Village of Williamsville Village Board met Sept. 23.

Here is the minutes provided by the board:

The Town Hall/board meeting was called to order at 6:30 pm by President Yokley. Clerk: Karen Winger.

Trustees: Dave Carter, Heather Hofferkamp, Patrick Gettleman, Matt Bunger. Absent: Trustee Tierney, Trustee Brennan

GUESTS: See attached list.

Superintendent Tip Reedy and Brenda Carter attended the meeting to discuss the Vision Committee and their plans for school improvements. Brenda also invited everyone to the open houses they will be hosting. They are hosting these meetings to receive and compile feedback from the citizens.

COMMUNICATIONS: President Yokley thanked the Village employees for the street repair project. He also complimented them on how nice the park looks.

Trustee Gettleman made a motion to approve the minutes of the regular board meeting held on September 9, 2019. Trustee Bunger seconded the motion. All ayes, motion carried.

COMMITTEE REPORTS:

FINANCE: (Trustee Tierney was absent.) Trustee Hofferkamp made a motion to pay bills as presented. Trustee Carter seconded the motion. All ayes, motion carried.

Trustee Hofferkamp made a motion to approve the tax levy extension. Aggregate property tax extension is $116,511.00. Library’s aggregate extension is $49,815.00. Trustee Bunger seconded the motion. All ayes, motion carried.

PUBLIC SAFETY (John Brennan): Trustee Brennan was absent.

Trustee Carter introduced an ordinance amending Chapter 270 pertaining to tobacco/vaping products. This ordinance will be

passed at the next board meeting.

Trustee Carter made a motion to pass Ordinance # 2019-7, amending the code by the addition of Chapter 272 Article V imposing a municipal cannabis retailers’ occupation tax. Trustee Gettleman seconded the motion. All ayes, motion carried.

Trustee Carter stated there is a public hearing scheduled for October 15th at 5:30 p.m. to give the public a chance to give their input on the sale of cannabis.

WATER & SEWER, (Matt Bunger): Trustee Bunger stated Kent is still seeking some estimates for some upgrades that are needed to the telemetry system.

Trustee Bunger will be scheduling a budget meeting for water and sewer.

ECONOMIC DEVELOPMENT (Hofferkamp): Trustee Hofferkamp stated Ted Contri has been contacted to give a bid on renovations to the Community Center. Ted has asked that we obtain a design for the project as the first step. He will be giving us contact information for some individuals who can assist with the design.

Trustee Hofferkmap stated she hasn’t heard anything from Speedway. President Yokley stated he was told they will be doing the paving this week.

PARKS & RECREATION (Dave Carter): Trustee Carter complimented the Healthy Fun Run that is held on Sunday’s. He thanked everyone who is involved with that. He also invited everyone to attend the event.

Trustee Carter thanked Public Works for their hard work at the park. He also thanked JFL for their great job of cleaning up.

President Yokley stated he has received several compliments regarding the sidewalks.

STREETS, ALLEYS, SIDEWALKS & STORM SEWERS (Patrick Gettleman): Trustee Gettleman stated there is a new law that states sidewalks need to have a 5ft. turn around. He states that the Village will be installing some 5ft sidewalks on Main and Pine Street.

President Yokley stated he has met with Mike Trello and John Sestak regarding the overpass project. He stated due to the weather, not all the dirt that needed to be moved was able to be moved. He stated they are looking into pushing the dirt up closer to the abutments so they can build the bridge. He states no figures have been acquired for this plan yet. He also stated we will be receiving a little dirt that has some lime in it from a fertilizer company. The idea of using tailings from the mine did not work out.

President Yokley states that Main Street needs some repair. He said he has talked to John Sestak about the areas that need repaired. He suggested cutting out the sections that need replaced and install an overlay. He said this is just preliminary, but Main Street is TIF eligible. He states the TIF fund has approximately $300,000. He reminded everyone that the TIF expires in 2022. This project would not be started until the trucks are done hauling for the overpass.

ADDITIONAL BUSINESS: President Yokley stated we have received IDOT’s approval for the Richardson Subdivision for the drainage. He stated we will be acquiring some estimates for extending the water and the sewer to that area.

The regular board meeting of the Board of Trustees for the Village of Williamsville adjourned at 6:51 p.m.
