City of Petersburg City Council met August 22. 

Here is the minutes as provided by the council:

I. Call to Order


Mayor Rick Snyder called the City Council to order at 7:12 p.m.

II. Preliminary Matters

A. Members present were Mayor Rick Snyder, Aldermen Kevin Molohon, Nathan Grosboll, Andrew Gain, Bruce Gorman, Rick Sonnemaker, and Keith Wilson. Also present were Treasurer Dave Frick, City Clerk Ken Ortman and City Attorney Jason Brokaw.

B. Mayor Snyder led the Council in the Pledge of Allegiance to the Flag of the United States of America.

C. A motion was made by Alderman Wilson and seconded by Alderman Gorman to approve the agenda as Presented. VOTES: Sonnemaker, yes; Gorman, yes; Molohon, yes; Grosboll, yes; Gain, yes; Wilson, yes. Mayor Snyder declared the MOTION CARRIED.

                                                      III. City Clerk

A. The City Clerk presented the Warrant List and Accounts Payable. A motion was made by Alderman Gorman and seconded by Alderman Grosboll to approve payment of the bills as listed on the Warrant List and Accounts Payable. A question asked by Alderman Wilson about the payment to Illinois Law Enforcement Alarm Systems. Question by Alderman Sonnemaker about the Meth Field Kit. VOTES: Gorman, yes; Molohon, yes; Grosboll, yes; Gain, yes; Wilson, yes; Sonnemaker, yes. Mayor Snyder declared the MOTION CARRIED.

B. A motion was made by Alderman Gorman and seconded by Alderman Grosboll to approve the minutes of August 7, 2018 Regular Meeting, August 7, 2018 Water Committee Meeting, August 7, 2018 Personnel Committee Meeting, August 14, 2018 Finance Committee Meeting, and August 14, 2018 Special Council Meeting. A brief question by Alderman Wilson about discipline of an employee was brought up. VOTES: Molohon, abstain; Grosboll, yes; Gain, yes; Wilson, abstain; Sonnemaker, yes; Gorman, yes. Mayor Snyder declared the MOTION CARRIED.

                                              IV. Departmental Reports

                                                           A. Water

1. Water Collector’s Monthly Report was presented by the Water Collector Georgia Ed. The Department is up $58,000.00 overall for the first 3 months of fy19 for the Department. A motion made by Alderman Gorman seconded by Alderman Wilson to approve the Water Collectors Report and adjustments as presented. VOTES: Gorman, yes, Molohon, yes; Grosboll, yes; Gain, yes; Wilson, yes; Sonnemaker, yes. Mayor Snyder declared the MOTION CARRIED.

2. Water Superintendent Dave Troxell presented the Water/Sewer Department Report. Meters were read in 1.5 days. Pumped, treated and distributed 9,938,000 gallons of water. Collected and treated 2,704,150 gallons of wastewater. Discharged 4,155,200 gallons of wastewater. The approximate lose of treated water due to backwashing the filters was 107,000 gallons.

Discussion was held on the bacteria used to clear the sludge in the water treatment lagoon.

                                                             B. Streets

1. Street Superintendent Dave Troxell presented the Water/Sewer Department Report. Getting roads ready for oiling. Alderman Molohon asked about the spot on Snake Hollow that isn’t mowed. The Tree Committee planted flowers and on top of the side walk also. He also mentioned about the water getting into the Grade School. Alderman Wilson mentioned the tall weeds at the Boys Ball Diamond along the Highway need attention.

2. Ordinance 2018-12 AN ORDINANCE ADDING SECTION 23-77.15 TO THE CODE OF ORDINANCES OF THE CITY OF PETERSBURG, ILLINOIS was presented. Discussion was held. Because of a lake of a motion the Ordinance 2018-12 died.

                                                    V. Officers’ Reports

                                                      A. Mayor’s Report

          1. Ordinance 2018-11 AN ORDINANCE PROVIDING FOR THE REGULATION OF AND APPLICATION FOR SMALL WIRELESS FACILITIES was presented. A motion made by Alderman Gorman seconded by Alderman Wilson to approve Ordinance 2018-11 AN ORDINANCE PROVIDING FOR THE REGULATION OF AND APPLICATION FOR SMALL WIRELESS FACILITIES. VOTES: Sonnemaker, yes; Gorman, yes; Molohon, yes; Grosboll, yes; Gain, yes; Wilson, yes. Mayor Snyder declared the MOTION CARRIED.

          2. Resolution 2018-05 A RESOLUTION TO THE CORNER CAFÉ FOR A PROJECT UTILIZING TAX INCREMENT FINANCING ON CERTAIN PROPERTY LOCATED AT 100 S. 6TH STREET IN THE CITY OF PETERSBURG, ILLINOIS was presented. A motion made by Alderman Gorman seconded by Alderman Gain to approve Resolution 2018-05.

          3. Tax Increment Financing Agreement, The Corner Café Interior Renovation/Repair Project. A motion made by Alderman Wilson seconded by Alderman Gorman to approve the Tax Increment Financing Agreement for The Corner Café. VOTES: Gorman, yes; Molohon, yes; Grosboll, yes; Gain, yes; Wilson, yes; Sonnemaker, yes. Mayor Snyder declared the MOTION CARRIED.

                                                     B. Treasurer’s Report

1. The Treasures Report was presented. A motion made by Alderman Molohon seconded by Alderman Sonnemaker to approve the Treasures Report. VOTES: Molohon, yes; Grosboll, yes; Gain, yes; Wilson, yes; Sonnemaker, yes; Gorman, yes. Mayor Snyder declared the MOTION CARRIED.

2. A motion made by Alderman Gorman seconded by Alderman Gain to Post the Budget for Public Viewing and to publish the notice in the Petersburg Observer of such hearing. VOTES: Gorman, yes, Molohon, yes; Grosboll, yes; Gain, yes; Wilson, no; Sonnemaker, yes. Mayor Snyder declared the MOTION CARRIED.

1. Tree Committee Minutes were Presented. A motion made by Alderman Wilson seconded by Alderman Sonnemaker to approve the Tree Committee Minutes of August 21, 2018.

                                                        VIII. Hearing of Citizens

Charlie Angel made a comment that the Street Crew is doing a good job cleaning the streets. He also had a question about Superintendent Troxell taking the White Truck home when he could be driving something cheaper. Alderman Wilson agreed with Mr. Angel.

                                                             X. New Business

1. Discussion on Illinois Safe Route to School Grant. A Federal funded project to provide a safe route for students to take to school.

2. Discussion on Benches and Trash cans.

3 Mayor presented the bidding contracts for the 6th street water main project

A motion was made by Alderman Wilson and seconded by Alderman Gain to adjourn the meeting. VOTES: Gorman, yes; Molohon, yes; Grosboll, yes; Gain, yes; Wilson, yes; Sonnemaker, yes. Mayor Snyder declared the MOTION CARRIED. Meeting Adjourned at 8:24PM
