City of Petersburg City Council met September 3

City of Petersburg City Council met Sept. 3.

Here is the agenda provided by the council:

I. CALL TO ORDER

Mayor Rick Snyder called the City Council to order at 7:04 p.m.

II. PRELIMINARY MATTERS

A. Members present were Mayor Rick Snyder, Aldermen Kevin Molohon, Nathan Grosboll, Andrew Gain, Bruce Gorman, and Rick Sonnemaker, Also present were Treasurer Dave Frick, City Clerk Ken Ortman and City Attorney Chris Sherer. Alderman Mike Allison was absent.

B. Mayor Snyder led the Council in the Pledge of Allegiance to the Flag of the United States of America.

C. A motion was made by Alderman Molohon and seconded by Alderman Gorman to approve the agenda as Presented. VOTES: Sonnemaker, yes; Gorman, yes; Molohon, yes; Grosboll, yes; Gain, yes. Mayor Snyder declared the MOTION CARRIED.

III. CITY CLERK

A. The City Clerk presented the Warrant List and Accounts Payable.

A motion was made by Alderman Gorman and seconded by Alderman Sonnemaker to approve payment of the bills as listed on the Warrant List and Accounts Payable. VOTES: Gorman, yes; Molohon, yes; Grosboll, yes; Gain, yes; Sonnemaker, yes. Mayor Snyder declared the MOTION CARRIED.

B. A motion was made by Alderman Sonnemaker and seconded by Alderman Gain to approve the minutes of August 20, 2019 Regular Meeting as corrected. VOTES: Molohon, yes; Grosboll, yes; Gain, yes; Sonnemaker, yes; Gorman, abstain. Mayor Snyder declared the MOTION CARRIED.

C. The Alderman will have two weeks to review the Closed Executive Session Minutes in my office. At the next meeting we will hold an Executive Session to determine which Ex Session Min should stay open or closed.

IV. DEPARTMENTAL REPORTS

A. Police

Police Chief John Jones gave the Police Report.

1. Need to fill a Patrol Officer position as Sean Kelly left the department. They would like to promote PT Officer Nathan Lytle to

a Full Time Officer.

A motion made by Alderman Sonnemaker seconded by Alderman Grosboll to approve hiring Part Time Officer Nathan Lytle as a Full Time Officer. VOTES: Grosboll, yes; Gain, yes; Sonnemaker, yes; Gorman, yes, Molohon, yes. Mayor Snyder declared the MOTION CARRIED.

2. Discussion about creating a Sergeants Position and the person they want to promote is Luke Standley.

A motion made by Alderman Gorman seconded by Alderman Gain to discuss the Sergeants Position. VOTES: Gain, yes; Sonnemaker, yes; Gorman, yes; Molohon, yes; Grosboll, yes. Mayor Snyder declared the MOTION CARRIED. 

The Council went into Executive Session at 7:16 PM.

A motion made by Alderman Gorman seconded by Alderman Gain to return to Regular Session. VOTES: Sonnemaker, yes; Gorman, yes; Molohon, yes; Grosboll, yes; Gain, yes. Mayor Snyder declared the MOTION CARRIED. The Council returned to Regular Session at 7:24 PM.

A motion made by Alderman Gorman seconded by Alderman Gain to Promote Patrol Officer Luke Standley to the position of Sergeant contingent on approval of the union and verification of wage. VOTES: Sonnemaker, yes; Gorman, yes; Molohon, yes; Grosboll, yes; Gain, yes. Mayor Snyder declared the MOTION CARRIED.

B. Fire

1. Fire Chief Pat Rebbe gave the Chief’s Report.

The Fire Department had 22 calls for the month of September. Hose testing was done, maintenance on extrication equipment to be preformed. Discussion on Purchasing a Flat Screen TV to use for training. The Pancake & Sausage Breakfast will be from 7AM to 10:30 AM the Saturday of Harvest Fest.

V. OFFICERS’ REPORTS

A. Mayor’s Report

1. Request for TIF Façade Grant for Hello Sunshine.

Discussion on the Hello Sunshine Façade TIF Grant application. A motion made by Alderman Gain seconded by Alderman Sonnemaker to approve the TIF Grant Application from Hello Sunshine in the amount of $4890.00. VOTES: Gorman, yes; Molohon, yes; Grosboll, yes; Gain, yes; Sonnemaker, yes. Mayor Snyder declared the MOTION CARRIED.

2. Resolution 2019-10 A RESOLUTION FOR THE DEMOLITION OF A CERTAIN PROPERTY LOCATED AT 102 W. HARRIS STREET IN THE CITY OF PETERSBURG, ILLINOIS. A motion made by Alderman Gorman seconded by Alderman Gain to approve Resolution 2019-10 A RESOLUTION FOR THE DEMOLITION OF A CERTAIN PROPERTY LOCATED AT 102 W. HARRIS STREET IN THE CITY OF PETERSBURG, ILLINOIS. VOTES: Molohon, yes; Grosboll, yes; Gain, yes; Sonnemaker, yes; Gorman, yes. Mayor Snyder declared the MOTION CARRIED.

3. Shady Lane Parcels. The City was contacted by the Attorneys of the Estate for Kenneth and Angela Beauchamp in regards to the section of land on Shady Oaks Lane. The City does not own that section of road 12-07-400-017. The executor of the estate wants to deed the road to the City. On consensus, the Council has agreed to take over the road.

VII. SPECIAL COMMITTEES’ REPORT

VIII. HEARING OF CITIZENS

A. Amy Thorton has requested the use of 7th Street from Taylor to the South Side of the Court House for The Annual Halloween Parade being held October 26, 2019 4 PM to 6 PM. A motion made by Alderman Gorman seconded by Alderman Grosboll to approve the Halloween Parade Route and road closure. VOTES: Grosboll, yes; Gain, yes; Sonnemaker, yes; Gorman, yes, Molohon, yes. Mayor Snyder declared the MOTION CARRIED.

X. Old Business

1. Jeep Rally June 2020. Question on having food venders during the Rally. The Council suggested that we don’t allow food venders because of the restaurants around town should have the business.

2. Petersburg Poultry. All the city material has been removed from his land and he has till Dec. 2, 2019 to pay his current overdue water bill in full.

XII. ADJOURNMENT

A motion was made by Alderman Gorman and seconded by Alderman Gain to adjourn the meeting. VOTES: Gorman, yes; Molohon, yes; Grosboll, yes; Gain, yes; Sonnemaker, yes. Mayor Snyder declared the MOTION CARRIED. Meeting Adjourned at 8:04PM.
