City of Peru Public Services Committee met July 1.

Here is the minutes provided by the committee:

COMMITTEE MEMBERS PRESENT: Alderman Waldorf, Ferrari, Lukosus and Ballard present; Mayor Harl absent.

OTHER PERSONS PRESENT: City Clerk Dave Bartley, Alderman Sapienza, Alderman Payton, ASM Doug Bernabei, PSM Jeff King, City Engineer Eric Carls, Finance Officer Justin Miller, Economic Development Director Bob Vickery, Don Kowalczyk of T.E.S.T. and Mike Perry of Chamlin and Associates

MINUTES

Alderman Waldorf made a motion to approve the Public Services Meeting minutes of June 17, 2019. Alderman Lukosus seconded the motion; motion carried.

PUBLIC COMMENT

None

WATER & SEWER

City Engineer Eric Carls reported the following on the Donlar Avenue lift station complete failure:

· John Pohar and Sons has installed an emergency bypass

· Recommended rebuilding elsewhere

o Purchase land from U.S. Silica

· Active insurance claim

o Potential impact from Ameren pipeline boring

City Engineer Eric Carls stated it is his opinion the failure is due to boring impact and sand.

PSM/Fire Chief Jeff King reported on a planned de-watering preventative maintenance of Arby’s Lift Station and will work with James Hardie to coordinate.

T.E.S.T.

Don Kowalczyk of T.E.S.T. reported on the need for a new raw water pump and the water treatment plant.

STREETS & ALLEY

None

ELECTRIC

Alderman Lukosus made a motion to seek bids on 40’ Class 1 Wood Power Poles. Alderman Ballard seconded the motion; motion carried.

Alderman Lukosus reported on an opportunity to participate in a cyber security, one-year trial through the IMEA. The Committee was in favor.

LANDFILL

None

AIRPORT

None

CEMETERY

Alderman Ballard made a motion to approve contract with Specialty Landscape Maintenance for landscaping at mausoleum in the amount of $5,380.00. Alderman Waldorf seconded the motion. City Clerk Dave Bartley called the roll with Aldermen Waldorf, Ferrari, Lukosus and Ballard voting aye; Mayor Harl absent; motion carried. PARKS & RECREATION

PSM/Fire Chief Jeff King reported the July 3rd fireworks are still on and stated they built a road with grindings from Veterans Park. Clerk Bartley reported on the food vendor area at the corner of Putnam and Water Street. Also coordination of porta-potties, hand washing stations, power and water.

CODE ENFORCEMENT

None

ENGINEERING

City Engineer Eric Carls provided an update on the following projects:

· Peoria Street Water Main

o Near completion

o Patches down

· Area 1 Phase 4 Sewer Separation

o Ahead of schedule

· General Fund Street Program

o Bid opening July 8th

· Peoria Street Expansion

o August bid opening

· Unytite Drive

o September bid opening

City Engineer Eric Carls reported he is preparing a property listing identifying out of repair structures.

BUILDINGS & GROUNDS

Alderman Lukosus reported he has shown the building at 1830 4th and is expecting a proposal.

Economic Development Director Bob Vickrey proposed as part of the approval with Schain Banks economic development presentation drone videos, offer private donor properties.

OLD BUSINESS

NEW BUSINESS

Finance Officer Justin Miller presented a request from the United Way of the Illinois Valley to hold a “Car Smash” fundraiser event at the city’s Water Street lot. Committee agreed.

Chairman Waldorf made a motion to adjourn the meeting. Alderman Ferrari seconded the motion; motion carried.
