Peru City Council met Oct. 1.

City Clerk Dave Bartley called the roll with Aldermen Potthoff, Ferrari, Lukosus, Radtke, Sapienza, Payton and Ballard present; Alderman Waldorf absent; Mayor Harl present.
All joined in the Pledge of Allegiance to the Flag of the United States of America. PUBLIC COMMENT
PRESENTATION
Navy veteran Dennis Znaniecki addressed council stating that local veterans groups are trying to bring a plaque back to Washington Park that once was at the Peru Veterans Memorial Pool. Mr. Znaniecki stated he said veterans want to replace the current flagpole and flag at the park and construct a wall that is 4 feet high and 8 feet long for the plaque to hang on. Mr. Znaniecki stated the new flagpole will be 30 feet tall, and the new flag will be 6-by-10 feet. Mr. Znaniecki stated the plaque was dedicated in 1927 and rededicated in 1987. Mr. Znaniecki stated the American Legion, VFW and Citizens Service Organization would pay for the project and the City would have no money involved. Mr. Znaniecki stated that all they needed is approval from the City and they would take care of the rest.
MINUTES
Mayor Harl presented the minutes of the Regular Meeting of September 17, 2018. Alderman Potthoff made a motion that the minutes be received and placed on file with correction made.
Alderman Potthoff made a motion to accept the Sales and Redevelopment Agreement for Property located within the North Commercial TIF District at 1839/1841 May Road. Alderman Potthoff Radtke seconded the motion. City Clerk Dave Bartley called the roll with Aldermen Potthoff, Ferrari, Waldorf, Lukosus, Radtke, Sapienza, Payton and Ballard voting aye; motion carried.
Alderman Radtke seconded the motion; motion carried.
FINANCIAL REPORTS
Mayor Harl presented the General Fund and Miscellaneous Funds Report for August 2018; Utility Fund Report for August 2018 and Sales, Home Rule, Use and Telecommunication Tax Receipts for June 2018. Alderman Potthoff made a motion the reports be received and placed on file. Alderman Ferrari seconded the motion; motion carried.
ACTIVITY REPORTS
Mayor Harl presented the Peru Volunteer Ambulance Service Inc. Activity Summary for August 2018. Alderman Lukosus made a motion the report be received and placed on file. Alderman Payton seconded the motion; motion carried.
FINANCE AND SAFETY COMMITTEE
Alderman Radtke presented the following disbursements for payment on October 3, 2018:

PUBLIC SERVICES COMMITTEE
Alderman Lukosus made a motion to approve Engineering Services Agreement with Chamlin and Associates for the East Wastewater Treatment Plant Bar Screen Replacement and Influent Piping Modification. Alderman Sapienza seconded the motion. City Clerk Dave Bartley called the roll with Aldermen Potthoff, Ferrari, Lukosus, Radtke, Sapienza, Payton and Ballard voting aye; Alderman Waldorf absent; motion carried.
Alderman Lukosus made a motion to amend the current Shared Services space needs assessment contract with Basalay, Cary & Alstadt to remove the City of Oglesby. Alderman Sapienza seconded the motion. REPORT OF CITY ATTORNEY/ORDINANCES AND RESOLUTIONS
Assistant Corporate Counsel Scott Schweickert presented the minutes of Planning/Zoning hearing held on September 26, 2018 concerning the petition of James Hardie Building Products Inc. seeking variances for property located at 17 Unytite Drive, Peru, IL. Alderman Lukosus made a motion the minutes be received, placed on file and concur with the recommendation. Alderman Sapienza seconded the motion; motion carried.
Assistant Corporate Counsel Scott Schweickert presented a proposed ordinance entitled:

Alderman Lukosus made a motion the ordinance be adopted as written and read. Alderman Sapienza seconded the motion. City Clerk Dave Bartley stated residents can buy bio-degradable yard bags from any store that sells them, however, the bags must have a City of Peru sticker on them. Clerk Bartley stated people who still have City of Peru bags can use those without a sticker until they run out. Clerk Bartley reported residents can still buy bags from the City Clerk s Office but there are less than 1,000 left. 0Clerk Bartley stated that once the city runs out of bags, it will not purchase more and will only sell the stickers. PROCLAMATIONS UNFINISHED BUSINESS NEW BUSINESS
Alderman Potthoff made a motion to seek sealed bids for sale of surplus vehicles/equipment. Alderman Lukosus seconded the motion. Clerk Bartley reported the information would be published on the website and in the News Tribune. City Clerk Dave Bartley called the roll with Aldermen Potthoff, Ferrari, Lukosus, Radtke, Sapienza, Payton and Ballard voting aye; Alderman Waldorf absent; motion carried.
Alderman Potthoff made a motion to appoint Cary Miller as Chairman of the Planning/Zoning Commission. Alderman Payton seconded the motion. City Clerk Dave Bartley called the roll with Aldermen Potthoff, Ferrari, Lukosus, Radtke, Sapienza, Payton and Ballard voting aye; Alderman Waldorf absent; motion carried.
Alderman Ballard made a motion to appoint Andy Moreno as new member of the Planning/Zoning Commission. Alderman Payton seconded the motion. City Clerk Dave Bartley called the roll with Aldermen Potthoff, Ferrari, Lukosus, Radtke, Sapienza, Payton and Ballard voting aye; Alderman Waldorf absent; motion carried.
PSM Jeff King reported on winterizing of parks and splash pad.
PETITIONS AND COMMUNICATIONS
Clerk Bartley presented a communication from Bethanie Albrecht requesting permission to hold a diabetes awareness walk through the American Diabetes Association at Baker Lake on Saturday, November 3rd. Alderman Ferrari made a motion the communication be received, placed on file and permission granted. Alderman Lukosus seconded the motion; motion carried.
PUBLIC COMMENT CLOSED SESSION ADJOURNMENT
Alderman Ferrari made a motion that the meeting be adjourned. Alderman Lukosus seconded the motion and motion carried. Meeting adjourned 7:26 p.m.
