City of Petersburg City Council met November 5

Meeting 11

City of Petersburg City Council met Nov. 5.

Here is the minutes provided by the council:

I. CALL TO ORDER

Mayor Rick Snyder called the City Council to order at 7:00 p.m.

II. PRELIMINARY MATTERS

A. Members present were Mayor Rick Snyder, Aldermen Kevin Molohon, Andrew Gain, Bruce Gorman, and Mike Allison. Also present were Treasurer Dave Frick, City Clerk Ken Ortman and City Attorney Bailey Felts.

B. Mayor Snyder led the Council in the Pledge of Allegiance to the Flag of the United States of America.

C. A motion was made by Alderman Allison and seconded by Alderman Gorman to approve the agenda as Presented. VOTES: Gorman, yes; Molohon, yes; Gain, yes; Allison, yes. Mayor Snyder declared the MOTION CARRIED.

III. CITY CLERK

A. The City Clerk presented the Warrant List and Accounts Payable.

A motion was made by Alderman Gorman and seconded by Alderman Gain to approve payment of the bills as listed on the Warrant List and Accounts Payable. VOTES: Gorman, yes; Molohon, yes; Gain, yes; Allison, yes. Mayor Snyder declared the MOTION CARRIED.

B. A motion was made by Alderman Molohon and seconded by Alderman Gorman to approve the minutes of October 15, 2019 Regular Meeting. VOTES: Molohon, yes; Gain, yes; Allison, yes; Gorman, yes. Mayor Snyder declared the MOTION CARRIED.

IV Hearing of Citizens

A. Connie Sampson discussion about having food venders for the Witches Walk and Christmas in Petersburg events.

B. Anne Smith discussion on The Menard County Housing Information and to invite the Council to a meeting on Thursday Nov. 7, 2019 at 1PM at City Hall.

V. DEPARTMENTAL REPORTS

A. Police

1. Police Chief John Jones gave the Police Report. He provided a list of calls for October 2019. The new police car is still at the installers in Jacksonville waiting on a consol for the split cage to be delivered.

B. Fire

1. Chief Pat Rebbe gave the Fire Department Report. The Department ran 24 calls for the month of October. Truck 1 passed it’s certification. Truck 2 is having battery issues so will be replacing batteries soon.

2. Request for a new Fire Man Andrew Nissen to be added to the squad. A motion made by Alderman Gorman seconded by Alderman Gain to approve Andrew Nissen to the Fire Department as a Probationary Fireman. VOTES: Gain, yes; Allison, yes; Sonnemaker, yes; Gorman, yes, Molohon, yes. Mayor Snyder declared the MOTION CARRIED.

3. The ISO rating was completed and we should be receiving that soon.

4. November 26, 2019 Proving Ground Pro Wrestling will have their event at the Fire House.

C. Zoning

1. Public hearing held in regards to the 3 Pine’s request for an Event Center Special Use Permit.

2. A motion made by Alderman Gorman seconded by Alderman Gain to allow 3 Pines, located at 510 W Sheridan Road Petersburg, Illinois to operate as an Event Center. VOTES: Gain, yes; Allison, yes; Sonnemaker, yes; Gorman, yes; Molohon, yes; Grosboll, yes. Mayor Snyder declared the MOTION CARRIED.

3. A motion made by Alderman Gorman seconded by Alderman Sonnemaker to approve the October 24, 2019 minutes of the Planning Commission. VOTES: Allison, yes; Sonnemaker, yes; Gorman, yes; Molohon, yes; Gain, yes. Mayor Snyder declared the MOTION CARRIED.

VI. OFFICERS’ REPORTS

A. Mayor’s Report

1. Discussion of Insurance Renewal for the City Employee Health Insurance. A motion made by Alderman Gain seconded by Alderman Gorman to approve the contract with Blue Cross Blue Shield for Plan# G53BCE and for Aetna Dental Plan# 61287 for the year beginning 12/1/19. VOTES: Sonnemaker, yes; Gorman, yes; Molohon, yes; Gain, yes; Allison, yes. Mayor Snyder declared the MOTION CARRIED. 

2. Discussion of FOP Wage Agreement. A motion made by Alderman Molohon seconded by Alderman Sonnemaker to go into Executive Session to discus the Police Contract. VOTES: Gorman, yes; Molohon, yes; Gain, yes; Allison, yes; Sonnemaker, yes. Mayor Snyder declared the MOTION CARRIED. The Council moved to Executive Session at 7:35 PM. Alderman Grosboll arrived at 7:45 PM. 

3. A motion made by Alderman Gorman seconded by Alderman Gain to return to Regular Session. VOTES: Molohon, yes; Grosboll, yes; Gain, yes; Allison, yes; Sonnemaker, yes; Gorman, yes. Mayor Snyder declared the MOTION CARRIED. The Council returned to Regular Session at 7:53 PM. 

4. Discussion of the Harris Street Property. The Counsel has decided to get the property assessed and put it up for sale.

B. Treasurer’s Report

None

VII. STANDING COMMITTEES’ REPORT

None

VIII. SPECIAL COMMITTEES’ REPORT

A. Tree Committee Minutes October 2019. A motion made by Alderman Gorman seconded by Alderman Sonnemaker to approve the Tree Committee Minutes of October 2019. VOTES: Grosboll, yes; Gain, yes; Allison, yes; Sonnemaker, yes; Gorman, yes, Molohon, yes. Mayor Snyder declared the MOTION CARRIED.

X. NEW BUSINESS

1. Discussion of the exit letter from Michael Feriozzi, the Cities Auditor, on the 2019 Audit.

2. Updating the Cities Code Book. Discussion on how often and when the next update should be done.

XI. ADJOURNMENT

A motion was made by Alderman Gain and seconded by Alderman Sonnemaker to adjourn the meeting. VOTES: Gorman, yes; Molohon, yes; Grosboll, yes; Gain, yes; Allison, yes; Sonnemaker, yes. Mayor Snyder declared the MOTION CARRIED. Meeting Adjourned at 8:08 PM.
