First responders play a key role in public safety, often working under difficult and dangerous conditions to protect communities. According to the Federal Emergency Management Agency (FEMA), there are about 4.6 million career and volunteer first responders in the United States. This group includes around 1.1 million firefighters—most of whom are volunteers—about 800,000 police officers, and more than 240,000 paramedics and EMTs. Collectively, they respond to approximately 240 million calls each year.
The demands of their jobs mean that first responders face unique challenges. Many encounter high-stress situations that can lead to mental health issues. The Substance Abuse and Mental Health Services Administration (SAMHSA) reports that 30% of first responders develop behavioral health conditions such as depression and PTSD, compared to 20% in the general population.
State Representative Mike Coffey has made supporting first responders a focus of his work in Illinois. "Supporting first responders is a priority for Rep. Coffey and he wants to ensure they have the benefits and resources they need to protect our communities and to take care of their wellness and mental health needs," according to his office. "Every year, Rep. Coffey visits with first responders to hear directly from them about state issues and what legislators can do to improve their jobs and retirement."
Coffey, a Republican, was elected in 2023 to represent Illinois’ 95th House District after replacing former representative Tim Butler.
