual Richard Ellerbrock Walk; use park adjacent from Elle s. Alderman Potthoff made a motion the communication be received, placed on file and permission granted. Alderman Payton seconded the motion; motion carried.

Clerk Bartley presented a communication from Compassionate Friends requesting permission to install an arbor at the beginning of the memory garden at Baker Lake. Alderman Potthoff made a motion the communication be received, placed on file and permission granted. Alderman Payton seconded the motion; motion carried.

PUBLIC COMMENT

CLOSED SESSION

Mayor Harl asked for a motion to go into closed session to discuss meetings held to discuss litigation when an action against, affecting or on behalf of the particular public body has been filed and is pending before a court or administrative tribunal, or when the public body finds that an action is probable or imminent in which case the basis for the finding shall be recorded and entered into the minutes of the closed meeting; meetings where the purchase or lease of real property for the use of the public body is being considered, including meetings held for the purposed of discussing whether a particular parcel should be acquired. Alderman Waldorf made a motion to go into closed session. Alderman Lukosus seconded the motion. City Clerk Dave Bartley called the roll with Aldermen Potthoff, Waldorf, Lukosus, Radtke, Sapienza, and Payton voting aye; Aldermen Ferrari and Ballard absent; motion carried.

Closed session began at 7:15 p.m.; ended 7:37 p.m.

Alderman Lukosus made a motion to re-open the meeting at 7:39 p.m. Alderman Potthoff seconded the motion. City Clerk Dave Bartley called the roll with Aldermen Potthoff, Waldorf, Lukosus, Radtke, Sapienza and Payton present; Aldermen Ferrari and Ballard absent; Mayor Harl present.

ADJOURNMENT

Alderman Waldorf made a motion that the meeting be adjourned. Alderman Sapienza seconded the motion and motion carried. Meeting adjourned 7:41 p.m.
