Village of Chatham Committee of the Whole met March 10.

A. Call to Order
1. Roll Call
Trustee Chiaro moved, seconded by Trustee Scherschel to appoint Trustee Mau as the Chairman of this meeting in the absence on Trustee Gerger. This was passed 4 yes, 0 no, and 2 absent as follows: Trustee Mau yes, Chiaro yes, Scherschel yes, Detmers yes, Mann absent, and Gerger absent.
Present: Trustee Chiaro, Mau, Detmers, Scherschel, and Village President Kimsey.
Absent: Trustee Mann and Trustee Gerger.
Others present: Clerk Dahlkamp, Attorney Moredock, Police Chief Foli, and Village Administrator McCarthy.
2. Public Comments Agenda Topics
Terry Hupp- Voiced his concerns over the projected location of the dog park in Chatham. Asked the board to not make the easiest decision, but the best decision for village residents in regards to this topic.
B. Consent Agenda
1. Approve Minutes of the Tuesday, February 11th, 2020 Meeting
Trustee Chiaro moved, seconded by Trustee Scherschel to put the consent agenda on the table for action. The consent agenda passed 4 yes, 0 no, and 2 absent as follows: Trustee Mau yes, Chiaro yes, Scherschel yes, Detmers yes, Mann absent, and Gerger absent.
C. Old Business
There was no old business this evening.
D. New Business
1. CMT Engineering Updates
CMT Engineer Jim Michael provided the following updates: Spartan Sports Park and selling the remaining parcel. Discussions have made on how the remaining parcel at Spartan Sports Park will be utilized. At the next Planning Commission meeting, they will be shown a better thought out plan. There are potential buyers for this parcel. Glenwood Park, the culvert replacement is on-going. The Gordon/Spruce intersection patching is completed. There was a map presented for drainage on the South Main part of the village. This map is featured on Board Docs for public viewing and shows potential solutions for the draining issues there. There is a simplified process in the works for future MFT projects. The goal is to expand the program and eliminate the duplication process.
2. Village Manager Update
The Village is starting the budget process and looking at funding this coming Thursday. There was a bid for 4th of July Fireworks. More shells for the show, and it will last longer The board needs to look this over and let Village Admin McCarthy know if they want to reject or accept the bid in the coming weeks. There has been no word on where the water plant is at with the chloramines. CFO Dierking received a superior budget document awarded to her. Her work on the Comprehensive Annual Report and GFOA is the highest threshold.
3. Public Property & Recreation Committee Discussion
Discussion and Priorities for the Parks Comprehensive Plan, recommendation to move to acceptance. CBSI has been doing baseball field updates.
4. Utility Oversight Committee Discussion
There was no updates from this committee this month.
5. Public Comments Village Business
Darlene Judd- Requests more transparency on Village Business.
Village President Kimsey- Has been consulting with professionals from both County/State in regards to safety against COVID-19.
