Village of Channahon Board of Trustees met Nov. 5.

Here is the minutes provided by the board:

Village President Moorman Schumacher called the meeting to order at 7:34 p.m. and a led the Board in the Pledge of Allegiance.

Roll call was taken with Trustees Greco, Host, McMillin, Perinar, Scaggs and Slocum present.

Also present were Village Administrator Tom Durkin, Director of Community Development and Information Systems Mike Petrick, Finance Director Heather Wagonblott, Village Attorney David Silverman and Village Clerk Kristin Hall.

VP Moorman Schumacher informed everyone present that the meeting was being recorded and anyone speaking at the meeting deems his/her consent to the recording of their likeness and speech.

Trustee Greco made a motion to approve the consent agenda as read. Seconded by Trustee Perinar.

MOTION CARRIED REPORTS & COMMUNICATIONS FROM VILLAGE OFFICIALS

A. VILLAGE PRESIDENT

Proclamation – Giving Tuesday on November 27, 2018

VP Moorman Schumacher read the proclamation.

Beth Bullard, Member of the People for Channahon Parks Foundation, thanked the Village of Channahon Board, on behalf of the People for Channahon Parks Foundation, for declaring November 27th as #GivingTuesday. She stated on November 27th, we invite you to consider the People for Channahon Parks Foundation by donating to the Arroyo Trails campaign. She stated you can find them on Facebook at People for Channahon Parks.

VP Moorman Schumacher asked how close is the park district to raising their funds for Arroyo Trails.

Ms. Bullard stated we are very close. She stated to date, we are at $1.3 million, with $2 million needed.

VP Moorman Schumacher stated so we only need $700,000 on Tuesday.

Reminder – Hostile Work Environment/Sexual Harassment Training Special Board Meeting on November 7, 2018 at 6:00 p.m.

Consider Approval – An Ordinance Providing for Design Standards of Small Wireless Facilities within the Village of Channahon

Consider Approval – An Ordinance Amending the Village of Channahon Code of Ordinances with Respect to Massage Establishment

Consider Approval – An Ordinance Regulating Burning in the Village of Channahon

Trustee Perinar made a motion to waive second read and approve An Ordinance Providing for Design Standards of Small Wireless Facilities within the Village of Channahon, An Ordinance Amending the Village of Channahon Code of Ordinances with Respect to Massage Establishment and An Ordinance Regulating Burning in the Village of Channahon. Seconded by Trustee Greco.

C. COMMUNITY DEVELOPMENT & INFORMATION

Consider Approval – An Ordinance of the Village of Channahon, Will and Grundy Counties, State of Illinois to Amend a Special Use Permit for a Planned Unit Development at Certain Property (04-10-18-200-015-0000, 04-10-18-400-025-0000, 04-10-18-400-026-0000) (Ravine Woods Unit 3) – 1st Read

Consider Approval – Ravine Woods Unit 3 Preliminary Plat

Petrick stated there is no action being sought on these items tonight.

Consider Approval – Website Design and Development

Trustee Host made a motion to approve the Website Design and Development with CivicPlus. Seconded by Trustee Greco.

Trustee Slocum asked where we left the Ravine Woods. Are we going to talk to the park district.

Petrick stated that his notes on Ravine Woods state that we were going to explore temporary bridges and a stub connection.

Trustee Greco asked if the fire department had comment about the one way in and one way out, as far as emergency vehicles.

Petrick stated it’s not ideal, but because they can turn around and circulate, that is their main concern. He stated the previous plan would land lock a truck, once it went down it couldn’t get back out.

Trustee Slocum asked if we could talk to the land owner just to the north of the subdivision to see if there is anything that could be worked out for a temporary construction road.

Petrick stated that may be possible.

Thomas Carroll, engineer and land surveyors representing the applicant, stated his client has been in contact with the land owner to the north and they discussed the possibilities of land swaps, purchasing properties and there was nothing that could be worked out with the land owner to the north. He stated as far as temporary bridges, it is really not a feasible option; you have a ravine to the south that the park district is working on, the Dupage River to the east. He stated it is not feasible to do any temporary or permanent bridges. He stated we’ve been working with the Village since January, went through the process, made the amendments to the plan and worked with the fire department and the school district to revise those streets. He stated at this point, he’s not sure that anything else could be done to the plan beyond what is presented. He doesn’t feel there are a need for any other discussions. He asked when it would be back for approval.

Petrick stated the next meeting two weeks from tonight, November 19th.

He stated that Planning and Zoning is Tuesday of next week, because Monday is a holiday for the Village of Channahon for Veteran’s Day. He stated the meeting will be Tuesday at 6:00 p.m., tentatively the final plat for Four Oaks Subdivision will go forward. He also stated they’ve hit 100 new construction permits for the year and network and wifi upgrades will take place in the next week or two, to increase internet speed security and management.

D. FINANCE DEPARTMENT

Consider Approval – April 30, 2018 Comprehensive Annual Financial Report

Trustee Scaggs made a motion to accept the April 30, 2018 Comprehensive Annual Financial Report. Seconded by Trustee Greco.

Trustee Greco made a motion to accept the Police Pension 2018 Tax Levy Demand Letter. Seconded by Trustee Scaggs.

Trustee Perinar made a motion to waive second read and approve An Ordinance Amending the Dangerous Dogs Ordinance of the Channahon Code of Ordinances to include a Provision Requiring Compliance with Restrictions Imposed by a Finding of a Dangerous Dog. Seconded by Trustee Greco.

Consider Approval – Purchase of Rock Salt for 2018-2019 Winter Season

Trustee Perinar made a motion to approve the 2018 Shoulder Maintenance Program Contract Change Order, the Pump Replacement for Ravine Woods Lift Station (Revised), Approval of a Contract for Waste Water Disposal contingent upon lab results approved by the Public Works Director, Southfield Church – Improvement Completion Guarantee Reduction Request and the Purchase of Rock Salt for 2018-2019 Winter Season. Seconded by Trustee Scaggs.

G. VILLAGE ATTORNEY

Village Attorney stated he had no report.

COMMITTEE REPORTS

Trustee Sam Greco – Finance/Human Resources

Trustee Greco thanked Wagonblott and staff for another job well done on the audit. He stated things are moving smoothly in Finance.

Trustee Patricia Perinar – Community & Legislative Affairs

Trustee Perinar stated Early Voting ended on Friday and the girls took in 725 voters within the two week period, so they were very busy.

VP Moorman Schumacher stated she heard Romeoville called because they were very impressed they had 1,000 and they are considerably larger than we are.

Trustee Scaggs stated that Troy Township conducted Early Voting for Village of Shorewood this year, and they had close to 2,000.

Trustee Perinar stated that Election Day was tomorrow, November 6th and that the polls will be open from 6:00 a.m. and will close at 7:00 p.m. She stated that the Village Hall is a Polling Place, so be sure to check were your Polling Place is through Will or Grundy Counties. She mentioned there is a Special Board Meeting on Wednesday, November 7th and the Village Hall will be closed on Monday, November 12th for Veteran’s Day.

Trustee Chantal Host – Public Safety/Emergency Support

Trustee Host stated the Police Department participated in the Haunted Squad, which was very successful. She stated it allowed the area children to trick-or-treat early and interact with the Police Department. She stated the Haunted Squad was visit by over 100 of the community’s children and they received a glow necklace as a part of safety measures. She also stated the Police Department is participating in No Shave November to support Pink Heals. She stated officers participating must make a donation to the local Pink Heals chapter, however anyone can make a donation. She stated the Girl’s Minooka High School Cross Country team got 5th place at State and her daughter was part of that. She stated our community really comes together for stuff like this.

VP Moorman Schumacher stated that Trustee Host’s daughter, Jocelyn has had a phenomenal year so congrats to her and the entire team.

Trustee Host also stated that the Boy’s team went down as well and they received 22nd place.

Trustee Scott McMillin – Public Works and Facility – No Report.

Trustee Mark Scaggs – Community Development – No Report.

Trustee Scott Slocum – Technology/Community Image/Code Enforcement

Trustee Slocum stated he went down to Springfield last Tuesday for a Illinois Traffic Safety Summit. He stated it’s pretty neat what some of these towns are doing to deter texting and watching videos while driving. He stated in May 2015, 61% of the people that were driving were texting at some point and now that number is up to 81%. He also stated in May 2015, 33% were emailing while driving and that number is up to 60% and 20% of people watched videos while driving and that number is up to 40% now.

VP Moorman Schumacher stated it is frightening pulling up to someone and they are watching a video or reading a newspaper while they are driving.

Trustee Slocum stated some communities are parking cherry pickers on the side of the road to make it look like Public Works is working and they will nail them right there. He also stated they have signs go up saying this store is having a special sale when really it’s a police officer nailing them. He stated some of them are getting pretty creative.
