City of Petersburg City Council met February 4

City of Petersburg City Council met Feb. 4.

Here is the minutes provided by the council:

I. CALL TO ORDER

Mayor Rick Snyder called the City Council to order at 7:01 p.m.

II. PRELIMINARY MATTERS

A. Members present were Mayor Rick Snyder, Aldermen Kevin Molohon, Andrew Gain, Bruce Gorman, Rick Sonnemaker, and Mike Allison. Also present were Treasurer Dave Frick, City Clerk Ken Ortman and City Attorney Chris Sherer. Alderman Nathan Grosboll was absent.

B. Mayor Snyder led the Council in the Pledge of Allegiance to the Flag of the United States of America.

C. A motion was made by Alderman Allison and seconded by Alderman Gorman to approve the agenda with changes as presented. VOTES: Sonnemaker, yes; Gorman, yes; Molohon, yes; Gain, yes; Allison, yes. Mayor Snyder declared the MOTION CARRIED.

III. CITY CLERK

A. City Clerk presented the Warrant List and Accounts Payable. A motion was made by Alderman Gorman and seconded by Alderman Gain to approve payment of the bills as listed on the Warrant List and Accounts Payable. VOTES: Gorman, yes; Molohon, yes; Gain, yes; Allison, yes; Sonnemaker, yes. Mayor Snyder declared the MOTION CARRIED.

B. The minutes of the January 21, 2020 Regular Meeting were presented. A motion was made by Alderman Gorman and seconded by Alderman Sonnemaker to approve the minutes of January 21, 2020 Regular Meeting as amended. VOTES: Molohon, abstain; Gain, yes; Allison, yes; Sonnemaker, yes; Gorman, yes. Mayor Snyder declared the MOTION CARRIED.

C. The minutes of the January 27, 2020 Police/Personnel Committee Meeting were presented. A motion was made by Alderman Gorman and seconded by Alderman Sonnemaker to approve the minutes of January 27, 2020 Police/Personnel Committee Meeting as amended. VOTES: Gain, yes; Allison, yes; Sonnemaker, yes; Gorman, yes, Molohon, abstain. Mayor Snyder declared the MOTION CARRIED.

D. The minutes of the January 27, 2020 Police/Personnel Committee Executive Session Meeting were presented. A motion was made by Alderman Gorman and seconded by Alderman Sonnemaker to approve the minutes of January 27, 2020 Police/Personnel Committee Executive Session Meeting as amended. VOTES: Allison, yes; Sonnemaker, yes; Gorman, yes; Molohon, yes; Gain, yes. Mayor Snyder declared the MOTION CARRIED.

IV. DEPARTMENTAL REPORTS

A. Fire

The mayor presented the Fire Department Report because of the chiefs absents.

B. Street

1. Brent Freesmire of Klingler and Associates presented a presentation on the cities Motor Fuel Tax Program explaining some of the new rules by IDOT for use of the Motor Fuel Tax.

2. Steve Ozella had some questions on the Streets of his new subdivision he is constructing.

V. HEARING OF CITIZENS

1. Anne Smith thanked the City and Community for all the generosity they have given to help the families affected by the apartment fire.

2. The Housing Authority have received pre approval for rehabbing the 74 units by the High School. Hopping the Council will support the Mayor and us in completing our scope of work.

C. Police

1. Chief John Jones gave the Chiefs Report.

2. Closed meeting pursuant to 5 ILCS 120/2 (2)(1) regarding the appointment, employment, compensation, discipline, performance, or dismissal of specific employees of the public body. A motion made by Alderman Gorman seconded by Alderman Gain to move to Executive Session pursuant to 5 ILCS 120/2 (2)(1) regarding the appointment, employment, compensation, discipline, performance, or dismissal of specific employees of the public body. VOTES: Sonnemaker, yes; Gorman, yes; Molohon, yes; Gain, yes; Allison, yes. Mayor Snyder declared the MOTION CARRIED. The Council entered Executive Session at 8:00 pm.

3. A motion made by Alderman Allison seconded by Alderman Sonnemaker to return to Regular Session. VOTES: Molohon, yes; Gain, yes; Allison, yes; Sonnemaker, yes; Gorman, yes. Mayor Snyder declared the MOTION CARRIED. The Council returned to Regular Session at 8:27 pm.

4. The Mayor asked Officer Beatty if he would resign his position.

Officer Beatty answered “he was not going to resign”

4. Decision on disciplinary action with respect to police personnel. The Mayor entertained a motion to ask for the dismissal of officer Beatty on the recommendation of the Police Chief. A motion made by Alderman Gorman seconded by Alderman Gain to support the Mayor’s request for termination of Officer Beatty.

VOTES: Gain, yes; Allison, yes; Sonnemaker, yes; Gorman, yes, Molohon, yes. Mayor Snyder declared the MOTION CARRIED.

A motion was made by Alderman Gain and seconded by Alderman Allison to adjourn the meeting. VOTES: Gorman, yes; Molohon, yes; Gain, yes; Allison, yes; Sonnemaker, yes. Mayor Snyder declared the MOTION CARRIED. Meeting Adjourned at 8:31 PM.
