Village of Sherman Village Board met May 5.

Here is the minutes provided by the board:

Trevor J. Clatfelter, President; Pam Gray, Trustee (arrive at 6:07pm); Kim Rockford, Trustee; Kevin Schultz, Trustee; Jay Timm, Trustee

Excused Absence: Brian Long, Trustee

OFFICIALS IN ATTENDANCE

Don Craven, Legal Counsel; Jeremy Stuenkel, Treasurer; Sean Bull, Village Clerk; Michael Stratton, Village Administrator; Craig Bangert, Chief of Police

PUBLIC IN ATTENDANCE (From Sign-In Sheet)

OPENING

1. Roll Call. Village Clerk Bull conducted roll call of the Village Board of Trustees. President Clatfelter noted that a quorum was present to conduct Village business.

2. Pledge of Allegiance. Chief Bangert led the group in the Pledge of Allegiance. Trustee Gray arrived at 6:07pm

3. Set Agenda. President Clatfelter asked the Board for non-action items to be added to the agenda. There were none. President Clatfelter requested a motion to set the agenda. Motion by Trustee Timm, seconded by Trustee Rockford. Voice Vote with the Ayes having it 5/0. Motion passed.

CLERK’S REPORT

1. Presentation of Minutes of March 3, 2020 Meeting. Minutes of the Regular Meeting of the Sherman Village Board of Trustees were presented for approval. President Clatfelter asked if there were any additions or corrections. There being none, President Clatfelter requested a motion to approve. Motion to Approve the minutes of March 3, 2020 as presented by the Clerk was made by Trustee Gray, seconded by Trustee Hahn. Roll Call Vote Ayes having it 5/0. Motion Passed.

2. Presentation of Bills for Approval. President Clatfelter addressed the Board on the warrants. Treasurer Stuenkel addressed the Board noting the number of warrants presented for approval was result of last meeting date in March. President Clatfelter asked if there were any questions on the warrants. Trustee Schultz asked about the payment to Noonan’s. Staff noted was for trencher but would verify and get back with him. There being no further questions, President Clatfelter requested a motion to authorize payment of the bills as presented. Motion to Authorize Payment of Bills by Trustee Schultz, seconded by Trustee Gray. Roll Call Vote with Ayes having it 5/0. Motion Passed.

TREASURER’S REPORT

1. Presentation of Treasurer’s Report. Treasurer Stuenkel addressed the Board on the two Treasurer Reports for January and February noting nothing out of the ordinary to report. President Clatfelter asked if there were any questions. Trustee Schultz asked about the impact the recent pandemic will have on sales tax revenues. The Board discussed. There being no questions, President Clatfelter requested a motion to authorize payment of the bills as presented. Motion to Accept the Treasurer’s reports for January & February as submitted by Trustee Gray, seconded by Trustee Hahn. Roll Call Vote with Ayes having it 5/0. Motion Passed.

ENGINEERING REPORT

1. President Clatfelter addressed the Board of discussions with the Village Engineer on the bike trail project and the IDOT project on I-55 overpass.

LEGAL REPORT

No Legal Report.

VILLAGE ADMINISTRATOR & ECONOMIC DEVELOPMENT REPORT

1. Administrator Stratton addressed the Board on the status of the Playground project at Sherman Village Park.

PRESIDENT’S REPORT

1. Ordinance RE: Procurement & Finance of two Zero Turn Mowers for Department of Public Works. President Clatfelter addressed the Board and asked if there were any questions concerning the ordinance to purchase two zero turn mowers for public works operations. There being none, President Clatfelter asked for a motion to approve Ordinance 20-05 Approving Procurement and Finance of Two Zero Turn Mowers for the Department of Public Works Mowing Operations. Motion to approve Ordinance 20-05 as presented by Trustee Rockford, seconded by Trustee Hahn. Roll Call Vote with Ayes having it 5/0. Motion Passed.

2. Ordinance RE: Approval of Agreement and Easement with Ameren. President Clatfelter addressed the Board and asked if there were any questions concerning the ordinance. There being none, President Clatfelter asked for a motion to approve Ordinance 20-06 An Ordinance Approving an Agreement and Easement with Ameren. Motion to approve Ordinance 20-06 as presented by Trustee Timm, seconded by Trustee Gray. Roll Call Vote with Ayes having it 5/0. Motion Passed.

3. Ordinance RE: An Ordinance Approving a One Year Extension to the Collective Bargaining Agreement with the Illinois Fraternal Order of Police. President Clatfelter addressed the Board and asked if there were any questions concerning the ordinance as presented. There being none, President Clatfelter asked for a motion to approve Ordinance 20-07 An Ordinance Approving a One Year Extension to the Collective Bargaining Agreement with the Illinois Fraternal Order of Police. Motion to approve Ordinance 20-07 as presented by Trustee Gray, seconded by Trustee Hahn. Roll Call Vote with Ayes having it 5/0. Motion Passed.

4. Ordinance RE: An Ordinance Approving a One Year Extension to the Collective Bargaining Agreement with the Teamsters Local 916. President Clatfelter addressed the Board and asked if there were any questions concerning the ordinance as presented. There being none, President Clatfelter asked for a motion to approve Ordinance 20-08 An Ordinance Approving a One Year Extension to the Collective Bargaining Agreement with the Teamsters Local 916. Motion to approve Ordinance 20-08 as presented by Trustee Rockford, seconded by Trustee Timm. Roll Call Vote with Ayes having it 5/0. Motion Passed.

President Clatfelter noted there was no New Business before the Village Board.

OLD BUSINESS

President Clatfelter noted there was no Old Business pending before the Village Board.

CIVIC ORGANIZATIONS

President Clatfelter noted there was no civic organization scheduled to address the Board.

PUBLIC COMMENT

President Clatfelter noted there was no one signed up to address the Board.

EXECUTIVE SESSION

President Clatfelter asked for a motion to adjourn into closed session as provided for under 5 ILCS 120/2(c)(2) of the Open Meetings Act. Motion to adjourn into executive session as provided for under 5 ILCS 120/2(c)(2) by Trustee Rockford, seconded by Trustee Hahn. Roll Call Vote with Ayes having it 5/0. Motion Passed. Board adjourned into Executive Session at 6:35pm.

Arise from Executive Session. President Clatfelter requested a motion to arise from Executive Session. On motion by Trustee Hahn, seconded by Trustee Schultz and approved by voice vote with Ayes having it 5/0 the Board Arose from Executive. Board arose from executive session at 6:45pm.

RETURN TO REGULAR SESSION

President Clatfelter asked for a motion to return to regular session of the Board. On Motion by Trustee Timm, seconded by Trustee Rockford and all in favor by voice vote the Board returned to regular session at 6:46pm.

AGENDA ACTION ITEM

President Clatfelter asked if there were any questions about Ordinance 20-09 Establishing Salaries for Certain Village Employees. There being none, President Clatfelter asked for a motion to approve Ordinance 20-09 An Ordinance Establishing Salaries for Certain Village Employees. Motion to approve Ordinance 20-09 as presented by Trustee Rockford, seconded by Trustee Gray. Roll Call Vote with Ayes having it 5/0. Motion Passed.

ADJOURNMENT

President Clatfelter noted there was no further matters to come before the Board and requested a motion to adjourn the public meeting. Motion by Trustee Hahn, seconded by Trustee Schultz. Voice Vote with Ayes having it 5/0. Motion Passed. Public Meeting was adjourned at 6:47pm.
