City of Petersburg City Council met April 7.

Here is the minutes provided by the council:

I. CALL TO ORDER

A. Mayor Rick Snyder called the City Council to order at 7:02 p.m.

II. PRELIMINARY MATTERS

A. Members present were Mayor Rick Snyder, Aldermen Kevin Molohon, Andrew Gain, Bruce Gorman, Rick Sonnemaker, and Mike Allison. Also present were City Clerk Ken Ortman, Treasurer David Frick, and City Attorney Chris Sherer.

B. A motion was made by Alderman Gain seconded by Alderman Gorman to approve ORDINANCE 2020-02 AN ORDINANCE ALLOWING FOR REMOTE ATTENDANCE AT MEETINGS AND REMOTE CITIZENS PARTICIPATION CONSISTENT WITH STATE OF ILLINOIS EXECUTIVE ORDER 2020-07. VOTES: Molohon, yes; Gain, yes; Allison, yes; Sonnemaker, no audio; Gorman, yes. Mayor Snyder declared the MOTION CARRIED.

C. Mayor Snyder dispensed with Pledge of Allegiance to the Flag of the United States of America.

D. A motion was made by Alderman Gorman and seconded by Alderman Gain to approve the agenda as presented. VOTES: Sonnemaker, no audio; Gorman, yes; Molohon, yes; Gain, yes; Allison, yes. Mayor Snyder declared the MOTION CARRIED.

III. CITY CLERK

A. City Clerk presented the Warrant List and Accounts Payable. A motion was made by Alderman Allison and seconded by Alderman Gain to approve payment of the bills as listed on the Warrant List and Accounts Payable. VOTES: Gorman, yes; Molohon, yes; Gain, yes; Allison, yes; Sonnemaker, no audio. Mayor Snyder declared the MOTION CARRIED.

B. A motion was made by Alderman Allison and seconded by Alderman Gain to approve the minutes of March 3, 2020 Regular Meeting. VOTES: Molohon, yes; Gain, yes; Allison, yes; Sonnemaker, no audio; Gorman, abstain; Mayor Snyder, yes. Mayor Snyder declared the MOTION CARRIED.

IV. HEARING OF CITIZENS

None

V. DEPARTMENTAL REPORTS

A. Water

A. The Water Collector’s Report was presented. A motion made by Alderman Gorman second by Alderman Molohon to accept the Water Collector’s Report. VOTES: Gain, yes; Allison, yes; Sonnemaker, no audio; Gorman, yes; Molohon, yes; Grosboll, yes. Mayor Snyder declared the MOTION CARRIED.

B. Water Superintendent’s Report was read.

C. Discussion on an Application for a Sewer Grant needing to raise the rates for the Sewer Charges. Council consensus will hold off for now till after the Covid 19 situation stabilizes.

D. IEPA ACH Payment. Discussion on the Water Plant semi yearly payment not getting to the State, missing in the mail. A motion made by Alderman Gorman seconded by Alderman Gain to approve the automatic ACH payment to the state. VOTES: Allison, yes; Sonnemaker, no audio; Gorman, yes; Molohon, yes; Gain, yes. Mayor Snyder declared the MOTION CARRIED.

We lost contact with Alderman Sonnemaker so he was absent from the meeting at 7:25 pm.

B. Street

1. The Street Department’s Report was read. Alderman Gain made a comment about the employees running the chipper as they are going down the road.

C. Police

1. The Police Department’s Report was presented.

D. Fire

1. Fire Department’s Report was read. Discussion on whether to continue to pay employees while self quarantined when exposed to Covid 19 in the line of duty. Consensus of the Council to continue to pay them.

VI. OFFICERS’ REPORTS

A. Mayor’s Report

Alderman Sonnemaker was back in the meeting with audio at 7:39 pm.

1. Code of Ordinance update bid. A motion made by Alderman Gorman seconded by Alderman Gain to accept the bid for a maximum of $3,100.00 from American Legal Publishing to update our Ordinance Book. VOTES: Sonnemaker, yes; Gorman, yes; Molohon, yes; Gain, yes; Allison, yes. Mayor Snyder declared the MOTION CARRIED.

2. Discussion on late fees and/or shut offs for the Water Department. By consensus the Council agrees to the issue.

3. Discussion on pushing the City Wide Pickup to the month of September.

B. Treasurer’s Report

1. The Treasures report for February 2020 was presented. A motion made by Alderman Gorman seconded by Alderman Allison to approve the Treasures Report as presented. VOTES: Gain, yes; Allison, yes; Sonnemaker, yes; Gorman, yes, Molohon, yes. Mayor Snyder declared the MOTION CARRIED.

2. Auditor Engagement Letters. A motion made by Alderman Gain seconded by Alderman Sonnemaker to approve the Engagement letters presented by City Auditor Michael Feriozzi. VOTES: Gorman, yes; Molohon, yes; Gain, yes; Allison, yes; Sonnemaker, yes. Mayor Snyder declared the MOTION CARRIED.

3. Set Budget Meeting for April 14, 2020 at 7 pm.

VI. STANDING COMMITTEES’ REPORT

VII. SPECIAL COMMITTEES’ REPORT

A motion made by to Alderman Gorman seconded by Alderman Sonnemaker to accept the minutes of the Tree Committee’s March 2020 meeting. VOTES: Gain, yes; Allison, yes; Sonnemaker, yes; Gorman, yes, Molohon, yes. Mayor Snyder declared the MOTION CARRIED.

X. Old Business

Officer Beatty Grievance Meeting set for the April 20, 2020 at 7pm.

XII. ADJOURNMENT

A motion was made by Alderman Gorman and seconded by Alderman Gain to adjourn the meeting. VOTES: Gain, yes; Allison, yes; Sonnemaker, yes; Gorman, yes; Molohon, yes. Mayor Snyder declared the MOTION CARRIED. Meeting Adjourned at 8:10 p.m.
