Village of Spaulding Board of Trustees Regular Board Meeting February 10th, 2020 Call to order A meeting of Village of Spaulding’s Board of Trustees was held at Village Hall, 111 East Prairie St., Spaulding, IL 62561 on February 10th, 2020 @ 7:00pm

Approval of minutes Motion to approve December January 13th, 2020 meeting minutes made by Trustee Foster, seconded by Trustee Tega. Roll Call.

Treasurer’s Report – Michelle Collins Motion to approve January 2020 Treasurer’s Report made by Trustee Brown and seconded by Trustee Tega. Roll Call.
Motion passes 5-0.
Police Report – Chief Hillyer
• Resident on N Allen was reported missing. Officer Bramley issued a Code Silver and the individual was located within 45 minutes
• Officer Balding attended Lead Homicide Investigators class.
• Special Events: Super Bowl was worked in 2 shifts and we also assisted in the Edwards funeral procession.
• Spaulding is on pace so far this year to have a high call volume.
• New Police Squad car should be done by Friday, 2/14/20. Wireless USA has pushed us back due to many reasons. We called on different occasions and were given 3 different answers on an estimated completion date. The President and I will be going in there this week to confirm.
• Spaulding Police Department was awarded a Distracted Driving Grant.

Engineer Report – Phil Webber We reviewed the paperwork from the Red Bud Court work that was began by Trumann Flatt on 09/09/2014. It was stated that 150 feet of work to be done will cost about $6.00 per foot. President Hinkle asked that Phil & Jay take a look at it and come up with a plan to get it done.
Attorney Report – Pat Sheehan
• If the board has any new legislation or changes that would like to be made you will need to get them together and bring them to us to prepare and propose.
• Chief Hillyer: Are there any ordinances that would allow us to waive the 15 days to enforce an ordinance pertaining to public safety? Attny: Yes, if not, we will draft something.
• Trustee Cunningham: Have we received the new codification book? Attny: The company we were working with was sold to another company but they are working with us to get it completed soon and back in our hands.
IT: Kevin Lloyd
• Provided a summary of services done as well as changes made to security. Also provided estimates to upgrade necessary items on server, security, computer software, etc.
• Trustee Cunningham suggested that we place a label on any new computer the village purchases that includes the purchase date.
• Everything is now on one wifi network
• Police and village hall files are now segregated from each other so it will be easier to control accessibility with users- only Police Department personnel will be able to access Police Files.
• Server’s C: Drive was not visibly shared but allowed all users to change files causing a huge problem with the possibility of ransomware.
• Linksys Router had remote desktop connection that would allow ransomware to get into system easily.
• The firewall we had in place was blocking our IM.
• If we do the suggested updates, per Kevin’s estimates, we would be able to remove our Static IP and go to a dynamic IP which would allow the village to save $20 per month.
Motion to accept IT Proposal from Kevin Lloyd, Lloyd IT Services for $11,674.09 made by Trustee Brown, seconded by Trustee Tega. Roll Call.

Village Administrator Report-Jean Hillyer (Absent) report given by Jennifer Grant
• I completed and submitted the Annual Financial Report and avoided a $2,500.00 fine.
• Gathered documents up for Audit, should take about one month to complete.
• Attended Regional Leadership Council
• Completed paperwork update on GATA
Trustee Comments and/or Questions Trustee Cunningham-I reviewed the Comcast bill and we do have the $20 charge for the Static IP address. Kevin will let Jennifer know when she can cancel that service.

• Ruby Electric finished the street lights in Hawthorne and all are now working.
• Storm sirens did not go off last Tuesday. I called them to let them know.
Motion to go into closed session pertaining to personnel matters made by Trustee Cunningham, seconded by Trustee Brown.
Motion to come out of closed session made by Trustee Foster, seconded by Trustee Tega.
Motion to adjourn made by Trustee Cunningham, seconded by Trustee Tega at 8:15pm. Unanimous Aye vote. Motion passes 5-0.
