City of Petersburg Council met Sept. 18.

Here is the minutes provided by the council:

I. CALL TO ORDER

Mayor Rick Snyder called the City Council to order at 7:00 p.m.

II. PRELIMINARY MATTERS

A. Members present were Mayor Rick Snyder, Aldermen Kevin Molohon, Andrew Gain, Bruce Gorman, Rick Sonnemaker, and Keith Wilson. Also present were Treasurer Dave Frick, City Clerk Ken Ortman and City Attorney Chris Sherer. Alderman Grosboll was absent.

B. Mayor Snyder led the Council in the Pledge of Allegiance to the Flag of the United States of America.

C. A motion was made by Alderman Molohon and seconded by Alderman Gorman to approve the agenda as Amended. VOTES: Sonnemaker, yes; Gorman, yes; Molohon, yes; Gain, yes; Wilson, yes. Mayor Snyder declared the MOTION CARRIED.

III. HEARING OF CITIZENS

A. Anita Riley – Spoke on Safe Routes to School Grant. Property owners in the vicinity are generally opposed the construction of the Safe Route to School.

B. Mark Plunket – Spoke on what the City is going to do about the turkeys that are on the property.

C. Larry Mohler – Provided pictures of the turkeys being housed, as of 4:30 pm 9/18/18, next to the Poultry Plant.

D. Charlie Angel – Questioned the use of a (cheaper cost of operation vehicle) to be used as a take home vehicle for Dave Troxell.

IV. CITY CLERK

A. The City Clerk presented the Warrant List and Accounts Payable. A motion was made by Alderman Gain and seconded by Alderman Gorman to approve payment of the bills as listed on the Warrant List and

Accounts Payable. VOTES: Gorman, yes; Molohon, yes; yes; Gain, yes; Wilson, yes; Sonnemaker, yes. Mayor Snyder declared the MOTION CARRIED.

B. A motion was made by Alderman Sonnemaker and seconded by Alderman Gain to approve the minutes of September 4, 2018 Regular Council Meeting, as amended, and the September 11, 2018 Special Council Meeting. VOTES: Molohon, yes; Gain, yes; Wilson, yes; Sonnemaker, yes; Gorman, yes. Mayor Snyder declared the MOTION CARRIED.

V. DEPARTMENTAL REPORTS

A. Water

1. Water Collector Georgia Ed gave the monthly Water Collector’s Report. With 4 months into the fiscal year we are ahead about $67,000. There are 3 adjustments. It is time for the annual adjustment. There is a scheduled 2% increase to take effect this month. An average 6000 gallon use for in-town the bill will go up $1.38. For out–of–town the bill would go up $1.50. Alderman Sonnemaker had a comment about the accounts that will have excessive issues that they be reviewed by the Water Committee. The Water Committee Chairman set a meeting of the Water Committee for Sept 25, 2018 at 7:00 PM to discuss over due water bills. A motion made by Alderman Gain seconded by Alderman Gorman to accept the Water Collectors Report and adjustments as presented. VOTES: Gorman, yes, Molohon, yes; Gain, yes; Wilson, yes; Sonnemaker, yes. Mayor Snyder declared the MOTION CARRIED.

2. Superintendent Dave Troxell gave the Superintendent’s Report. Meters read in 2.5 days. Had a couple of blocked Sewer Mains that needed repaired. Processed 9,390,000 gallons of water. Collected and treated 3,680,000 gallons of waste water. Discharged 8,769,000 gallons of waste water. Loss due to back washing the filters was 121,000 gallons. Alderman Wilson made the comment about City Employees involved in accidents, that the incident should be handled by an agency other than the Petersburg Police Department. Andrew Gain called a Police Committee Meeting for 6:45 September 25, 2018 to discuss outside agencies handling City incidents.

B. Streets

Superintendent Dave Troxell gave the Street Department Report. Still doing sidewalks, and some culverts, brush and bags. The road program done. Alderman Wilson asked what was the purpose of tearing up the road at 2nd and Sheridan. Also he talked about the cleaning the ditches at the ball diamond. It’s all dammed up. He also mentioned the railroad ties on the bank at Rutledge and 9th. They are starting to look bad and need to be repaired.

C. Zoning

Zoning Administrator John Ramage gave the 2nd Quarter Zoning Department Report. For the 2nd quarter we had 16 permits given out. The largest was for an addition to the St. Peter Catholic Church. He is working with Keith Moran on the Business District Tax. The 102 W Harris house is now part of the city. We are still working with The Army Coup of Engineers on the Small Flood Risk Management Study (flood wall for the east side of the railroad tracks).

VI. OFFICERS’ REPORTS

A. Mayor’s Report

1. Ordinance 2018-13. AN ORDINANCE ESTABLISHING THE PETERSBURG BUSINESS DISTRICT; APPROVING A BUSINESS DISTRICT PLAN; AUTHORIZING THE INPOSITION AND COLLECTION OF A SALES TAX WITHIN SUCH BUSINESS DISTRICT; AND APPROVING CERTAIN ACTIONS IN CONNECTION WITH THE ESTABLISHMENT OF SUCH BUSINESS DISTRICT. A motion made by Alderman Gorman seconded by Alderman Sonnemaker to approve Ordinance 2013-13 AN ORDINANCE ESTABLISHING THE PETERSBURG BUSINESS DISTRICT; APPROVING A BUSINESS DISTRICT PLAN; AUTHORIZING THE INPOSITION AND COLLECTION OF A SALES TAX WITHIN SUCH BUSINESS DISTRICT; AND APPROVING CERTAIN ACTIONS IN CONNECTION WITH THE ESTABLISHMENT OF SUCH BUSINESS DISTRICT. VOTES: Gain, yes; Wilson, no; Sonnemaker, yes; Gorman, yes; Molohon, yes. Mayor Snyder declared the MOTION CARRIED.

2. Discussion of the 2 lots south of Ace Hardware that the City owns.

3. Discussion of the Garbage Ordinance.

B. Treasurer’s Report

1. The Treasurer’s Report was presented. A motion made by Alderman Gain seconded by Alderman Molohon to approve the Treasurer’s Report. VOTES: Wilson, yes; Sonnemaker, yes; Gorman, yes; Molohon, yes; Gain, yes. Mayor Snyder declared the MOTION CARRIED.

VII. STANDING COMMITTEES’ REPORT

A. Personnel

1. Recommendation from the Personnel Committee to move Officer Michael Milligan from part time to full time. A motion made by Alderman Gorman seconded by Alderman Gain to accept the recommendation of the Personnel Committee to move Officer Michael Milligan from Part Time to Full Time effective October 16, 2018 at the entry level for a Full Time Officer. VOTES: Sonnemaker, yes; Gorman, yes; Molohon, yes; Gain, yes; Wilson, yes. Mayor Snyder declared the MOTION CARRIED.

VIII. SPECIAL COMMITTEES’ REPORT

A. Tree Committee

A motion made by Alderman Gorman seconded by Alderman Gain to accept the Tree Committee Minutes of September, 2018. VOTES: Gorman, yes; Molohon, yes; Gain, yes; Wilson, yes; Sonnemaker, yes. Mayor Snyder declared the MOTION CARRIED.

IX. Old Business

None

XI. NEW BUSINESS

Alderman Molohon asked about an issue with the family in the former Tom Elmore house on Jefferson about dogs barking. The police will investigate the issue.

XII. ADJOURNMENT

A motion was made by Alderman Wilson and seconded by Alderman Gorman to adjourn the meeting. VOTES: Gorman, yes; Molohon, yes; Grosboll, yes; Gain, yes; Wilson, yes; Sonnemaker, yes. Mayor Snyder declared the MOTION CARRIED. Meeting Adjourned at 9:00 PM
