City of Petersburg City Council met July 16.

Here is the agenda provided by the council:

I. CALL TO ORDER

Mayor Rick Snyder called the City Council to order at 7:04 p.m.

II. PRELIMINARY MATTERS

A. Members present were Mayor Rick Snyder, Aldermen Kevin Molohon, Andrew Gain, Bruce Gorman, Rick Sonnemaker, and Mike Allison. Also present were Treasurer Dave Frick, City Clerk Ken Ortman and City Attorney John Gabala. Alderman Nathan Grosboll was absent.

B. Mayor Snyder led the Council in the Pledge of Allegiance to the Flag of the United States of America.

C. A motion was made by Alderman Allison and seconded by Alderman Gorman to approve the agenda as amended. VOTES: Sonnemaker, yes; Gorman, yes; Molohon, yes; Allison, yes. Mayor Snyder declared the MOTION CARRIED.

III. CITY CLERK

A. The City Clerk presented the Warrant List and Accounts Payable.

A motion was made by Alderman Gorman and seconded by Alderman Molohon to approve payment of the bills as listed on the Warrant List and Accounts Payable. VOTES: Gorman, yes; Molohon, yes; Gain, yes; Allison, yes; Sonnemaker, yes. Mayor Snyder declared the MOTION CARRIED.

B. A motion was made by Alderman Gorman and seconded by Alderman Allison to approve the minutes of July 2, 2017 Regular Meeting. VOTES: Molohon, yes; Gain, abstain; Allison, yes; Sonnemaker, yes; Gorman, yes. Mayor Snyder declared the MOTION CARRIED.

IV. DEPARTMENTAL REPORTS

A. Water

1. Water Collector Georgia Ed presented the Water Collectors Report. We are in the second month of the fiscal year. Discussion on the adjustment for New Salem $4060.40 1,109,400 gallons for sewer adjustment. A motion made by Alderman Gorman seconded by Alderman Gain to approve the Water Collectors Report for June 2019, adjustments and agreements as presented. VOTES: Gorman, yes, Molohon, yes; Gain, yes; Allison, yes; Sonnemaker, yes. Mayor Snyder declared the MOTION CARRIED. A question was asked about the storage of our sand at the Petersburg Poultry Plant.

2. Water Superintendent Dave Troxell gave the Water Department Report. Water Line project is moving along.

A. All service connections except Subway and the old drive up bank are connected. And we have two 6” mains to connect also. Petersburg Plumbing will then be done. The city will need to remove the old hydrants.

B. Furnace at the water plant has a open loop and a closed loop for Geo Thermal. The closed loop is causing all the leaks because of PH Balance. We also have a company that can replace the furnace that is not working for around $6000 to $7000.

C. Discussion of purchasing a used water truck. Wanting to spend about $8000 to $9000 for a half ton.

B. Street

1. Street Superintendent Dave Troxell gave the Street Department report.

A. Looking for a new Street Dept truck. We can get a 4WD Regular Cab with hooks ups for plow for $35,000.00 and add another 24,000.00 for plow, bed and hydraulics.

C. Zoning

1. Zoning Administrator John Ramage gave the Zoning Administrator’s Report.

A. Request to add Jeff Koch to the Planning Commission. Dale Sinclair is retiring. A Motion made by Alderman Gorman seconded by Alderman Gain to approve Jeff Koch to the Planning Commission. VOTES: Gain, yes; Allison, yes; Sonnemaker, yes; Gorman, yes; Molohon, yes. Mayor Snyder declared the MOTION CARRIED.

2. Resolution 2019-05 A RESOLUTION TO THE ACE GAMING PARLOR FOR A PROJECT UTILIZING TAX INCREMENT FINANCING ON CERTAIN PROPERTY LOCATED AT 106 E JACKSON STREET IN THE CITY OF PETERSBURG, ILLINOIS. A motion made by Alderman Gorman seconded by Alderman Sonnemaker to approve Resolution 2019-05. A RESOLUTION TO THE ACE GAMING PARLOR FOR A PROJECT UTILIZING TAX INCREMENT FINANCING ON CERTAIN PROPERTY LOCATED AT 106 E JACKSON STREET IN THE CITY OF PETERSBURG, ILLINOIS. VOTES: Allison, yes; Sonnemaker, yes; Gorman, yes; Molohon, yes; Gain, yes. Mayor Snyder declared the MOTION CARRIED.

V. OFFICERS’ REPORTS

A. Mayor’s Report

1. Discussion on the Senior Citizen’s Bingo Prizes Bank Account. Discussion on the account used for the Senior Bingo Prizes. The Council decided to not provide funds for this account.

2. Discussion about the speed limit on Sangamon Highway 123. The Mayor would like to proceed with getting the speed limit on E Sangamon starting from the East side of the River Bridge lowered to 35 MPH or 25 MPH because of the businesses located there.

B. Treasurer’s Report

The Treasurer David Frick presented the Treasurer’s Report. A motion made by Alderman Gain seconded by Alderman Sonnemaker to approve the Treasurers Report. VOTES: Sonnemaker, yes; Gorman, yes; Molohon, yes; Gain, yes; Allison, yes. Mayor Snyder declared the MOTION CARRIED.

VI. STANDING COMMITTEES’ REPORT

NONE

VII. SPECIAL COMMITTEES’ REPORT

A. Tree Committee Minutes of July 2019. A motion made by Alderman Gorman seconded by Alderman Gain to approve the Tree Committee Minutes of July 2019. VOTES: Gorman, yes; Molohon, yes; Gain, yes; Allison, yes; Sonnemaker, yes. Mayor Snyder declared the MOTION CARRIED.

VIII. HEARING OF CITIZENS

NONE

X. Old Business

Chief Pat Rebbe had mention at the July 2 meeting about bringing 3 names to add to the Fire Department. They are Thomas Korth, Jeremy Schoby, and Justin Luft. A motion made by Alderman Gorman seconded by Alderman Allison to approve Thomas Korth, Jeremy Schoby, and Justin Luft as probationary Fireman to the Petersburg Fire Department. VOTES: Molohon, yes; Gain, yes; Allison, yes; Sonnemaker, yes; Gorman, yes. Mayor Snyder declared the MOTION CARRIED.

X. NEW BUSINESS

A. Tickets to State Fair. August 17, 2019 at 12 noon is Local Officials Day at the State Fair with a luncheon on the Directors lawn. If any city official would like tickets to go please contact Tracy.

B. Alderman Gain would like to set up a Committee meeting for the Personnel and Police Committee to discuss some applicants for the department. Meeting set for July 23, 2019 7:00 PM.

XII. ADJOURNMENT

A motion was made by Alderman Gain and seconded by Alderman Grosboll to adjourn the meeting. VOTES: Gorman, yes; Molohon, yes;, yes; Allison, yes; Sonnemaker, yes. Mayor Snyder declared the MOTION CARRIED. Meeting Adjourned at 8:17PM.
