Village of Williamsville Village Board met May 13.

The Town Hall/board meeting was called to order at 6:30 pm by President Yokley. Clerk: Karen Winger.
Trustees: Dave Carter, John Brennan, Heather Hofferkamp, Patrick Gettleman, Skylar Tierney, Absent: Matt Bunger.
GUESTS: See attached list. Williamsville Youth & Government attended the meeting. The Youth & Government students assisted with running the meeting.
Jon Calloway, resident of 128 West Flagg Street, attended the meeting to discuss a problem he has been experiencing involving a drone. He states someone is flying a drone above his property, above the swing set in his yard. He feels that this is an invasion of his privacy. The Village will be looking into surrounding communities’ ordinances involving drones, to find a way to stop this type of situation.
COMMUNICATIONS: Trustee Brennan asked to amend the agenda to move Public Safety to the top of the agenda. No objections to the amendment.
Trustee Carter made a motion to approve the minutes of the regular board meeting held on April 22, 2019. Trustee Brennan seconded the motion. All ayes, motion carried.
Trustee Carter, Trustee Gettleman, and Trustee Hofferkamp were sworn in.
PUBLIC SAFETY (John Brennan): Trustee Brennan made a motion to pass Ordinance # 2019-3, amending Chapter 190 Section 190.03 tobacco and minors of the Code of the Village of Williamsville. Trustee Gettleman seconded the motion. All ayes, motion carried. This will take effect on July 1, 2019.
Trustee Brennan introduced an ordinance amending Chapter 155 Section 155-3 animals of the Code of the Village of Williamsville. This ordinance coincides with the County’s regarding impound fees. This ordinance will be passed at the next board meeting.
Trustee Brennan introduced an ordinance amending Chapter 115 of the Code of the Village of Williamsville. This ordinance pertains to animal bites. This ordinance will be passed at the next board meeting.
Trustee Brennan made a motion to approve the Williamsville Police Department Pursuit Policy. Trustee Hofferkamp seconded the motion. All ayes, motion carried.
Trustee Brennan shared the Incident Analysis report for March and April.
COMMITTEE REPORTS:
FINANCE: Trustee Tierney made a motion to approve the bills as presented. Trustee Brennan seconded the motion. All ayes, motion carried
Trustee Tierney made a motion to pass the MFT Resolution in the amount of $53,000. Trustee Brennan seconded the motion. All ayes, motion carried.
Trustee Tierney made a motion to donate $500 to the Williamsville Youth & Government program. Trustee Brennan seconded the motion. All ayes, motion carried.
Tonia Faloon-Sullivan discussed the Youth & Government program. She thanked the Village for their generous donation and the hands-on experience the Village has given the students. Trustee Hofferkamp thanked Tonia and the Youth & Government program.
President Yokley and Karen Winger recently met with the Williamsville State Bank to discuss rates. The Village has received notice from WSB of the rates they are willing to offer. (See attached.)
Trustee Carter made a motion to accept the proposed 2.3% guaranteed rate for 6 months from Williamsville State Bank & Trust. Trustee Tierney seconded the motion. Trustee Gettleman voted “present”. All the rest were “ayes”. Motion was passed.
President Yokley stated the Village will publish an RFP in approximately four months, to open the opportunity to all banks within a certain radius of the Village Hall.
WATER & SEWER, (Matt Bunger): Trustee Bunger was absent.
ECONOMIC DEVELOPMENT (Hofferkamp): President Yokley stated he has received four complaints regarding garbage trucks driving in the alleys. He asked the Economic Development committee and the Streets/Alleys committee to look at a way to eliminate the garbage trucks from driving down the alleys. The garbage trucks are destroying the alleys.
Trustee Hofferkamp stated her committee will discuss the TIF application at the committee meeting to be held on May 28th. The committee will also discuss the business update newsletter.
Scott Pruitt’s new mechanical business is open for business now.
PARKS & RECREATION (Dave Carter): Trustee Carter invited everyone to attend the next Healthy Kids Run. This will be the last event of the season. Trustee Carter thanked everyone who has made the event possible. There were approximately 200 kids involved in the event.
STREETS, ALLEYS, SIDEWALKS & STORM SEWERS (Patrick Gettleman): Trustee Gettleman asked the status of the empty lot (Michael Johnson’s property). Randy Segatto is currently working on this project.
Trustee Gettleman asked the status of the Main Street drainage project. President Yokley stated he hopes to start the project as soon as possible weather permitting. The contractor that we would like to hire, states he may be available starting in June. However; President Yokley states the main hold up will be the boring crews for Cass Comm. He stated there are three crews in Sherman. The Public Works employees have to locate all the services.
Trustee Gettleman asked the status of the lots behind the library. President Yokley stated the Village is still waiting on a response from the state regarding a drainage issue.
ADDITIONAL BUSINESS: Trustee Tierney made a motion to approve $250 to become a co-sponsor of a Vocal Music Booster scholarship. Trustee Brennan seconded the motion. All ayes, motion carried.
The regular board meeting of the Board of Trustees for the Village of Williamsville adjourned at 7:07 p.m.
