City of Petersburg Council met September 4.

City of Petersburg Council met Sept. 4.

Here is the minutes provided by the council:

I. CALL TO ORDER

Mayor Rick Snyder called the City Council to order at 7:13 p.m.

II. PRELIMINARY MATTERS

A. Members present were Mayor Rick Snyder, Aldermen Kevin Molohon, Nathan Grosboll, Andrew Gain, Bruce Gorman, Rick Sonnemaker, and Keith Wilson. Also present were Treasurer Dave Frick, City Clerk Ken Ortman and City Attorney John Gabala.

B. Mayor Snyder led the Council in the Pledge of Allegiance to the Flag of the United States of America.

C. A motion was made by Alderman Gorman and seconded by Alderman Gain to approve the agenda as Presented. VOTES: Sonnemaker, yes; Gorman, yes; Molohon, yes; Grosboll, yes; Gain, yes; Wilson, yes. Mayor Snyder declared the MOTION CARRIED.

III. CITY CLERK

A. The City Clerk presented the Warrant List and Accounts Payable.

A motion was made by Alderman Gorman and seconded by Alderman Sonnemaker to approve payment of the bills as listed on the Warrant List and Accounts Payable. VOTES: Gorman, yes; Molohon, yes; Grosboll, yes; Gain, yes; Wilson, yes; Sonnemaker, yes. Mayor Snyder declared the MOTION CARRIED.

B. A motion was made by Alderman Gorman and seconded by Alderman Gain to approve the minutes of August 22, 2018 Regular Meeting. VOTES: Molohon, yes; Grosboll, yes; Gain, yes; Wilson, yes; Sonnemaker, yes; Gorman, yes. Mayor Snyder declared the MOTION CARRIED.

IV. DEPARTMENTAL REPORTS

A. Police

1. Chief Coulter gave the Monthly Police Department Report. For the month of August the Department had 215 CAD Calls. They had 45 Traffic Stops. They are starting to issue solicitor permit ID cards that should be worn around the individual’s neck. This should start soon.

B. Fire

Chief Pat Rebbe presented the Fire Department Report.

They had a total of 15 calls for the month.

The issue with the Truck 1 had a problem with the speed sensor on the transmission. It is looked at and it may have been a loose connection. They have ordered a replacement to have as a spare in case it goes out again.

Kobe Wheaten has passed his Mod A.

They will be doing some training with the County on Kelly Lane.

The T&C Womans Club had a Mouse Race at the Winery in Oakford to benefit the County and City. Our share was $1300. They will purchase some LED Flashlights for the Trucks.

Need to get a Drop Tank. They will probably go with a 3000 gal for $3190.00.

C. Zoning

Zoning Administrator John Ramage gave the Zoning Department Report.

1. The Zoning Board of Appeals heard a request from Joel Gain for a Variance from the ordinance requiring accessory buildings to be constructed eight feet from any property line in the R1 District of the City of Petersburg, Illinois.

The board agreed that the variance was minor and not contrary to the intent and purpose of the Zoning Ordinance, and would mitigate slope restrictions, on the use of the property. The board unanimously agreed to recommend to the City Council that Mr. Gain be given variations to the regulations, related to this petition. A motion made by Alderman Gorman seconded by Alderman Wilson to approve the Variance requested by Mr. Gain for his property at 108 S. 9th Street. VOTES: Gorman, yes, Molohon, yes; Grosboll, yes; Gain, abstain; Wilson, yes; Sonnemaker, yes. Mayor Snyder declared the MOTION CARRIED.

2. John presented a draft copy of an Ordinance to create Chapter 11 Garbage and Trash.

3. The City now owns a house on Harris Street. The owner gave it to the City.

V. OFFICERS’ REPORTS

A. Mayor’s Report

1. Discussion by the council about The Safe Routes to School Project. By consensus of the Council the Mayor will have our Engineers pursue a grant to construct a bike path from the corner of Rutledge and 11th street to Ownes Ave to allow a safe path to Porta Central and the High School.

2. Furniture Den Flowers. Discussion by the council ended with recommendation that they provide a better receipt before any TIF money is extended.

3. The Mayor presented the Extended Premise Liquor Licenses to Aces and Hand of Fate Brewery for Harvest Fest September 14th and 15th. The Tent will be on Douglas between 6th and 7th streets.

4. Discussion on the Epay by the Illinois State Treasure for the Water Bills. By consensus of the Council we will move forward on getting this established.

The Library needs 2 members to the board.

VIII. HEARING OF CITIZENS

Tracy Thorton - 27th of October the Chamber wants to do the Halloween Parade from 4 to 6. Starting at the national Bank of Petersburg and going to Jackson on 7th street. By consensus of the Council they will allow the street closer for that event.

X. Old Business

Alderman Wilson asked about the sale of the property the City owns behind Ace hardware. The Mayor will have it at the next meeting to discuss. He also mentioned some streets that needed mowed.

X. NEW BUSINESS

Alderman Wilson talked to one of the Sheriff’s representative and wanted to know if anyone would be interested in having them talk about contracting for Police Service for the City.

2. Discussion about the Petersburg Poultry Plant was in violation of their agreement with 5 barrels of discarded bird parts sitting at the north edge of the property along with a pile of chicken feathers burning. By Censuses of the Council they will give Cavin 24 hours to clean the situation up or the City will shut him down.

XII. ADJOURNMENT

A motion was made by Alderman Grosboll and seconded by Alderman Sonnemaker to adjourn the meeting. VOTES: Gorman, yes; Molohon, yes; Grosboll, yes; Gain, yes; Wilson, yes; Sonnemaker, yes. Mayor Snyder declared the MOTION CARRIED. Meeting Adjourned at 8:13PM
