City of Petersburg Council met Oct. 2.

Here is the minutes provided by the council:

I. CALL TO ORDER

Mayor Rick Snyder called the City Council to order at 7:13 p.m.

II. PRELIMINARY MATTERS

A. Members present were Mayor Rick Snyder, Aldermen Kevin Molohon, Andrew Gain, Bruce Gorman, Rick Sonnemaker, and Keith Wilson. Also present were Treasurer Dave Frick, City Clerk Ken Ortman and City Attorney Chris Sherer.

B. A motion was made by Alderman Wilson and seconded by Alderman Gain to approve the agenda as presented. VOTES: Sonnemaker, yes; Gorman, yes; Molohon, yes; Grosboll, yes; Gain, yes; Wilson, yes. Mayor Snyder declared the MOTION CARRIED.

III. CITY CLERK

A. The City Clerk presented the Warrant List and Accounts Payable.

A motion was made by Alderman Gorman and seconded by Alderman Sonnemaker to approve payment of the bills as listed on the Warrant List and Accounts Payable. VOTES: Gorman, yes; Molohon, yes; Gain, yes; Wilson, yes; Sonnemaker, yes. Mayor Snyder declared the MOTION CARRIED.

B. A motion was made by Alderman Gorman and seconded by Alderman Wilson to approve the minutes of September 18, 2018 Regular Meeting. VOTES: Molohon, yes; Gain, yes; Wilson, yes; Sonnemaker, yes; Gorman, yes. Mayor Snyder declared the MOTION CARRIED.

C. Executive Session – Discussion on Closed Minutes. A motion was made by Alderman Wilson seconded by Alderman Gorman to go into Executive Session for discussion of Executive Session Minutes. VOTES: Gain, yes; Wilson, yes; Sonnemaker, yes; Gorman, yes; Molohon, yes. Mayor Snyder declared the MOTION CARRIED.

D. A motion made by Alderman Gorman seconded by Alderman Gain to return to Regular Session. VOTES: Gain, yes; Wilson, yes; Sonnemaker, yes; Gorman, yes; Molohon, yes. Mayor Snyder declared the MOTION CARRIED.

E. A motion made by Alderman Gorman seconded by Alderman Wilson to keep all Executive Session Minutes currently closed to stay closed. VOTES: Wilson, yes; Sonnemaker, yes; Gorman, yes; Molohon, yes; Gain, yes. Mayor Snyder declared the MOTION CARRIED.

IV. DEPARTMENTAL REPORTS

A. Police

1. Assistant Chief Kelly gave the Monthly Police Department Report. No statistics available, Officer Dejaynes had a methamphetamine traffic stop. Last week we participated in a Family Fun Night at the school. There will be an Active Shooter Drill will be this Friday. Deputy Chief Kelly will be there.

Alderman Wilson commented about the three trailers on Eleventh Street.

Alderman Gorman asked about the Drug Task Force Officer. He is now working and the City has Paid our portion of the Fee for the year.

2. A recommendation from the Police Committee to change City Policy. A motion made by Alderman Gain seconded by Alderman Molohon to change the City Policy forthwith: Any accident involving City Employees in City vehicles will be investigated by the Menard County Sheriff’s Department. VOTES: Sonnemaker, yes; Gorman, yes; Molohon, yes; Gain, yes; Wilson, yes. Mayor Snyder declared the MOTION CARRIED. None

C. Zoning

A request was made from the Roseview Greenhouse for an extension on their Tax Increment Financing Agreement, dated August 7, 2018, with the City. The Demo Company has one project ahead of theirs.

A motion made by Alderman Gorman seconded by Alderman Sonnemaker to draft an extension for the Roseview Greenhouse Tax Increment Financing Agreement to December 7, 2018. VOTES: Gorman, yes; Molohon, yes; Gain, yes; Wilson, no; Sonnemaker, yes. Mayor Snyder declared the MOTION CARRIED.

V. OFFICERS’ REPORTS

A. Mayor’s Report

1. Request from the Menard County Clerk/Recorder.

They would like to use the Petersburg Fire House for the 2018 General Election held November 6, 2018. A motion made by Alderman Molohon seconded by Alderman Gain to allow the Menard Clerk/Recorder to use the Firehouse on November 5,6,and 7, 2018 for the General Election. VOTES: Molohon, yes; Gain, yes; Wilson, yes; Sonnemaker, yes; Gorman, yes. Mayor Snyder declared the

MOTION CARRIED.

2. Sale of lot behind Ace hardware.

Discussion of the sale of the lot. The council wants the Planning Commission to look at a Food Truck Ordinance first. Looking at the construction of a Flood Wall east of the tracks which would Put that lot out of the Flood Plane and allow it to be built upon. The mayor will have the Planning Commission work on a Food Truck Ordinance before we sell the lot.

City Liabilty and Workman’s Comp with Snedeker Insurance. The Cost has gone down by 8% from last year $138,915.00. A motion made Alderman Wilson seconded by Alderman Sonnemaker to approve to contract for Liability and Workman’s Comp Insurance in the amount of $138,915.00 with Snedeker Risk Management, LTD. VOTES: Gain, yes; Wilson, yes; Sonnemaker, yes; Gorman, yes; Molohon, yes.

Mayor Snyder declared the MOTION CARRIED.

Alderman Grosboll arrived at 7:44 PM.

B. Treasurer’s Report

1. Annual Appropriation Ordinance and City Budget FYE 2019.

ORDINANCE 2018-14 AN ORDINANCE ADOPTING THE ANNUAL APPROPRIATIONS FOR THE CITY OF PETERSBURG, ILLINOIS FOR THE FISCAL YEAR MAY 1, 2018 TO April 30, 1019. A motion made by Alderman Gorman seconded by Alderman Gain to approve ORDINANCE 2018-14 AN ORDINANCE

ADOPTING THE ANNUAL APPROPRIATIONS FOR THE CITY OF PETERSBURG, ILLINOIS FOR THE FISCAL YEAR MAY 1, 2018 TO April 30, 1019.

VOTES: Wilson, no; Sonnemaker, yes; Gorman, yes; Molohon, yes; Grosboll, abstain; Gain, yes. Mayor Snyder declared the MOTION CARRIED.

2. Employee Raises.

Discussion on Employee raises. There were questions on the amount and effective date. Alderman Wilson made a motion seconded by Alderman Sonnemaker to give all Non-Union Full Time Employees who had been employed 90 days prior to May 1, 2018 a $.50 per hour raise retro active to May 1, 2018. VOTES: Sonnemaker, yes; Gorman, yes; Molohon, yes; Grosboll, yes; Gain, yes; Wilson, yes. Mayor Snyder declared the MOTION CARRIED.

1. Police Committee Minutes of 9/25/18. A motion made by Alderman Gorman seconded by Alderman Sonnemaker to approve the Police Committee Minutes of 9/25/18. VOTES: Molohon, yes; Grosboll, yes; Gain, yes; Wilson, yes; Sonnemaker, yes; Gorman, yes. Mayor Snyder declared the MOTION CARRIED.

H. Water & Sewer

1. Water Committee Meeting Minutes of 9/25/18. A motion made by Alderman Molohon seconded by Alderman Gain to approve the Water/Sewer Committee Minutes of September 25, 2018 as amended.

Discussion was held about the recent water rate increase and the 2% yearly adjustment for 5 years. The Council will direct Attorney Sherer to adopt an ordinance to abate the 2% increase of ordinance 2017-09. VOTES: Gorman, yes; Molohon, yes; Grosboll, yes; Gain, yes; Wilson, yes; Sonnemaker, yes. Mayor Snyder declared the MOTION CARRIED.

VIII. HEARING OF CITIZENS

Crystal Hass – Burning in Town. Crystal has an issue with a neighbor that is burning garbage. It is against the City Ordinances to burn garbage in the City Limits. She also had a problem with an Abandoned Vehicle. The Police Department will look into both issues.

X. Old Business

1. Planning Commission is still working on the Garbage Ordinance. Alderman need to look what has been provided to them to look over and make suggestions.

2. Bids on Route 97 Water Line Project. Bids were opened in the Engineer’s Office. The City was not present for the opening. The Mayor has asked the Engineers to re-bid the project, no charge, and conduct the bid opening at the City of Petersburg. It will be October 23, 2018 at 10:00 AM.

3. Petersburg Poultry. Discussion on Petersburg Poultry.

X. NEW BUSINESS

1. Someone is interested in the old GG’s Restaurant Property.

2. Discussion on the new Lincoln TV.

3 Discussion on the construction being done on the old Laundromat Property.

4. Loosing Family Video and Athens State Bank is closing.

5. Meeting with Richard Shafer on a water line extension to Slone, R&H and that area.

XII. ADJOURNMENT

A motion was made by Alderman Gain and seconded by Alderman Grosboll to adjourn the meeting. VOTES: Gorman, yes; Molohon, yes; Grosboll, yes; Gain, yes; Wilson, yes; Sonnemaker, yes. Mayor Snyder declared the MOTION CARRIED. Meeting Adjourned at 8:48 PM.
