I. CALL TO ORDER
Mayor Rick Snyder called the City Council to order at 7:05 p.m.
II. PRELIMINARY MATTERS
A. Members present were Mayor Rick Snyder, City Clerk Ken Ortman, Treasurer David Frick, Dupety Clerk Tracy Ciesler, and Deputy Police Chief Mike Nichols. Present Via Zoom video/audio conferencing were Aldermen Kevin Molohon, Andrew Gain, Bruce Gorman, Rick Sonnemaker, and Mike Allison and City Attorney John Gabala.
B. Mayor Snyder dispensed with the Pledge of Allegiance to the Flag of the United States of America.
C. A motion was made by Alderman Gorman and seconded by Alderman Gain to approve the agenda as Presented. VOTES: Sonnemaker, yes; Gorman, yes; Molohon, yes; Gain, yes; Allison, yes. Mayor Snyder declared the MOTION CARRIED.
III. CITY CLERK
A. The City Clerk presented the Warrant List and Accounts Payable.
A motion was made by Alderman Gain and seconded by Alderman Gorman to approve payment of the bills as listed on the Warrant List and Accounts Payable. VOTES: Molohon, yes; Gain, yes; Allison, yes; Sonnemaker, yes; Gorman, yes. Mayor Snyder declared the MOTION CARRIED.
B. A motion was made by Alderman Gorman and seconded by Alderman Allison to approve the minutes of April 21, 2020 Regular Meeting. VOTES: Molohon, yes; Gain, yes; Allison, yes; Sonnemaker, yes; Gorman, yes. Mayor Snyder declared the MOTION CARRIED.
C. A motion was made by Alderman Gorman and seconded by Alderman Gain to approve the minutes of April 20, 2020 Special Meeting. VOTES: Gain, yes; Allison, yes; Sonnemaker, yes; Gorman, yes, Molohon, abstain. Mayor Snyder declared the MOTION CARRIED.
D. A motion was made by Alderman Gorman and seconded by Alderman Gain to approve the minutes of April 20, 2020 Executive Session Meeting. VOTES: Gain, yes; Allison, yes; Sonnemaker, yes; Gorman, yes; Molohon, abstain. Mayor Snyder declared the MOTION CARRIED.
E. A motion was made by Alderman Gorman and seconded by Alderman Allison to approve the minutes of April 28, 2020 Finance Committee Meeting. VOTES: Allison, yes; Sonnemaker, yes; Gorman, yes; Molohon, yes; Gain, yes. Mayor Snyder declared the MOTION CARRIED.
F. Opening of Salt and Chemical Bids.

V. DEPARTMENTAL REPORTS
A. Police
The Police Department’s Report was presented by Assistant Chief Mike Nichols. A comment made by Mayor Snyder was that the FOP has filed for Arbitration in the Beatty Grievance and have been advised by our lawyers to accept Illinois Arbitrators only. By consensus of the Council has approved the use of Illinois Arbitrators only.
B. Fire
The Fire Department report was read by the Mayor. The Dept had 14 calls for the month of April. Firefighter Price is putting together a Basic Operations Firefighter Class. We have 3 probationary firefighters that need to take the class.
VI. OFFICERS’ REPORTS
A. Mayor’s Report
1. Discussion about the Appointments to specific Departments.
A motion made by Alderman Gain seconded by Alderman Gorman to accept the changes in the City Ordinances to meet the State Statue on Appointment of Officials. (65 ILCS 5/3.1-35-10) from Ch. 24, par. 3.1-35-10. VOTES: Molohon, yes; Gain, yes; Allison, yes; Sonnemaker, yes; Gorman, yes. Mayor Snyder declared the MOTION CARRIED.
2. Discussion on suspending Sidewalk Café Fees.
A motion made by Alderman Gorman seconded by Alderman Gain to suspend all Sidewalk Café Fees for the remainder of the year. VOTES: Gain, yes; Allison, abstain; Sonnemaker, yes; Gorman, yes, Molohon, yes. Mayor Snyder declared the MOTION CARRIED.
3. Discussion of waving the water penalties and shutoff’s for May.
A motion was made by Alderman Allison and seconded by Alderman Gorman that the City Wave all penalties and shutoffs for the Water Department for the month of May. VOTES: Gain, yes; Allison, yes; Sonnemaker, yes; Gorman, yes; Molohon, yes. Mayor Snyder declared the MOTION CARRIED.
4. Received a sample ordinance book from the IML on Cannabis.
5. Discussion on the 2020-2021 MFT Oil and Chip project.
B. Treasurer’s Report
1. The Treasures set a Budget meeting for May 12, 2020 7:00 p.m.
