Menard County Board met April 14.

Here is the minutes provided by the board:

The Menard County Board of Commissioners met at 6:00 p.m. at the Menard County Courthouse, 102 S. Seventh Street, Petersburg, Illinois. Commissioners Bob Lott, Jeff Fore, Allan Anderson, Ed Whitcomb and Troy Cummings were physically present. A quorum was present. County Clerk Martha Gum and County Coordinator Dara Worthington were both present. County Treasurer Pam Bauser was absent.

Chairperson Bob Lott called the meeting to order at 6:00 p.m.

Commissioner Cummings moved to approve the consent agenda which included the minutes from the March 31, 2020 regular Board Meeting. Commissioner Whitcomb seconded the motion. The motion carried unanimously.

Hearing of Citizens (Public Comments/Requests for Board Action)

There were no public comments/requests for Board action.

Sheriff’s Department Report/Requests for Board Action

Sheriff Mark Oller was in attendance and addressed issues related to his office which included: a stabbing that occurred on Friday evening with the suspect in violation of parole as well, not being equipped for video recording in court room, and a log for entry into courthouse has been started per Judge Atterberry’s suggestion.

County Treasurer Report/Requests for Board Action

Commissioner Lott spoke on behalf of Treasurer Bauser’s regarding the amount the County received from the State from cannabis sales. He stated that the County received around $400 from the sales tax. He also discussed how Sangamon County is handling the real estate taxes. He added they are allowing a delay in the payment of the first installment of property tax without penalty with the full amount needing to be paid by the second installment due date. If not paid in full by the second installment, the penalty is retroactive to the first installment due date. Commissioners Lott, Cummings and Whitcomb spoke with each of their respective school districts to determine if each district could withstand a delay in receipt of their regular property tax payments. Each superintendent indicated that they would like to receive a distribution after the first installment, but that they could operate until they receive the full second installment distribution. A lengthy discussion ensued. Commissioner Whitcomb added that Sangamon County has also offered installment payments for liquor licenses.

County Clerk’s Report/Requests for Board Action

County Clerk Marty Gum was in attendance and updated the Board on her office activities.

EMS/EMA Report/Requests for Board Action

Mike Burg, EMS/EMA Administrator, was in attendance and presented the monthly transport log and financials for March 2020. He stated the bathroom work was started at the building, but has been halted due to COVID-19. He added they received a $15,400 check from the Federal Government and Department of Human Services for COVID-19 response. Burg indicated that he had no idea that it was coming, and was in contact with the auditor and the Treasurer’s office for handling.

County Coordinator’s Report/Requests for Board Action

Coordinator Worthington requested Executive Session minutes from October 9, 2018 to be opened. Commissioner Whitcomb moved to approve the request. Commissioner Anderson seconded the motion. The motion carried unanimously.

Coordinator Worthington requested Executive Session minutes from September 10, 2019 and October 8, 2019 remain closed. Commissioner Cummings moved to approve the request. Commissioner Fore seconded the motion. The motion carried unanimously.

Coordinator Worthington presented information on: roof bids for Sunny Acres Nursing Home going in local papers, the Road District article on the front page of the papers, the sliver of land questions with regards to culvert work needing done, completion of an employee complaint investigation filed by a Sunny Acres employee, that Beacon will have new pictures for our County mapping system, and there is still a need of a doctor for our Board of Health.

Individual Board Members - Report/Requests for Board Action

Commissioner Anderson questioned if there was any response from small businesses relating to the mailing sent out. Discussion followed.

Commissioner Cummings discussed the County Engineer job, indicating he’d spoken with Tom Casson. Cummings indicated that before being hired, candidates will have to take and pass a test administered by IDOT.

Commissioner Lott discussed the possibility of Kathy Ruppel being named interim Engineer for the Highway Department effective May 1, 2020, until a new Engineer is hired. Commissioners Whitcomb and Cummings will head the interview process while Commissioners Lott and Fore will handle the article/ad for the papers.

Commissioner Fore voiced his concern on projects being completed, especially projects within his district which include Price Road bridge, stating he just wants to make sure there is a qualified Engineer that handles this.

Resolution #13-20 – Deed of Conveyance of County’s Interest for Parcel 12-05-404-226. Commissioner Whitcomb moved to approve the Resolution. Commissioner Anderson seconded the motion. The motion carried unanimously. This shall be known as Resolution #13-20.

Adjournment

With no other business coming before the Board, Commissioner Fore moved to adjourn the meeting at 7:09 p.m. Commissioner Cummings seconded the motion. The motion carried unanimously.
